About this file
This document is an attachment to a Request for Proposals (RFP) for Strategic Advisor Support (SAS) Services issued by the Defense Health Agency (DHA). The attachment provides instructions for completing the SAS Minimum Employee Compensation Matrix, which requires offerors to populate the proposed direct hourly rates for potential employees in the labor categories of Strategic Advisor Support, Senior Multi-Sourcing Integration (MSI) Acquisition Advisor, and Acquisition Advisor. If an offeror proposes a direct hourly rate below the minimum rate identified in the matrix, the offeror must detail the extra non-monetary compensation that will be provided to offset the sub-standard monetary compensation. The RFP describes the requirement for strategic advisory support services and provides instructions for submitting responses, including the proposal due date of September 5, 2024. The Government is contemplating a Firm Fixed Price, Single Award, "C" type contract for this requirement.

Instructions
Instructions
Populate columns E in the worksheet with your company's proposed direct hourly rate for potential employees in yellow cells only.
These are the monetary wages paid to the employees. These wages do not include anything else such as benefits paid to employees or overhead.
If your proposed direct hourly rate, for any given labor category, is below the minimum direct hourly rate identified in the Labor Category Minimum Compensation Matrix, offeror shall detail the extra non-monetary compensation that the offeror will be providing workers to off-set the sub-standard monetary compensation using the 5 page limit for Volume III identified in 52.212-1, Instructions to Offerors. For any labor category than an offeror proposes an hourly wage less than the amount listed in column D, the Government will evaluate if the proposed additional benefits above standard benefits are sufficient ot obtain and retain qualified employees. Standard benenfits are those that a full-time newly hired Federal Government employee (GS-Pay System) would receive. A justification that states (or claims) that listed Minimum Hourly Wage is incorrect is not acceptable. Offers that attempt to justify sub-standard monetary compensation by stating or claiming that the listed Minimum Hourly Wage is incorrect are ineligible for award.
