About this file
This document appears to be an Excel worksheet that provides a Minimum Employee Compensation Matrix for a federal contract opportunity. The matrix includes minimum hourly compensation rates for labor categories such as Strategic Advisor, Senior Multi-Sourcing Integration (MSI) Acquisition Advisor, and MSI Acquisition Advisor. Offerors are instructed to populate the matrix with their proposed minimum hourly rates for each labor category, and to escalate the rates for option years. If the offeror's proposed base hourly rate is below the minimum identified in the matrix, they must provide justification for the sub-standard compensation.
The related federal contract opportunity is a Request for Proposals (RFP) for Strategic Advisor Support (SAS) Services, issued by the Defense Health Agency (DHA). The RFP seeks to award a single, firm-fixed price contract for FTE positions in the labor categories listed in the Minimum Compensation Matrix. The RFP attachments include a Performance Work Statement, Evaluation Criteria, Pricing Matrix, and other solicitation documents. Responses to the RFP are due on September 5, 2024 by 1:00 PM Central Daylight Time.

Instructions
Instructions
1. Populate columns E in the worksheet with your company's minimum hourly compensation rate for potential employees in yellow cells only.
2. Verify your math is correctly computed.
3. Although the Government has established a minimum hourly compensation rate for the base year only, hourly rates should be escalated in the option years based on the company's policy and contractor employee performance.
4. If your proposed base hourly rate, for any given labor category, at a given location, is below the hourly rate identified in the Labor Category Minimum Compensation Matrix, offeror shall detail the extra non-monetary compensation that the offeror will be providing workers to off-set the sub-standard monetary compensation using the 5 page limit for Volume II identified in Attachment 2 - 52.212-1, paragraph 6(f) . A justification that states (or claims) that listed Minimum Hourly Wage is incorrect is not acceptable. Offers that attempt to justify sub-standard monetary compensation by stating or claiming that the listed Minimum Hourly Wage is incorrect are ineligible for award.
