| Populate columns E in the worksheet with your company's proposed minimum base hourly rate for potential employees in yellow cells only. |
| These are the monetary wages paid to the employees. These wages do not include anything else such as benefits paid to the employee, profit, or overhead. |
| Minimum compensation for workers applies to the Prime and subcontractors at every level. |
If your proposed minimum base hourly rate, for any given labor category, is below the minimum base hourly rate identified in the Labor Category Minimum Compensation Matrix, offeror shall detail the extra non-monetary compensation that the offeror will be providing workers to off-set the sub-standard monetary compensation using the 5 page limit for Volume III identified in 52.212-1, Instructions to Offerors. For any labor category than an offeror proposes an hourly wage less than the amount listed in column C, the Government will evaluate if the proposed additional benefits above standard benefits are sufficient ot obtain and retain qualified employees. Standard benenfits are those that a full-time newly hired Federal Government employee (GS-Pay System) would receive. A justification that states (or claims) that listed Minimum Base Hourly Wage is incorrect is not acceptable. Offeros that attempt to justify sub-standard monetary compensation by stating or claiming that the listed Minimum Hourly Wage is incorrect are ineligible for award.
