AUTHORIZED FOR LOCAL REPRODUCTION STANDARD FORM 1449 (Rev 4/2002)

Task Order One Statement of Work SECTION I: Purpose Product, Service or Outcome Needed:

Provide technical training for all Transportation Security Administration (TSA) Transportation Security Managers (TSM).

Scope of the Product, Service, or Outcome:

The contractor shall support Operational and Technical Training in the areas of curriculum analysis, design, and development; program operations and logistical support; evaluation of curriculum; and curriculum maintenance; for initial training of TSMs. TSA seeks an appropriate solution for a curriculum delivery strategy ranging from instructor lead training for each TSM to a Train-the-Trainer (T3) option that would provide the airports their own internal training capability for TSMs.

SECTION II: Background The TSA has structured their organization to include TSMs as their front line managers over security screening at the nation’s airports. Currently, TSMs must have previous experience with security operations at airports and are provided some leadership training, but are not provided any training to support the technical management required of their position.

Technical training has recently been developed and is being provided to the Federal Security Director and the Supervisory Transportation Security Officer (management/supervisor positions above and below the TSM).

TSMs are responsible for managing Screening Checkpoints that are central to TSA objectives that serve to protect the traveling public by preventing any deadly or dangerous objects from being transported onto aircraft, or other modes of transportation. The TSMs perform the majority of the following technical duties, depending on scope of local airport/transportation terminal operations, in connection with management of assigned program(s):

Manages screening procedures, processes (passenger, baggage, cargo, et al), and performance at multiple locations simultaneously, which may include off-site (i.e., spoke airports and/or other transportation terminals) locations.

Recognizes and recommends correction of improper use or application of equipment and/or processes and procedures for screening.

Monitors lane wait times and implements changes to enhance security and efficiency at checkpoints to maximize safety and avoid disruptions to customers and stakeholders.

As assigned, provides oversight of contracts at Screening Partnership Program Airports.

Recognizes and understands the customer service needs of the traveling public and balances these needs with safety and security in mind. Interprets technical aspects of TSA policies, regulations, and directives, etc.

Prepares and delivers clear and concise oral and written briefings, presentations, and reports to a variety of audiences on divergent topics. Develops and delivers training, including on-the-spot training, for respective program(s) in such areas as screening operations; behavior recognition and detection; detection of explosives devices, chemical, power supplies, switches, and initiators that terrorists may attempt to carry onto aircraft or into other transportation systems. Strives to improve Transportation Security Officer’s (TSO) and other employees’/individuals’ capabilities to detect explosives devices, detect potentially dangerous individuals, and overall improve transportation security. Briefings, presentations, training, and/or written documentation/reports, etc., may be provided to employees and individuals inside and outside of TSA.

Works cooperatively with airport/transportation terminal and other stakeholders (e.g., federal, state, local, and military Explosive Ordnance Disposal personnel, behavior detection experts, airlines, airport authorities, transportation companies, etc.). Immediately brings matters needing attention to appropriate representative of the DHS/TSA, intelligence community, law enforcement community, etc. to ensure coordinated efforts in criminal, intelligence, and security matters. Provides expertise inside and outside of the TSA regarding matters affecting program(s) managed.

Participates in joint law enforcement exercises and operations, as required.

SECTION III: Technical Requirements/Tasks/Outcomes A. Project Management

• The contractor shall provide project management in accordance with the project plan that includes management of budget, milestones, deliverables, GFE/ GFP/ and GFI management, staffing, and overall project performance and Quality Assurance.

• The contractor shall conduct monthly Task Order Project Management Review sessions. The review will include the presentation of monthly and cumulative project activity to include scheduling statistics, reporting requirements, recurrent support activity, and any additional general concerns and risk management reporting with the project.

B. Curriculum

The contractor shall use industry best practices for analysis, design, and development for the TSM curriculum. The training shall be based on the following:

• Technical responsibilities outlined in the TSM Job Analysis Tool

• Technical requirements outlined in the Screening Management Standard Operating Procedures

• Curricula developed for Federal Security Managers and Supervisory Transportation Security Officers

C. Delivery/Instruction

The contractor shall provide technical training for approximately 1000 TSMs geographically located throughout the nation’s airports (See Attachment A for current numbers and locations of TSMs).

D. Evaluation The contractor shall use industry best practices for a complete evaluation of the TSM curriculum.

E. Program Operations and Logistical Support The contractor shall provide all the program operations and logistical support to provide technical training to the TSMs to include:

• Scheduling and deploying students and instructors

• Coordinating and setting up travel arrangements (student and/or instructor as appropriate)

• Deploying and tracking training materials and equipment

• Planning and securing training location(s)

• Maintaining training records

E. Curriculum Maintenance

The contractor shall provide all necessary curriculum maintenance for the technical TSM training to include updates and changes in requirements.
