1-Instructions
| ACCESSORIAL (SURCHARGE), ESCALATION, and OPTIONAL STANDARD MAIL SERVICE INSTRUCTIONS | |
| Offerors proposing on the Domestic, International, or both Domestic and International Segments shall fill in Tabs 2 and 3. Tab 2-The Offeror shall provide a definition for each accessorial and any parameters of when or how the accessorial is applied. The Offeror shall annotate which service(s) the accessorial applies to (i.e. International Express, Domestic Express, Ground, All). If the accessorial is priced differently for shipments 0 to 150 lbs. than for shipments 151-300 lbs., the Offeror shall provide two entries (one row for each). Tab 2-On some accessorials, Offerors are able to propose both a minimum charge and a per pound cost. When these apply, the shipper shall be invoiced the greater of the two values. Tab 3-Offerors shall propose the percentage escalation that shall apply across all rates and accessorials. If no escalation is proposed, the Offeror shall insert zero (0%). | |
| Offerors are provided the opportunity to propose Optional Standard Mail Shipping Services for the IRS Bloomington, IL location. If proposing this service, the Offeror shall provide pricing at Tab 4 with applicable service names, weight ranges, rates, and any applicable ordering information. | |
| The type of information required is categorized into color-coded categories (shown below) to aid Offerors in completing the tabs. | |

4-Optional Standard Mail
| The Internal Revenue Service (IRS) has a requirement for flats and parcels to be picked up at a warehouse facility located at 1201 N. Mitsubishi Motorway, Bloomington, IL 61705-6612. Volume projections are listed in Table 1 and Table 2 below. The distribution of product occurs year round; however, 80% of the contract volume occurs between January – April of each year as shown in Table 3. Flats and Parcels are mailed to both commercial and residential locations with residential locations comprising the vast majority of the shipments. | ||||||
