CHAPTER B – CONTINUATION OF SF 1449
SECTION A – EXECUTIVE SUMMARY
A.1 Type of Contract
The Transportation Security Administration (TSA) intends to award a single Department-wide, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract from this solicitation for commercial services.
A.2 Contract Term
The term of the contract will be a one-year base period with four one-year option periods for a total term, if all options are exercised, of five years. Please see Part (3) 3.5 - 52.217-9 Option to Extend the Term of the Contract (Mar 2000) for additional information on contract term.
A.3 Contract Coverage
The purpose of this Department-wide, Indefinite-Delivery, Indefinite-Quantity contract is to provide the agency with the ability to purchase a full array of Specialized Security Training services. This contract includes training and training support with the ability to ensure system integration, program management support, curriculum development, curriculum delivery/instruction/training, program operation services for curriculum development and delivery that meets the Government’s needs in a dynamic and evolving environment.
A.4 Contract Objective
The overall objective of this contract is to provide specialized training to a geographically dispersed workforce. With the rapid pace of change with new learning concepts, demographic challenges, and enabling technologies, the Government constantly seeks to improve ways to help the security personnel/workforce be successful on the job with the right knowledge and skills delivered at the point of need. The intent is to fully engage the workforce both in the classroom and on the job by the use of an interactive learning environment using more simulations and action learning techniques embedded within all new learning products in resident courses and distance learning. With the right learning architecture and infrastructure, this workforce will be able to know and/or access everything about their jobs, on the job; that is, have all learning assets at each trainee’s fingertips.
SST seeks to attain and continually update a critical mass of technology, content, and various training deployment models: 1) whether for the current or next generation of users and their equipment, and 2) whether the subject matter expertise is delivered via classroom, blended, or broadband to training desktop computer, laptop, personal digital assistant (PDA), or via wireless means to create the phenomenon of seamless mobility. Further, SST seeks to foster an adaptive, at-the-point-of-need learning culture to enable productivity gains in a rapidly evolving security environment.
In response to the accelerated rate of change to security policies, procedures, and best practices, SST has established and must maintain a rapid training development capability. Contractor shall have the ability to quickly respond to high-value initiatives and be able to develop and deliver targeted training to a large numbers security personnel/workforce soon after an initiative is implemented and in parallel with changes to core curricula courses. This training focus means that the security personnel/workforce will have a variety of non-traditional or informal learning tools available.
Specialized Security Training is a high priority that directly supports the agency’s operational mission. The Government is continuing to explore and evaluate alternatives to improve cost efficiency over the program lifecycle, including the optimization of resources as well as the overall training strategy. The Government is looking for offerors to provide innovative solutions to develop and provide specialized training to help the agency meet its operational mission.

SECTION C – STATEMENT OF WORK
C.1 Introduction
As a performance-based program, the requirements for Specialized Security Services are presented in the form of a Statement of Objectives (SOO). Offerors will use this information to propose the “how” to accomplish TSA’s objectives, i.e., the technical and management solutions that leverage existing industry best practices at the lowest available prices. As directed by the Task Order (TO), the Contractor shall provide the necessary personnel, materials/products, facilities, and other services to respond to the TOs issued under this contract in accordance with the Statement of Work set forth herein.
C.2 Statement of Objectives
GENERAL SCOPE
TRANSPORTATION SECURITY ADMINISTRATION
SPECIALIZED SECURITY TRAINING PROGRAM
1. REQUIRING ORGANIZATION
Department of Homeland Security
Transportation Security Administration
601 South 12th Street
Arlington, VA 22202-4220
2. OBJECTIVE
The TSA is responsible for civil aviation security, as well as security over other modes of transportation. The Aviation and Transportation Security Act (ATSA), Public Law 107- 71 requires the Transportation Security Administration (TSA) to develop, implement, and manage training programs for the transportation security screening workforce. TSA continues to make great strides in developing new training and responding to the needs of the diverse TSA field operations and relies on contractor support to accomplish its mission. The objective of this acquisition is to award a contract to assist the TSA in training and supporting the federal workforce needed to carry out TSA’s statutory mandates. The TSA anticipates awarding a Task Order based Indefinite Delivery, Indefinite Quantity (IDIQ) contract to a single source to provide services as stated within this Statement of Objectives. TSA also intends to allow the use of this contract to provide similar services to other organizational elements within the TSA and the Department of Homeland Security (DHS) to meet any specialized security training requirements. As or when required, TSA and DHS organizational elements may use task orders for ordering similar scope services through this contract to meet any specialized security training requirements.
3. BACKGROUND
In response to the terrorist attacks on 9/11, Congress passed (and the president enacted) the Aviation and Transportation Security Act (ATSA, Public Law 107-71). In addition to creating the Transportation Security Administration (TSA), the Act mandates that TSA federalize 429 airports in the United States. Currently, TSA is required to conduct effective screening operations to ensure that people and materials that could disrupt the safe and efficient operation of the air transportation network, through intentional or unintentional acts, are identified and prevented from endangering that network. TSA has deployed a force of security screeners and other security personnel to US airports for this purpose. In order to ensure the sustained high performance of this workforce, a Specialized Security Training (SST) program is in force. The SST lifecycle program creates curricula, develops training aids, materials and images, plans and schedules training courses, provides logistics, facilities and customer assistance for training initiatives and workshops; delivers training through classroom and on-line channels, tests trainees for learning and proficiency, evaluates the training, implements a repository capability, and executes a viable transition plan. TSA uses metrics to ensure these training tasks are carried out well.
The training requirements for the security screening mission derive from Security Sensitive Information published by TSA. Therefore, no other Federal agency or private sector activity can effectively define and acquire this capability. Today, TSA’s challenge is to make our security regime as flexible, dynamic, adaptable, and unpredictable as the enemies we face. The security mandate includes having TSA further develop, implement, and manage training programs for the transportation security screening workforce. In addition, TSA must seek cost-effective solutions among blended learning models that include instructor-led classroom instruction, on-the-job training, and web-based, computer-based, technical job aid, practical demonstration, and video instruction. TSA is also required to monitor and incorporate emerging learning and training technologies where feasible to enhance efficiency and effectiveness, simplify work practices, reduce lifecycle cost, and maximize commercial or non-developmental solutions.
4. SCOPE
The contractor shall provide training solutions systems, alternative processes and various learning strategies that will lead to optimized use of training resources, training throughput and successful training outcomes for a geographically dispersed workforce. The contractor shall provide training and training support with the ability to ensure system integration and program management, program management support for activity based management (costing, coordination, and performance), curriculum development, curriculum delivery/instruction/training, contract support for curriculum development and delivery, image development, on-line learning and repository function, nationwide process support and operations with expert program and systems integration skills, demonstrated experience necessary to perform the full range of training and training logistics operations seamlessly with integrated processes that provide the training and training support service needs of the TSA employee in a dynamic and evolving environment, and a viable transition plan.
As or when required, TSA may provide similar scope products or services through this effort to other TSA offices and other components of the Department of Homeland Security (DHS) to meet any DHS Specialized Security Training requirement. As a result, offerors shall have the capability and capacity to provide training and training support services to accommodate an increased employee population and processing volume beyond the requirements of the TSA.
