RFP HSTS05-08-R-OSO900
Attachment 8
Questions & Answers
1. We would like to know who is currently performing these services.
The work being solicited under this RFP is not new work. The incumbent contractor is Lockheed Martin Services, Inc., contract # DTSA20-03-D-00754.
2. Can you tell me whether the Specialized Security Training (SST) Draft RFP 01 - Posted on Mar 03, 2008 is follow-on to the current contract DTSA2003R00754 awarded to Lockheed Martin Technical Services in 2003.
Please see answer to Question #1.
3. This appears to be new work. Is there an incumbent or is it truly new?
4. Is there is an incumbent currently providing these services.
5. Government Security News had an article about TSA's interest in locating a single source training provider for your airport screeners. The article did not say if your intent was to limit competition to small businesses or if it was going to be open competition. At this point, do you know if it will be open competition or restricted to small business?
This competition is being conducted as a full and open competition.
6. Is there an incumbent? If so who is the incumbent and what is the contract number?
7. I was wondering if the incumbent for this requirement is Lockheed Martin.
8. Will TSA provide OEM developed Simulators for the various technologies as GFE or will the development of simulators be a requirement under this contract?
Simulators for Explosives Detection Systems are stand alone hardware that will be provided as GFE. The contractor will need to create simulation software for all x-ray equipment, and any new imaging equipment identified, that will be loaded onto GFE provided training PCs.
9. Will TSA provide the TIP Ready X-rays (TRX) units for the development of TIP Images as
GFE or will it be a requirement under this contract for the contractor to purchase each type of TRX unit for the development of TIP Images?
Yes, TSA will provide TRX units as GFE.
10. Besides the requirement for the development of libraries of images for training is there going to be a requirement to develop independent libraries of images for testing and certification of screeners performance?
Yes, the requirement for image development will support training and testing libraries.
11. Will TSA provide government space and equipment for the development and storage of training articles or will the contractor be required to provide this space and equipment?
http://www1.fbo.gov/spg/DHS/TSA/HQTSA/HSTS05%2D08%2DR%2DOSO900/Attachments.html
The contractor will be required to provide the space and equipment needed to develop training aids and images. However, TSA will provide some GFE equipment to support the development of training aids and equipment. The contractor will also be required to provide space needed to store, maintain, track and ship GFE training supplies and equipment. The list of GFE is provided in Attachments 6 and 7.
12. Is there an incumbent? If so who is the incumbent and what is the contract number?
13. Is there an incumbent?
Please see answer to Question #1.
14. Is this a re compete?
Please see answer to Question #1.
15. Is there any existing approved curriculum?
Yes, the list of TSA’s current curricula is available by request as outlined in the RFP Section J, Paragraph J.4, Supporting Documentation.
16. Is actual firearms training, i.e., shooting courses of fire, or is it for recognition of firearms during the passenger screening process?
Please refer to the State of Operations in Attachment 3 which provides a baseline for FFDO training. Additionally, refer to the Labor Category List in Attachment 1 which outlines the types of instructors that are required.
17. Has the curriculum been set for the training or is it still to be established?
Please see Question #15. Due to the changing threat environment, current curriculums may need to be updated, revised, replaced or additional curricula developed.
18. Where will the training be held - at airports - will the company bidding be required to invest in equipment?
Currently, training is held at many different locations (ie., airports, hotels, etc.) and TSA is exploring the possible solution of schoolhouses. A list of GFE is provided in Attachments 6 and 7 of the RFP.
19. Attachment #3 "Operational and Technical Training (OTT) Statement of Objectives" cannot be access through the specified website; neither can the Amendment 001 to the Presolicitation Notice.
Due to FedBizOpps system webpage changes/ errors the two referenced documents are not able to be found under the initial Draft RFP solicitation. Please see HSTS05-08-R- OSO900 Amendment 002 under Modification 2 to find the two attached documents.
20. What information could you send me/direct me to regarding this and other contract training/educational/consulting opportunities with TSA?
Please reference FedBizOpps for all information regarding this and all other opportunities available with TSA. FedBizOpps.gov is the single government point-of-entry (GPE) for Federal government procurement opportunities over $25,000.
21. Can you please let me know how we get listed to respond to the RFP?
No vendor lists will be established for this solicitation. All interested vendors are welcome to submit a proposal based on the instructions found in the RFP.
22. Do you have a copy of the sign-in sheet for the vendor day meeting available for distribution?
The copy of the sign-in sheet from the Industry Day has been posted on FedBizOpps under Amendment 003.

25. Reference: DRAFT RFP Amendment 002; Section H.4, “Reimbursement for Official Travel”, paragraph (h) (I, II). Clarifications/Questions: Local travel includes designating a 50 mile radius of downtown Colorado Springs, CO. Please explain reference to Colorado Springs and local travel.
Please reference Section G, Paragraph G.9 Reimbursement for Official Travel of the Final RFP. Paragraph (h), Definitions, has been deleted.
26. Reference: DRAFT RFP Amendment 002; Section H.8, “Suitability Determination for
Contractor Employees”, paragraph (d) (2). Clarifications/Questions: Per this clause, it appears that contractor staff can not begin billable work on this contract until TSA has “initially” adjudicated them as suitable. If this is a correct assumption, what is the expected time frame that it will take to have an employee adjudicated? During this waiting period, is the contractor expected to bill towards a designated transition CLIN while the pending employee is placed in a holding tank scenario?
There will be an interim period pending adjudication that the labor costs will be overhead to the contractor as this is considered the cost of doing business.
27. Reference: DRAFT RFP Amendment 002; Section H.23, “Sensitive Information”, paragraph (a). Clarifications/Questions: The clause refers to H.5 “Qualifications of Contractor Employees”. Should this refer to H.22 in the current draft?
Please see Section C, Paragraph C.9.G for changes made.
28. Reference: DRAFT RFP Amendment 002; Chapter C, “Contract Terms and Conditions”, paragraph 3.12, Clause: 52.219-1 Small Business Program Rep (May 2004).
Clarifications/Questions: This clause designated a NAICS code for this acquisition to be 611710 size standard of 6.5 M. Due to the large scope of work for this acquisition, will the government allow the contractor to propose additional and “relevant” NAICS codes to encourage SB participation across various scope of work areas?
This competition is being conducted as a Full and Open competition and is unrestricted.
This is not a Small Business Set Aside and the NAICS code will have no impact on this solicitation.
29. Reference: DRAFT RFP Amendment 002; Attachment 4, General
Description/Specification of Requirements, paragraph 4.2.9.1.3.1.1.
Clarifications/Questions: Requires for the contractor to provide 6 on-site curriculum developers. Please clarify which specific areas of the SOW they are to support and percent of the total work load.
TSA currently has 6 on-site curriculum developers to support five program areas:
Emerging Technology, Basic, Specialized, Regulatory and Recurrent Training. TSA anticipates continued assistance of on-site curriculum developers who will develop training to include rapidly developing training materials, including job aids, instructor led training and short web-based training modules that support all five program areas;
and if such a need is required TSA will issue a Task Order after contract award that outlines our requirements.
30. Reference: DRAFT RFP Amendment 002; Attachment 4, General
Description/Specification of Requirements, paragraph 4.3.9. Clarifications/Questions:
States the contractor shall support OJT for OSARP. Will the government assume the liability of the risk for what seems like an inherently governmental function or is this training to be provided in a non- “live bag” environment?
Currently the contractor is responsible for the development of the On-the-Job Training Checklists. TSA personnel conduct the OJT using the OJT Checklists in a live-bag environment.
31. Reference: DRAFT RFP Amendment 002; Clarifications/Questions: Will the
Government require Safety Act coverage?
The Government does not require compliance with the SAFETY ACT.

Clarifications/Questions: At the Industry Day the government said there would be several task orders issued upon award. What will be expected on day 1 of the contract?
Please reference Section L, Factor 3 and Task Order One in Attachment 2. TSA also anticipates that it will be necessary to issue a Task Order immediately following contract award to begin transition. Please reference the RFP for the general scope regarding transition services.
33. Reference: DRAFT RFP Amendment 002; Chapter C, “Contract Terms and Conditions”, Clarifications/Questions: To ensure program and financial stability, will the government require the prime contractor to hold an approved accounting system?
Please reference Section I.1, FAR 52.252-2 CLAUSES INCORPORATED BY REFERENCE (FEB 1998) and specifically FAR 52.212-4 Contract Terms and Conditions – Commercial Items (OCT 2003). This is a commercial service contract and in accordance with FAR 12.214 Cost Accounting Standards do not apply to contracts and subcontracts for the acquisition of commercial items. Therefore an approved accounting system is not required.

36. Section 843 of the FY08 National Defense Authorization Act requires that single award task order contracts (ID/IQ) greater than $100M require head of the agency written determination as provided under several possible exclusions and a notification to Congress within 30 days after written determination is made. Will this requirement result in this procurement being changed to multiple award?
TSA is not a DOD entity and therefore this Act does not apply to other than DOD activities.
37. Are there specific performance criteria for meeting 2SR requirements? For example, initial training solutions to specific threats must be available within 4 hours of receipt, 24 x 7.
Red Unacceptable
Fails to meet specified minimum performance or capability requirements. Proposals with an unacceptable rating are not awardable. Approach provides a solution that cannot successfully be implemented in 2SR (flexible) TSA environment.
Any specific performance measures required by TSA, DHS, or legislation will be outlined in each individual task order after contract award.

42. Under part 6.A of section C.2 of the Draft RFP, the SOO states that the Contractor shall provide new and innovative learning solutions that will produce high performances and participant enthusiasm to sustain growth and ongoing performance improvement. Are there established metrics for measuring "high performance" of TSA employees? If so, what are they?
TSA uses the Automated Multi-Level Training Assessment Program (AMTAP) to capture feedback from training events and report that data.
Level 1 – Reaction involves collecting and analyzing student and instructor feedback and allows program areas to identify the strengths and weaknesses of their training programs in terms of how the training was received by the student. The AMTAP Level 1 system can be tailored to specific needs. Working with the AMTAP Program Manager, Program Offices can develop a specific Level 1 instrument for workshops, seminars, etc.
Level 2 - Achievement involves using validated and reliable test results to measure student learning or achievement. This is usually accomplished through the use of written tests, image recognition tests, or certification tests which evaluate actual job performance. Information gathered from this level can be used to improve the curriculum. In the AMTAP system, Level 2 is primarily used by OHC for the Recertification effort but has the capability to offer programs test item analysis.
Level 3 – Training Transfer focuses on the on-the-job behavioral and performance changes as a result of the training event. Level 3 data is usually collected between 3 and 6 months after the training event and involves both students’ and managers’ evaluation of changes in job related activities. This information ensures that the training provided by the program areas meet the identified mission critical competencies of the TSA workforce.
Another capability of the AMTAP system is the Human Resource Survey tool which supports the TSA Employee Exit Survey and this tool can also be tailored and used for just-in-time needs assessments.
The Aviation Screening Assessment Program’s (ASAP) measures screening performance using realistic and standardized test scenarios.
43. It was mentioned at Industry Day that the TSA was looking for innovative ways to train – other than classroom based. Will the TSA consider including a specification for a system (platform) for disseminating real time alerts, training bulletins, time sensitive notifications, etc. to all screening stations in the final RFP?
