Instructions to Offerors: Page 2, 2.(c)Terminology used in this instruction and in the corresponding Attachment 2 is not the same. Specifically, the instruction uses "base labor rate," "base hourly rate," and "hourly rate" but Attachment 2 uses the terms "Minimum Direct Hourly Rate," "Proposed Direct Hourly Rate," and "Total Burdened Hourly Rate."Recommend updating the terminology in the instruction to match Attachment 2.Updated terminology used in Instructions to Offerors and in Attachment 2 to match. The wages do not include anything else such as benefits paid to the employee, profit, or overhead.

This will be an attachment to Volume III, not to exceed 5 pages. NOTE: This is required ONLY for those positions (IN ANY) you propose an amount of compensation below the minimum. The Government will not review this for any positions that you offer at least the minimum hourly compensation.
Instructions to Offerors: Page 2, 3.Subfactor 1: Management ApproachAppears to be a typo: "Officer" instead of "Offeror"Revise to "Offeror" if this is the correct term.Corrected error in Amendment 0001.
Instructions to Offerors: Page 2, 3.Subfactor 2: TransitionIs there a required timeframe or schedule within which transition-in or transition-out activities must be completed? If applicable, specify required timeframe or schedule.30 days for transition in and out activities.

Instructions to Offerors: Page 4, (d), (e), (f), (g)Please clarify whether these instruction items (d) through (g) are part of the Past Performance section or separate. For example, in reference to instruction (d), if Offeror intends to use a subcontractor but is not submitting subcontractor's past performance, is any information about the subcontractor or teaming arrangement required to be submitted?Recommend clarifying under what circumstances this information must be submitted, which specific information must be submitted, and whether this is part of Past Performance or a separate item.Instructions to Offerors: Page 4, (d), (e), (f), (g) are part of the Past Performance. Correct typo in header of Instructions to Offerors.Corrected error in Amendment 0001.
Evaluation Criteria: Page 2, (2) Price Evaluation FactorUnclear why "ordering period" is used as this does not appear to be an ordering instrument.Change "ordering period" to "Period(s) of Performance."Corrected to Period of Performance in Amendment 0001.
Evaluation Criteria: Page 2, (2) Price Evaluation FactorThis section states: "The TEP is the total of the ordering period and Option to Extend Services clause 52.217-8. For award purposes only, the price of the Option to Extend Services clause 52.217-8 will be calculated as six months of performance of the last ordering period."
This language is potentially unclear with regard to the use of clause 52.217-8 in the evaluation.Change "For award purposes only…" to either "For evaluation purposes only…" OR "For evaluation and award purposes…" and state the six months will be calculated "using the prices from the final option period" to eliminate any ambiguity.Updated language in Amendment 0001. For award evaluation purposes only, the price of the Option to Extend Services clause 52.217-8 will be calculated as six months of performance using the prices from the final option period.
Evaluation Criteria: Page 3, (3) Organizational Conflict of Interest (OCI) Mitigation PlanText says "This technical subfactor…" but OCI Mitigation Plan appears to be its own factor and not part of the Technical factor.Clarify whether OCI Mitigation Plan is its own factor or part of the Technical factor.Updated language in Amendment 0005.
Evaluation Criteria: Page 5, (5) Integrated AssessmentThis paragraph omits the Technical factor.Add the Technical factor to the Integrated Assessment.Updated language in Amendment 0005.

SF 1449 and Clauses: Page 2852.219-9 and all Alternates are marked with an X, indicating a Small Business Subcontracting Plan is required, however this is not typical on a Small Business set-aside.Uncheck these clauses if there is no Small Business Subcontracting Plan required.Updated Clauses in Amendment 0001.
SF 1449 and Clauses: Pages 28-29The following clauses are marked with an X, but do not appear to be applicable to this solicitation: 52.219-33, 52.223-11, 52.223-12, 52.223-20, 52.223-21, 52.225-1, 52.225-3.Verify and/or uncheck the listed clauses.Updated Clauses in Amendment 0001.
SF 1449 and Clauses: GeneralThere is no list of RFP attachments to establish Order of Precedence (52.215-8).Recommend adding a list of RFP attachments.Added to Clauses in Amendment 0004.
Attachment 2, SAS Minimum Employee Compensation MatrixNeed clarification on the definition of "Proposed Direct Hourly Rate" for the minimum compensation matrix. For example, is it the annual base salary divided by 1,880 hours?Provide definition/calculation for "Proposed Direct Hourly Rate."Monetary hourly rate paid to the employee. The wages do not include anything else such as benefits paid to the employee, profit, or overhead.
Attachment 2, SAS Minimum Employee Compensation MatrixPlease confirm the "Total Burdened Hourly Rate" on Attachment 2 should be equal to the "Proposed Hourly FTE Unit Price" on Attachment 1.Confirm the "Total Burdened Hourly Rate" on Attachment 2 should be equal to the "Proposed Hourly FTE Unit Price" on Attachment 1.Attachment #2, The Minimum compensation rate is NOT the fully burdened rate. Attachment #1, Pricing Matrix should be the proposed fully burdened hourly rate. Attachment #1 and Attachment #2 terminology is updated in Amendment 0005. "Total Burdened Hourly Rate" is equal to the "Proposed Hourly FTE Unit Price."
Attachment 2, SAS Minimum Employee Compensation MatrixHow does offeror provide minimum compensation for proposed subcontractors? If required by the solicitation, recommend adding instructions for providing minimum compensation for proposed subcontractors. As the Prime, you must complete the Minimum Employee Compensation Matrix in accordance with the RFP. Minimum compensation for workers applies to the Prime and subcontractors at every level.
Attachment 2, SAS Minimum Employee Compensation MatrixHow does offeror document different compensation to different employees in the same LCAT/role, if required?Clarify whether offeror needs to include different Direct Hourly Rates corresponding to different salaries in the same LCAT/role, or if only the lowest/minimum Direct Hourly Rate for each LCAT role should be included.Only Minimum Base Hourly Rate for each LCAT role should be included.
Attachment 4, Past Performance Questionnaire: Page 8The government POC listed is pamela.j.bryerton.civ@health.mil however this individual's name does not appear anywhere else in the solicitation or on SAM.gov.Please confirm and/or revise the DHA POC for the PPQ.Corrected POC on PPQ with Amendment 0001
Performance Work Statement: Page 2, 1.5 ScopeScope statement includes the text "...providing guidance and direction to staff across the MHS..." and "…providing management, supervision, technical direction and coordination of acquisition actions…"
While the contractor can SUPPORT these activities, as currently written they sound like inherently governmental functions.Recommend revising this text to clarify the contractor supports these activities, and does not perform them independently. The Government will amend PWS 1.5., "Scope" to provide clarity.
Performance Work Statement: Page 2, 1.5 ScopeScope statement includes the text "...managing procurement system administration…" which appears to be a technical activity not associated with Strategic Advisor Support Services.Recommend clarifying and/or removing this scope item. The Government will amend PWS 1.5., "Scope" to provide clarity.
Performance Work Statement: Page 2, 1.5 ScopeScope statement includes the text "...providing acquisition and Contracting Officer’s Representative (COR) support for contracts valued at < $100 million…" but it is unclear why the contractor's support would be limited to acquisitions < $100 million given the number of J-6 contracts valued > $100 million.Recommend clarifying and/or revising this scope item. The Government will amend PWS 1.5., "Scope" to provide clarity.
Performance Work Statement: Page 17, Para 5.1.6Possible typo: "…demonstrate through leadership…" should probably be "…demonstrate thought leadership…"Revise text accordingly.Corrected typo with Amendment 0001.
Performance Work Statement: Page 17, Para 5.1.6The three panels/boards listed are highly specific and only a limited number of personnel in the marketplace have this experience.Recommend either revising this Special Qualifications requirement to remove the panels/boards, or create a separate role/LCAT with less stringent requirements to complement the Strategic Advisor role.No. This is the Government's requirement.
Performance Work Statement: Page 19, Para 4 (Optional)As written this appears to be a single option for 4 additional MSI Acquisition Advisor FTEs.Recommend the government revise to provide more flexibility with options for smaller or incremental quantities and different types of resources (e.g., Strategic Advisors or MSI Acquisition Advisors). The base and each option period will have four (4) optional CLINS for PWS 5.3. Acquisition Advisors.
Performance Work Statement: Page 20, Para 6.2The TIER II reference (presumably referring to IT Level 2 designation) is usually required for technical/systems work which does not appear to be in scope for this PWS.Confirm and/or remove the TIER II designation requirement.Paragraph 6.2 in the PWS is the Government's requirement that the contractor personnel will need to hold. Contractor Personnel will need to hold a Tier II - Secret Clearance.
