MEMORANDUM FOR Potential Offerors
FROM: USTRANSCOM Acquisition Directorate, Airlift Division
SUBJECT: Request for Proposal (RFP) HTC711-17-R-CC01, Next Generation Delivery Service
(NGDS)
This RFP solicits offers for International and Domestic express and ground small package delivery services for the United States Federal Government and other eligible activities as described in the Performance Work Statement (PWS). The PWS, included at Attachment 1 to the RFP, was developed by a Federal interagency team of shippers with small package delivery requirements. As this solution supports core Category Management principles to reduce contract duplication and promote best-in-class solutions, the Government expects the resulting contracts to be the preferred source for all Federal Agencies for small package delivery services. The contracts will be available for use by all Federal Agencies and other authorized entities. The Office of Management and Budget may provide further instructions to Federal Agencies on use of this vehicle.
The NGDS period of performance will consist of a five year base period effective 1 October 2017 through 30 September 2022 and will include one six-month option period (1 October 2022 through 31 March 2023).
The Government intends to award approximately five Indefinite Delivery Indefinite Quantity (IDIQ) contracts for international small package delivery services and approximately two IDIQ contracts for domestic small package delivery services. The Government, however, reserves the right to award more or less contracts as determined to be in the best interest of the Government.
To be eligible to receive award of an IDIQ contract, interested offerors must be a Department of Defense approved Contractor not in a suspended non-use status (Contractor in good standing) participating in the Civil Reserve Air Fleet throughout the performance of the contract.
The Government will conduct a Pre-Proposal Conference on Tuesday, 8 November 2016, from 0900 to 1100, local time. The conference will be held in the MITRE facility located at 700 Section Line Road, Belleville, IL 62221 (near the entrance to Scott AFB, IL). Potential Offerors are required to pre-register by submitting their company name, attendee names (limited to four per company), and contact information to Cheryl Berkemann at cheryl.l.berkemann.civ@mail.mil. Attendees are encouraged to submit questions regarding solicitation requirements to Cheryl Berkemann at cheryl.l.berkemann.civ@mail.mil and Nicole Swoboda nicole.d.swoboda.civ@mail.mil no later than 28 October 2016 so that they may be addressed during the Pre-Proposal Conference. Upon request, the Government will conduct one-on-one sessions with Offerors at Scott AFB after completion of the Pre-Proposal Conference.
