5/19/2014 Amendment 2 USCG Kodiak Bldg 576
Response to Bidders Questions
Q1: Are as-built drawings available for this building? If so, will they be made available to bidders?
A1: Yes. As-builts available are provided with this amendment; 576 ARCHIVE DRAWINGS (WINZIP file).
Additional asbuilts are available at: https://ech.sharefile.com/d/s0d9e04a19094ee6a Q2: Detail 7 on Sheet A7.01 shows a ripped down 3x12 on top of the new concrete wall, but doesn’t indicate how the timber is attached to the wall. Please specify an attachment method including fastener sizing, spacing and embedment.
A2: The plate should be anchored with ½ inch diameter DICA at 4 feet on center with minimum embedment of 3 5/8 inches.
Q3: The work area indicated by the hatched fill pattern on sheet C1.0 and detailed on A/C1.3 will interfere with existing utilities and adjacent structures (tower foundation) even if excavations are shored to provide adequate space to construct forms and pour new concrete footings and walls.
Please clarify if the extents of disturbance around the building shown on Sheet C1.0 can be enlarged to facilitate construction. Please also clarify if utilities are to be removed and replaced or relocated out of the work area to allow construction. No as-built information regarding underground utilities in the vicinity of the building are included in the bid documents.
A3: Original (1950’s) drawings showing original construction conditions are provided. The Soils report prepared by SHANNON AND WILSON as part of our design process are also provided.
Depth/width of excavation: Sheet C1.3 shows a basis of bid for the new footing to be 8ft below first floor (not the exterior grade). Sheet S0.1 says to match elevation of existing footing. This basis of bid was used to account for potentially encountering bedrock which would lessen the excavation and layback requirements.
Note well; the depth of the existing footing, and the location of the new footing - compared to exterior grade - varies by more than 3 feet between grid 7 and grid 1. Therefore required depth and width of excavation will also vary.
The extents of disturbance may be adjusted to facilitate the construction.
Utilities:
Existing known utilities are shown on sheets C1.0 and C1.1. Any in-service utilities may be permanently relocated, or, temporarily moved and then restored to service at the contractor’s option.
The existing sewer line (Grid C, between grid 1 and 4 on the West side of the building) will require temporary services to ensure continued use of building during construction.
The tower foundation on the SE corner of the building cannot be affected or modified by the new construction. The new foundation design has been presented in the drawings to minimize potential conflicts in this area. Additional excavation which would adversely affect the tower and its foundation will not be permitted. Provide necessary shoring to avoid impacts to the tower foundations and the associated equipment.
Q4: It appears the photographs provided in the supplemental information regarding the antenna tower do not show the existing tower, but rather the former location of communications equipment on the roof of the building prior to construction of the existing pitched roof.
A4: Correct. These photographs were included to provide available information about the building’s existing construction at the original roof/parapet wall interface (now covered over by the more recent pitched roof assembly). The roof/parapet wall interface will be affected by the work now proposed.
Q5: Assuming an award date of June 15, pre-construction conference and notice to proceed by July 15, a realistic date for ground breaking would be mid-August 2014. We do not believe adequate time remains in the 2014 construction season to accomplish a meaningful amount of work and still satisfy the interim seeding and paving milestones required by the IFB and Specification Section 01 01 00. Assuming the seeding and paving milestones are intended to minimize erosion and sediment transport over winter, would the Government consider a temporary D1 cap over disturbed areas through the winter?
A5: Yes. For traffic or pedestrian areas, a temporary D1 cap is acceptable, considering a large portion of the parking area is an existing gravel surface.
For non-traffic areas, soil stabilization may be accomplished by any reasonable measure, including burlap/fabric covering, alleviating the need to top soil and seed before winter 2014.
For pedestrian traffic lanes entering the buildings (603 and 576) temporary winter provisions shall be provided to minimize foot traffic tracking debris into the occupied buildings. Coordinate requirements with COR.
Q6. In addition to the above, we do not believe adequate time is available during the remainder of the 2014 and 2015 construction seasons (approx. 4/1 to 10/1) to complete the structural seismic scope of work followed by mechanical system upgrades and exterior site improvements by 10/1/15. We believe it is necessary to extend the project duration to allow exterior site improvements (paving, landscaping, concrete sidewalks and curbs/retaining walls) to be completed during the 2016 construction season. Will this be acceptable?
A6: Correct: all the work cannot be completed during the 2014 construction season. Extending the period of performance into 2016 is not desired, the work shall be completed by fall of 2015.
The contractor may propose to sequence their work while providing construction joints in the finished work. Submit sequencing work plan as a pre-construction submittal for government approval.
Recognizing the construction season limitations; the government is willing to accept construction/cold joints in work elements and temporary measures to sustain the facility thru the winter of 2014.
Acceptable alternatives include:
a. Pavement joints to allow for the final/finish (close to building) paving to occur in 2015.
b. Construction/cold joints in concrete wall or footing construction; provided rebar exposed to rusting is properly cleaned prior to resuming concrete work.
c. The soffit does not need to be closed in for the winter of 2014. Provide temporary screening to keep birds out.
d. Walls may be finished and receive final coatings in different seasons provided the entire exposure (North, South, etc) is completed in a single season. The government will consider additional start/stop points for the final coating system, if they do not degrade the overall finished appearance.
e. The emergency generator may be supplied by a temporary fuel tank during the winter shut down. However, the continuous use of the temporary (Base provided) portable generator shall not extend thru the winter.
Q7. In order to provide a thorough construction estimate, we ask that the bid date be extended to June 4th. Will this be acceptable?
A7: The bid date has been extended.
