Afghanistan Rotary Wing - 02 Price Analysis

Lucretia Sanchez Chief, Pricing Branch

Price Analysis - IDIQ

Fair and Reasonable determination will be made for all proposed unit prices on all CLINs
Determined by conducting a price analysis using one or more of the following techniques set forth in FAR 15.404-1(b)(2):

Price Analysis - IDIQ

FAR 15.404-1(b)(2)
Comparison of proposed prices received
Comparison of previously proposed prices and previous Government and commercial contract prices with current proposed prices
Use of parametric estimating methods/application of rough yardsticks to highlight significant inconsistencies
Comparison with competitive published price lists
Comparison of proposed prices with IGCE
Comparison of proposed prices with prices obtained through market research
Analysis of pricing information provided by the offeror

Price Analysis IDIQ

Total evaluated price for best value determination will be calculated as follows:
One Aircraft for each aircraft class category (Medium, Heavy, Super-Heavy)
Positioning Costs evaluated only once using Option Period 1 prices
Monthly Service and Blade Hours evaluated for all 5 Option Periods plus 6-month Extension
Monthly Service unit price multiplied by 12 mos
Blade Hours multiplied by 1800
Depositioning costs evaluated only once using Option Period 5 prices

Price Analysis IDIQ (Cont’d)

Price Realism Analysis
Clear understanding of requirements
Consistent with methods described in the technical proposal

To receive an IDIQ award, offerors must

(1) be deemed responsible IAW FAR Part 9
(2) conform to all required terms and conditions
(3) be DOD Approved pursuant to HQ AMC Commercial Airlift Division (AMC/A3B) standards as stated
(4) be the entity that will operate the aircraft under this contract and
(5) represent a best value to the Government, price and other factors considered.

UNCLASSIFIED

DOD Approval
An offeror must be an approved Department of Defense (DOD) contractor—and not in a suspended or temporary non-use status—prior to receiving a contract award. The offeror’s DOD approval must be for service equivalent to the service described in this solicitation. To obtain DOD approval, the offeror must satisfy the obligations contained in the clause entitled “Air Safety” as well as the quality and safety requirements set forth in 32 CFR Part 861 “Department of Defense Commercial Air Carrier Quality and Safety Review Program

UNCLASSIFIED

Order of Importance. Operational Date is considered approximately equal in importance to Past Performance. Pre-Deployment Plan is considered less important than Operational Date and less important than Past Performance. The non-cost factors, Operational Date, Past Performance, and Pre-Deployment Plan when combined, are considered significantly more important than price; however, the Government will not pay a price premium that is disproportionate to the margin of increase in operational date, past performance ratings or pre-deployment plan ratings.

UNCLASSIFIED

Offerors must submit acceptable business and technical proposals and propose fair and reasonable prices to be considered for award.

After an evaluation of all remaining offeror’s business proposals, technical proposals, operational dates, past performance, pre-deployment plans and price, the Government will identify each individual aircraft (within each aircraft class category – medium, heavy, super heavy) from each proposal that is determined to be the best value to the Government.

After identifying those offerors determined to be the best value offerors, the Government will then apply the appropriate Fly America/CRAF Participant Category Ratings to each of those offerors to determine which offeror(s) have a preference to receive initial IDIQ contract awards (approximately six).

If the Government can fill its immediate and future needs for aircraft with acceptable, reasonably available Category 1 (Fly America & Fly CRAF) offerors and awards will be made to those offerors in the order of their evaluated best value to the Government.

If not enough Category 1, will award to Category 2 (Fly America).

If not enough Category 2, will award to Category 3 (Foreign Flag).

Price Analysis – RFTOP-01

Fair and Reasonable determination will be made for all proposed unit prices on all CLINs
Prices for RFTOP should be less than or equal to those proposed on IDIQ
F&R will be determined by conducting a price analysis using one or more techniques set forth in FAR 15.404-1(b)(2) and discussed above

Price Analysis RFTOP-01 (Cont’d)

Price Realism Analysis
Clear understanding of requirements
Consistent with methods described in the technical proposal
Total evaluated price for best value determination will be calculated as follows:
One Aircraft for each aircraft class category (Medium, Heavy, Super-Heavy)
Positioning Costs evaluated only once using Option Period 1 prices
Monthly Service evaluated for all 5 Option Periods plus 6-month Extension
Monthly Service unit price multiplied by 12 months for each option period (except extension)
Extension Period evaluated based on Option Period 5 unit price multiplied by 6 months
Blade Hours evaluated for all 5 Option Periods plus 6-month Extension
Blade Hour unit price multiplied by 1800 hours for each option period (except extension)
Extension Period evaluated based on Option Period 5 unit price multiplied by 900 hours.
Fuel – The government will establish an estimated fuel cost as described below
Non-Recurring Reimbursables evaluated at $500,000 per aircraft
Depositioning costs evaluated only once using Option Period 5 prices

Fuel Estimate

Fuel is direct reimbursable
However, efficiency of proposed aircraft must be evaluated
Each offeror will provide the fuel burn rate for aircraft offered for each a/c type per class – this proposed rate will be validated
A composite FBR will be developed based on a weighted average of FBR per a/c type and quantity of a/c offered

Fuel Estimate Calculation

DESC Price of JP8 - $2.85/gallon
FBR = gallons/hour (78.52)
Blade hours = 1,800 hours per aircraft/yr
Analysis as follows:
$2.85/gallon * 78.52 gallons/hr * 1,800 hrs/yr= $402,807.60/yr
Result is incorporated into price evaluation

Request for Proposal – Attachments Pricing Spreadsheets

UNCLASSIFIED

XYZ Company Attachment 2 Medium Spreadsheet

XYZ Company Attachment 3 Heavy Spreadsheet

Cost per Pound for Offeror XYZ (Medium)

Price will be evaluated based on price/lb, calculated as follows:
Max Composite Load for XYZ’s a/c = 3033.33 lbs; however Max payload for Medium a/c is 2,999
A/C bid in medium class, therefore will be held to max payload of 2,999 lbs
2 Missions/day @ 24 days/month * 2,999 lbs = 143,952 lbs/month x 12 months = Estimated annual payload of 1,727,424 lbs
Total calculated price of $34,962,271/5.5 yrs = $6,356,776.55/yr
Total price per year of $6,356,776.55/estimated annual payload of 1,727,424 lbs = Price per pound of $3.678

– Part VII Part VII, PayloadLift Capability

The Government intends to award one or more task orders to one or more offerors who received IDIQ contract awards.

UNCLASSIFIED

Order of Importance. Operational Date and Past Performance are the most important factors and are considered approximately equal to each another. Pre-Deployment Plan and Payload Lift Capability are both considered less important than Operational Date(s) and Past Performance and approximately equal to each other. The non-cost factors, Operational Date(s), Past Performance, Pre-Deployment Plan and Payload Lift Capability when combined, are considered significantly more important than price; however, the Government will not pay a price premium that is disproportionate to the perceived benefits associated with the non-cost factors.

UNCLASSIFIED

The following evaluation process will be accomplished for each individual category of aircraft (medium, heavy and super heavy)
Offerors must submit acceptable business and technical proposals and propose fair and reasonable prices to be considered for award.
After an evaluation of all remaining offeror’s business proposals, technical proposals, operational dates, past performance, pre-deployment plans, payload lift capability and price, the Government will identify each individual aircraft (within each aircraft class category – medium, heavy, super heavy), which represent the best value.
The Government will then apply the appropriate Fly America/CRAF Participant Category Ratings to each of those offerors to determine which offeror(s) have a preference to receive task order awards.
If the Government can fill its requirement for aircraft with reasonably available Category 1 (Fly America & Fly CRAF) offerors, awards will be made to only Category 1 offerors.
If sufficient Category 1 offerors are not available to fulfill the Government’s requirement for aircraft, the Government will make additional awards to those reasonably available Category 2 (Fly America) offerors.
If sufficient Category 2 offerors are not available to fulfill the Government’s requirement for aircraft, the Government will make additional awards to those reasonably available Category 3 (Foreign Flag) offerors.
