About this file
This document contains a questions and answers log from a pre-solicitation conference for solicitation number HTC711-23-R-R010, which seeks proposals for S&RTS Port Operations and Related Transportation Services to be awarded by the Department of Defense United States Transportation Command.
The log details six questions received from prospective vendors and the government's responses. Questions addressed topics such as how to complete the small business subcontracting plan, whether proposals could cover multiple countries within a region, and whether corporate experience of subcontractors could be included. The government provided clarifying information on these matters and indicated the solicitation would not be amended. No pricing or products/services were specifically discussed, as the pre-solicitation conference focused on the proposal submission process rather than requirements.

PROSPECTIVE VENDOR'S QUESTION DATE OF REPLY GOVERNMENT'S RESPONSE AMEND RFP?
2 26‐Oct‐23 Can you explain table 1 small business an large business in Attachment 5, page 3?
31‐Oct‐23
The table on page 3 is an example how dollar and percentage are annotated on the Subcontracting Plan. If the Total Dollars to be subcontracted is: $1,000,000, then the allocated dollars between Large Business and Small business MUST equal the Total dollars allocated. Hence, page 3 example show Large Business is $600,000 and Small Business is $400,000 equaling the $1,000,000.
Regarding the other parts of the table it shows, sample dollar amounts and based on the dollar goal will determine the percentage. Hence: Total for Veteran Owned Small Business Concerns is $20,000 then $20,000 / $1,000,000 = .02%

The government is asking for proposal submissions in the six individual regions (see Attachment 1, PWS, Appendix C) in which you are able to provide services in any country within that region. Example 1: If you can provide services in Japan and Singapore then you would submit a proposal for Region 4 (USINDOPACOM).
Example 2: If you can provide services in Germany and Kuwait, then you would submit a proposal for regions 2 (USCENTCOM) and 3 (USEUCOM).
