6/2/2014 HSCG87-14-B-PJT691 BLDG. 576 Bidders’ Questions Q1: Section 21 22 00 Clean Agent Fire Extinguishing System. Paragraph: 1.3.1 indicates: “Minimum design concentrations shall be provided in all areas and/or protected spaces at the minimum anticipated temperature within the protected area.” Provide anticipated temperature within the protected areas.
A1: Building 576 is heated, and normal operating temperatures within the space are 68 to 75 degrees.
Q2: Section 21 22 00 Clean Agent Fire Extinguishing System paragraph 2.2.1.3 and 3.1.1.b - pipe and fitting materials. These two sections conflict; as NFPA 2001 ed2012 sets fitting minimum design pressure in Annex A.4.2.3.1(a) and also references ASMEB31.1. Which will apply?
A2: Comply with NFPA 2001-2012 edition.
Q3: Section 21 22 00 Clean Agent Fire Extinguishing System paragraph 3.2, indicates:
“Maintain existing Halon equipment fully operational until the new equipment has been tested and accepted” and, Drawing Sheet 60 of 65 Note 4 “Existing storage cylinder locations shall be re-used to the extent possible.”
It is not possible to install new system cylinders in existing locations without removing the existing and having downtime. Please clarify intent and identify new cylinder locations if required to maintain full operation of existing system during installation.
A3: There are no existing alternative or backup fire protection systems; and we agree, there is no practical method of completing the work without ANY outages; therefore outages shall be minimized.
Refer to Section 010120 paragraph 1.5:
“COORDINATION REQUIRED FOR BUILDING FIRE PROTECTION DURING THE WORK.
The work requires replacement of the existing fire alarm control panel, the HALON system, and modifications to wet sprinkler system. The contractor shall provide a Fire Protection Continuity plan for coordinating the continued protection of the facility, to include: notifications, communicating status/change in status, areas/systems affected, expected outage lengths, and method for verification of system status at the end of each work day.”
Outages for both the fire suppression and the fire detection systems are anticipated, and will be approved via this required planning process. Outages will be typically permitted during normal work days 0900-1500. The contractor shall provide Continuous fire watch, with adequate extinguishers during any fire protection system outages.
No hot work will be allowed at the building during outages.
The contractor may submit, via shop drawings, alternative location(s) for new equipment to minimize required outages for government approval. The mechanical room has sufficient space for minor adjustments to equipment placement.
Q4: Plan Sheet 5, detail B, C and D do not give a width dimension on the footings.
A4: For Detail C; curb/gutter configuration: width should conform to a standard curb detail, and a total width (back of curb to face) of 2 ft.
For Detail B and D: use a wall thickness of 8 inches, with the total width of footing at 2 ft 8 inches.
Q5: Plan Sheet 4, specifies paving 25' from building 603 but the plan view does not show the existing vents on the north side of the building. Is the intent to pave from the building and under the vents or to begin paving in line with the vents and out 25' from there?
A5: Thank you for pointing out this issue. To resolve it; extend the total length of curb installed at Bldg 603, to surround building 603 on the East, West and North sides. Locate the curb on the North side, such that the curb performs the function of a wheel stop to protect the building. Locate in similar location as the existing temporary stops. The area between the curb and the building on the north side shall be gravel. Please refer to Section 010120 paragraph 1.8, which indicates the performance aspect of the site/civil work required for this contract. This will require the contractor to finalize some of the details of actual construction.
Q6: Is there a soils report available?
A6: The soils report was provided with Amendment 2.
Q7: Will landscaping, seed or topsoil be required?
A7: Yes. Restore existing landscaped areas, and topsoil and seed the areas inside of new curbs where indicated.
Q8: Is there an area nearby that could be used to stage and sort the suitable and unsuitable soils?
A8: A site is available on Beacon Hill (across the highway). This area can be made available for contractor use, however, this additional disturbed area would will need to be considered in the contractor’s SWPPP. Other soils/stockpiles may be located at the work site, as coordinated with the COR, while maintaining access and parking for USCG use of Bldg 576, and public access to the trailhead exiting the South corner of the parking lot.
Q9: Is there a dump site available for disposal of excess soils?
A9: Per Section 01 56 00; Excess clean soils: dispose on Base property as coordinated with COR, or dispose off Base. The typical disposal location is on Nyman’s Peninsula.
Q10: How far does the Handicap ramp extend and at what slope?
A10: Upon further investigation; the site configuration may not provide a fully ADA compliant ramp (the rise and run may exceed strict guidelines). Therefore: provide a 6 foot landing at the parking lot edge. Install the new ramp to a point parallel with the West edge of Building 576. At this location, the horizontal sidewalk will provide the upper landing. New ADA compliant handrails are NOT required. Existing handrails are shown as removed and not reinstalled on Sheet 3.
