RFP Q and A

Quick ReferenceDocumentSectionParagraphDateQuestionAnswer
MVPSolicitationM-49-May-16Due to the fact that USTRANSCOM selects which aircraft are selected for Stage I, II and III. If by chance XXXX committed Medium and Large Class to CRAF but the identified Medium and Large Class tails we selected for active flying were only in Stage III, are we prevented from flying? XXXXX would have MSP bonus points, so some entitlement would be there. Your previous response I think answers this but I wanted to make sureUnder the Bricklaying process, if the carrier offers aircraft to Stage I and II, the carrier would not be in a situation with aircraft only assigned to Stage III.
Domestic CLINSB pagesB pages10-May-16Are there any more "B pages"? I only see international CLINS, and no domestic. Where do I find the Domestic sections? There aren't any additional B-pages. The only domestic CLINS are the domestic CRAF activation CLINS 0002 , 0003, 1002 and 1003.
Uniform Rates and RulesUniform Rates and Rules11-May-16The FY17 International Rate Review appears to have shifted expense for Aircraft Control Personnel (6126.2) from ACTS to Landing/Handling subcategory which has a lower weight in the cost calculation. Aircraft Control Personnel (6126.2) includes all flight control and flight dispatch personnel. As all flights (including those operating at non-commercial airports) require a dispatcher to operate, we believe this expense is incorrectly categorized and should remain in the ACTS subcategory which is weighted at 0.60%.USTRANSCOM is not moving the expense for Aircraft Control Personnel (6126.2) from Subtotal 1 to Subtotal 2 on Cost Package Schedule C Page 2 of 6 that feeds into the rate for aircraft and traffic servicing expense. It is simply utilizing the expense for General Aircraft and Traffic Handling Personnel (6126.1) reported on carriers' Form 41 Schedule P6, line 6 in Subtotal 2 on Cost Package Schedule Page 2 of 6. All carriers participating in the FY17 international rate review are encouraged to submit any comments and supporting documentation regarding development of the FY17 international rates to USTRANSCOM/TCAQ-P, 508 Scott Drive, Scott AFB IL 62225-5357 by 4 p.m. on 23 May 16. After receipt of carrier comments, USTRANSCOM/TCAQ-P will conduct formal negotiations with participating carriers for development of the FY17 Final Uniform Rates and Rules.
Uniform Rates and RulesUniform Rates and Rules11-May-16The CRAF solicitation section B-1 references 767-300F aircraft as medium cargo aircraft (45-61 ton), however the FY17 Uniform Rates and Rules has it classified under large aircraft. During the pre-solicitation period, this question was asked and answered that Uniform Rates and Rules would be updated to define them as medium category aircraft (see attached, row 48).Appendix A of the FY17 Proposed Uniform Rates and Rules mistakenly classified the B767-300F as a large class cargo aircraft. This mistake will be corrected in the FY17 Final Uniform Rates and Rules.
CDISolicitation11-May-16The Solicitation incorporates DFARS 252.204-7012 which requires the safeguarding of covered defense information (“CDI”). Given this requirement:

a. How does the Government plan to identify CDI during contract performance?

b. In general, what type(s) of information does the Government anticipate transmitting during the performance of the contract that falls within the definition of CDI at set forth in the DFARS clause?

c. Pursuant to DFARS 252.204-7012(a), in order to be considered CDI, unclassified information transmitted in connection with contract performance must fall within one of four categories: (1) controlled technical information; (2) critical information (operations security); (3) export controlled information; or (4) any other information, marked or otherwise identified in the contract that requires safeguarding or dissemination controls pursuant to law or Government-wide policy. Under which of these categories does the Government expect the CDI transmitted under this contract to fall?

d. Does the Government have an estimate of how much CDI it anticipates transmitting during contract performance and/or how often CDI will be transmitted?a. PWS A3.16.1 defines Cover Defense Information as it pertains to the solicitation/contract. b. See answer for a. c. #4, Any other information as stated in PWS A3.16.1 d. No
CyberSolicitationL-10(b)(17)11-May-16Proposal Section L-10(b)(17) requires offerors to either confirm that they meet all requirements of National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 or otherwise identify any requirements of NIST SP 800-171 that will not be implemented at the time of contract award. To what extent, if any, will the response to this item be considered in the evaluation of offers under this procurement? Will offerors that report gaps in compliance be down-graded despite the fact that DFARS 252.204-7008 and -7012 (which are incorporated into the contract), states that offerors have until December 31, 2017 to comply with NIST SP 800-171?For any offeror-identified proposed variance from NIST SP 800-171, the Source Selection Evaluation Team (SSET) evaluate the offeror's response and address any issues via the Evaluation Notice process before making a final evaluation determination.
Solicitation26-Apr-16When are Teaming Arrangements due?Teaming arrangements are due by the RFP close date of 9 Jun; however, if a team wants to submit them earlier, we will accept them.
AMC Form 207SolicitationL-10(b)(11)Do I need to submit a AMC Form 207 again? Section L-10 (b)(11) states the form needs completed if offeror is not presently listed on the DoD list of approved Contractors. Being we are currently a DoD contractor, one reads this as not having to complete this form and submit with the HTC711-16-R-C001 Solicitation SubmissionCurrent DoD approved carriers are not required to submit AMC Form 207, statement of Intent.
MVP TransferSolicitation13-May-16The questions regarding MVP transfer is confusing as it indicates you would allow MVP transfer to carriers on different teams. This has not been allowed in previous years (ref. Section L), and we request that this practice not be allowed until it is discussed with industry. The previous contracts and this solicitation do not prohibit transferring points to independents or carriers on different teams.
In-flight EntertainmentPWS11.1.3.513-May-16The provision provides that carriers will provide "A sufficient quantity of movies released within the last three years and audio will be made available to passengers throughout each flight segment." Sufficient is ambiguous. Please provide better clarity on the quantity required.Sufficient movies is interpreted as enough selection that a person riding all segments of a mission will not need to watch the same movie twice.

Does this put any greater obligation on the carriers than is currently required under the Uniform Ratemaking process? No, the inclusion of this clause does not put any greater obligation on the carrier for development of their cost packages.

This provision was not included previously. Does USTC contemplate any carrier employees being deployed with US Armed Forces such that this provision would apply? No, not at this time.
Preference for US Flag Carriers, Fly America ActSolicitationPart II -II - I, FAR Clauses Incorporated by Reference 52.247-63, Page 6713-May-16Reference 5 Apr 16 FBO Post Q&A (Row 19) Under the CRAF Contract carriers are paid at Uniform Rates and as such crew travel is not Government Financed Travel for the account of the US Government. The Uniform Rate is a rate paid to the carrier for mission performance. The costs associated with the development of this rate are paid for by Government funds; therefore, this service is Government-financed.

How can On-base retail sources be unapproved?Agree that on-base facilities should be approved; however, the contractor is responsible to confirm their current status prior to use.
