5. Evaluation

This section outlines the Evaluation Criteria and methodology the Government will use in evaluating the task order proposals under this Request for Task Order Proposal 01 (RFTOP-01). The specific criteria are intended to show the scope of the evaluation to be performed on the proposals and to ensure a fair, consistent and standardized evaluation of all proposals submitted.

The Government intends to evaluate proposals and award multiple task orders after conducting discussions with offerors whose proposals have been determined to be within the competitive range.

Basis for Task Order Award(s). The Government intends to award one or more task orders to one or more offerors who are awarded IDIQ contracts under Request for Proposal (RFP) HTC711-10-R-R001 to meet the Government’s requirements for approximately 4 medium, 7 heavy, and 7 super heavy aircraft as a result of this Request for Task Order Proposal 01(RFTOP-01). One or more task orders will be awarded on a best value basis in accordance with the evaluation criteria and the relative order of importance specified in this RFTOP-01. The Government has complete discretion in determining how many task orders will be awarded and the final quantity of aircraft awarded per category per offeror in order to ensure the Government has sufficient airlift capacity. Task order awards may include CLINs for one or more aircraft class category (medium, heavy, and/or super-heavy) depending on which aircraft are proposed and determined to be the best value to the Government.

Evaluation Criteria (Factors/Subfactors). Each offeror’s proposal will be evaluated against the following evaluation criteria:

Factor 1– Business Proposal. The final rating assigned for the Business Proposal during the IDIQ evaluation will be used for the task order best value decision.

Factor 2 - Technical. The final rating assigned for the Technical Proposal during the IDIQ evaluation will be used for the task order best value decision.

Factor 3 – Past Performance. The final confidence assessment rating assigned for Past Performance during the IDIQ evaluation will be used for the task order best value decision.

Factor 4 – Fly America Act and Civil Reserve Air Fleet (CRAF) Preferences. The Fly America Act and CRAF Preference participant category assigned during the IDIQ evaluation will be used for the task order best value decision.

Factor 5- Operational Date(s). Each offeror’s final operational dates proposed during the IDIQ evaluation will be used for the task order best value decision.

Factor 6- Pre-Deployment Plan. The final rating assigned for the Pre-Deployment Plan during the IDIQ evaluation will be used for the task order best value decision.

Factor 7- Payload Lift Capability. Each offeror’s payload lift capability will be rated using color/adjectival ratings as shown below. Offerors proposing aircraft with more lift capability will be more favored. Offerors payload lift capability will be evaluated, per aircraft class category.

ADJECTIVAL

DEFINITION
Outstanding
Purple
Aircraft payload is 20% or greater than minimum payload requirements for HOGE.
Excellent
Blue
Aircraft payload is 10% to 19.99% above minimum payload requirements for HOGE.
Acceptable
Green
Aircraft payload meets or is up to 9.99% above the Government’s minimum requirement for HOGE.
Marginal
Yellow
Proposal does not clearly meet the Government’s minimum requirements for HOGE.
Unacceptable
Red
Aircraft payload fails to meet the Government’s minimum requirements for HOGE.

Factor 8 – Price. For task order awards, the Government will first determine whether the proposed unit prices for all CLINs are fair, reasonable, and realistic. The fair and reasonable determination will be accomplished by conducting a price analysis using one or more of the techniques set forth in FAR 15.404-1(b)(2). The Government will also conduct a price realism analysis to determine whether the specific elements of the proposal reflect a clear understanding of the requirements and are consistent with the unique methods of performance described in the offeror’s technical proposal.

The Government will determine the total evaluated price for one aircraft for each aircraft class category by adding the following:

The Government will determine the total evaluated price for one aircraft for each aircraft class category as defined above. This total evaluated price will be used to calculate an average price per pound for each aircraft class (medium, heavy, and super-heavy). The price per pound will be used in making the best value determination and will be computed as follows:

Price per pound =

Annual payload is calculated as follows:

Maximum composite load or maximum pay-load range (HOGE) for each aircraft class (Medium: 2,999, Heavy: 4,999 and Super Heavy: actual maximum proposed payload), whichever is less, multiplied by 48 missions per month (2 missions/day multiplied by 24 days per month) multiplied by 12 months.

Price per pound calculations:

Example 1:

Medium Aircraft maximum composite load = 2500 Maximum payload range for medium aircraft = 2999 2500 pounds per mission * 48 missions/month = 120,000 pounds/month * 12 months = 1,440,000 pounds/yr Evaluated price = $5,000,000/yr Price per pound = $5,000,000/1,440,000 pounds = $3.4722/pound

Example 2:

Medium Aircraft maximum composite load = 3300 Maximum payload range for medium aircraft = 2999 2999 pounds per mission * 48 missions/month = 143,952 pounds/month * 12 months = 1,727,424 pounds/yr Evaluated price = $5,000,000/yr Price per pound = $5,000,000/1,727,424 pounds = $2.8945/pound

The 52.217-8 extension of services option will be evaluated as part of the total evaluated price based on the pricing submitted for the last 6-months of option year 5 (please note depositioning prices will only be evaluated once using option year 5 pricing).

Order of Importance. Operational Date and Past Performance are the most important factors and are considered approximately equal to each another. Pre-Deployment Plan and Payload Lift Capability are both considered less important than Operational Date(s) and Past Performance and approximately equal to each other. The non-cost factors, Operational Date(s), Past Performance, Pre-Deployment Plan and Payload Lift Capability when combined, are considered significantly more important than price; however, the Government will not pay a price premium that is disproportionate to the perceived benefits associated with the non-cost factors.

Proposal Evaluation.

The following evaluation process will be accomplished for each individual category of aircraft (medium, heavy and super heavy)

Offerors must submit acceptable business and technical proposals and propose fair and reasonable prices to be considered for award.

After an evaluation of all remaining offeror’s business proposals, technical proposals, operational dates, past performance, pre-deployment plans, payload lift capability and price, the Government will identify each individual aircraft (within each aircraft class category – medium, heavy, super heavy), which represent the best value.

The Government will then apply the appropriate Fly America/CRAF Participant Category Ratings to each of those offerors to determine which offeror(s) have a preference to receive task order awards.

If the Government can fill its requirement for aircraft with reasonably available Category 1 (Fly America & Fly CRAF) offerors, awards will be made to only Category 1 offerors.

If sufficient Category 1 offerors are not available to fulfill the Government’s requirement for aircraft, the Government will make additional awards to those reasonably available Category 2 (Fly America) offerors.

If sufficient Category 2 offerors are not available to fulfill the Government’s requirement for aircraft, the Government will make additional awards to those reasonably available Category 3 (Foreign Flag) offerors.

Options. The task order awards will include a base period and five option periods. The Government will evaluate the price for the base period plus five option periods including the extension of services option in accordance with the terms of the RFP. The Government may determine an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The contract may be extended for up to six months in accordance with FAR 52.217-8, Option to Extend Services.

All FAR/DFAR clauses and provisions as stated in RFP HTC711-10-R-R001 are hereby considered included in this RFTOP.
