Context: 450+ Airports

TSA SST Program Background & Overview

The SST Program provides operational and technical training for the TSA security workforce and others protecting our Nation’s transportation systems
Mission need as delineated in ATSA Section 111(e)

TSO Workforce focus 40 hours of classroom training for new hires Recurrent training throughout the year

TSA SST Program Scope TSO Training

New Hire Recurrent Specialized Training

Behavior Detection Supervisory Technical Training Bomb Appraisal Officer ETD Preventive Maintenance Travel Document Checker Federal Flight Deck Officer Requalification International & Domestic Regulatory Training

TSA SST Program Scope Curriculum Development (Contractor Provided)

SOP based, includes all training products and imaging for current and emerging security system technology Instructor-led, web-based, and other training modes Training Delivery (Contractor and TSA Provided)

Contractor instructors and TSA-approved instructors (TAI) Operations (Contractor Provided)

Master scheduling for all technical training, including new hire, plus full logistics and operational support Evaluation (Contractor and TSA Provided)

TSA SST Program Scope: 5-year Recap

48,000 New Hire TSOs Trained35,000 FFDO Requalifications
2,400 Minutes CBT/WBT Developed18M Pages of Training Manuals
2,800 TAIs Trained19,000 Threat/Clear Bag Images

(> 90,000 total images) 4,500 Training Kits 3.7M Rounds Fired

IDIQ Scope Requirements Curriculum Design, Development, and Maintenance Curriculum Delivery/Instruction/Training and Evaluation Training Operations & Support Services General Program Management and Integration Satellite Training/Communications Network Support Schoolhouse Management Support Note: IDIQ Scope includes TSA and DHS requirements beyond SST Program

Involves broad range of training strategies: Instructor-led Web Based Training (WBT) Computer Based Training (CBT) Video/DVD

Curriculum Design, Development, & Maint.

(cont.)

Blended Approach Facilitation/Coaching Practical Skills Demonstrations On-the-Job Training (OJT) Computer Off-the-Shelf (COTS) Shadow/Co-Teach Job Aids/Kits Simulation Broadcast Communication Pilots and/or Operational Tryouts

Development - Digital Images

Digital images (X-ray) are used for training, evaluation, and testing
Current inventory in TSA Image Library estimated at 90,000 images
Contractor must have capability to create, modify, deploy, and store images
Attachment 4 to Draft RFP refers

Development - Security Training Kits and Boards

Contractor services include provision of training kits, physical training aids, and specialized materials to enhance a security officer’s skills and abilities to identify threat items, an Improvised Explosive Device and components, explosives, and weapons.
Attachment 4 to Draft RFP refers

Curriculum Delivery/Instruction/Training and Evaluation

TSA Evolution and Training Implications Decentralization Trends (Aviation Security)

TSO Local hiring (2006) - replaced central hiring teams Allows concurrent hiring at 4 -5 times as many locations as previous => Adds complexity for planning/scheduling delivery of new hire TSO training Career ladder – STIs (Govt Master Trainer) Shift from contractor instructors to Govt field employees for instructor-led training (plan is to include new hire TSO and other field training courses)

Curriculum Delivery/Instruction/Training and Evaluation Services include subject matter expertise (SME) support to deliver, instruct, and train specified curriculum for the specialized security training programs.

Note: Plan/intent is for TSO new hire training to be Govt ILT by time of contract award. Contractor train-the-trainer (T3) capability and services still anticipated in near term.

QA class audits by Contractor – traditionally 20%

Curriculum Delivery/Instruction/Training and Evaluation (cont.)

Historical class data, including instructor/student ratios (TSA defined) listed in Attachment 5 to DRAFT RFP

However, we seek innovative solutions

Program Operation Services

For OTT SST Program, specifically, services require overall logistics support for all training – including Govt and Contractor ILT
Contractor must have capability to accept New Hire data (including hiring location and on-board date), schedule training locations, obtain classroom facilities, schedule/provide for shipment of training materials and aids, arrange travel and lodging accommodations for students

Program Operation Services (cont.)

… and do so with 2-week lead time

For Govt ILT, degree of logistic support varies from 0% to 100% Logistic support services solutions today is demand (field) based.

Contrast with training seat “reservation” system used by armed services and other organizations.

Services include storage, maintenance, resupply activities for GFE training materials

Program Operation Services (cont.)

GFE inventory includes 30,000+ line items

See DRAFT RFP Attachment 6

General Program Management and Integration Services include end-to-end “prime integrator” services for all aspects of training development, delivery, operations

Contractor must provide seamless integration of all training services delivered by agency (i.e., TSA) or portion thereof (i.e. SST Program) as specified in Task Orders “Everything must fit with everything else”

Program Management - Training Analysis and Reporting Performance data collection, analysis, and reporting capability anticipated

Threat Image Projection (TIP)

Used to measure TSO image interpretation proficiency Contractor services include program management and analysis of TIP results

Satellite Training/Communications Network Support TSA is evaluating satellite/distance learning options and expanded capability for web-cast type communications

Schoolhouse Management Support TSA is evaluating fixed/static site delivery options

Federal Flight Deck Officer (FFDO) Program

Contractor services include capability to assist in training and equipping pilots of air carriers to be FFDOs for the purpose of defending aircraft against acts of criminal violence and air piracy
Semi-annual requalification includes firing range operations
