Text version

The purpose of this synopsis is to notify interested parties that the USTRANSCOM Acquisition Directorate anticipates issuance of a solicitation to provide rotary wing transportation services for CENTCOM; the current requirements are for Afghanistan. A mixture of medium, heavy and super-heavy lift rotary wing aircraft, operated by two pilots, will be needed to transport Class I - X supplies, U.S. Mail and passengers. The estimated quantity is for eighteen (18) helicopters initially with the ability to surge up to thirty-two (32) more medium, heavy and super-heavy aircraft throughout the life of the contract. The period of performance will be a base year plus 4 option periods. Offeror must be a FAA 133 and 135 or equivalent CAA certified aircraft carrier, be eligible to be DoD Approved and be able to transport both passengers and/or cargo (to include sling load).

This will be a best value source selection award. The Government intends to award approximately six (6) initial IDIQ, as well as approximately six (6) initial task orders, as a result of the solicitation. Foreign Flag carriers will be permitted to participate in this acquisition. However, US Flag carriers that are found to be reasonably available will be afforded a statutory preference pursuant to the Fly America Act. The Government will review each offeror’s proposal against the following criteria: Business Proposal, Technical Proposal, Pre-Deployment Plan, Past Performance and Price (cost). Offeror’s will be required to provide a complete breakdown for monthly service and start-up costs. The draft Performance Work Statement will be posted on Federal Business Opportunities (FedBizOps).

The NAICS code is 481211. A Request for Proposal (RFP) will be available on FedBizOps on or about 13 April 2010. No hardcopies of this solicitation will be issued. All responsible sources may submit a proposal which shall be considered by USTRANSCOM/TCAQ . The solicitation may be downloaded from the FedBizOpps website at http://www.FBO.gov. All comments should be addressed to Elaine Hayes, Contracting Specialist (618) 256-6673, email: Elaine.hayes@ustranscom.mil or Pamela Hall, Contracting Officer (618) 256-6646, email: Pamela.hall@ustranscom.mil.
