BAYBERRY RFQ HSCG85-16-Q-P45458, Questions & Answers

1) Work Item 8, paragraph 3.2.3.1 says, “Machine the new government-furnished bearings to fit”. BUT, paragraph 1.2 Government furnished Property says “None”. Will the government furnish the propulsion shaft bearings? Or is the contractor responsible for their purchase?

Answer: No, the government will not be furnishing the bearings for this work item and the contractor is responsible for their purchase and any needed modifications to install them.

3.2.3.1 the sentence “Machine the new government-furnished bearings to fit” is a typo-error and the first sentence should read "Machine the new Contractor Furnished Bearings to fit the bearing housing in accordance with the manufacturers installation recommendations.

Paragraph 3.2.3 - NEW BEARING INSTALLATION - States the use of new Contractor Furnished Propulsion shaft bearings.

Paragraph 1.2 lists NONE for Government-Furnished Property and the Consolidated list of Government Property also contains no listing for Propulsion Shaft Bearings (External).

2) Work Item 10, paragraph 3.3. The engine room of the vessel is a very tight space. Protection of the equipment required by paragraph 3.1.3 will protect machinery from falling tools. Where does the government see the contractor rigging a safety net in the engine room?

Answer: It is up to the contractor to protect all non-affected vessel components, equipment, machinery, and spaces during the completion of this work item however they see fit. We do not direct them on how to complete those protective measures.

3) Work Item 11, paragraph 3.2. Same question as #2.

Answer: It is up to the contractor to protect all non-affected vessel components, equipment, machinery, and spaces during the completion of this work item however they see fit. We do not direct them on how to complete those protective measures.

4) Work Item 11, paragraph 3.2.1, Temporary Safety Railing. Where does the government see the addition of safety railings required in association with the work defined?

Answer: There are some small safety hand rails installed in the vestibule area where the exhaust stack space uptake piping/mufflers are located along with the access ladder leading to the engine rm. During completion of this work item, there will be instances when the exhaust piping is removed and during that time there will be no deck grating in place to keep someone from falling from the vestibule area to the engine rm below. During that time, temporary safety railing would be required.

5) Work I tem 13, paragraph 3.1.3.1 directs the contractor to install cofferdams using a diver to facilitate the removal of the sea valves. The contractor believes that a cofferdam is not required as this is a dry dock period for the vessel’s repair. Will the government remove this requirement from the work item?

Answer: This is a typo-error as this spec can also be completed while the vessel is in the water using the verbiage in 3.1.3.1. The solicitation is for a Dry Dock maintenance period in which Paragraph 3.1.3.1 is not applicable due to the vessel being out of the water during completion of this work item.

6) Work Item 14, paragraph 3.1.3.1 directs the contractor to install cofferdams using a diver to facilitate the removal of the sea valves.

7) Work Item 7, Propulsion Shafting, Optical or Laser Alignment, check is a DEFINITE Item. The same requirements are being completed in DEFINITE Work Item 53, Stern Tubes and Strut Barrels, Renew, paragraphs3.2.4 through 3.2.4.6. Will the government consider deleting Work Item 7 from the specification package?

Answer: Work item 7 is (redundant) not needed as this same requirement is identified for completion in Work Item 53 - Stern Tubes and Strut Barrels renew.

8) Work Item 9, paragraph 3.4.3 directs the contractor to “Preserve and package the reconditioned propeller in accordance with ASTM D3951”. Should this paragraph be removed as the propellers are to be reinstalled onboard the vessel?

Answer: No, this paragraph needs to remain. Once the minor repairs and reconditioning has been performed on the propellers, they will need to be protected until they are installed. Often, this WI is sub-contracted to an off-site contractor where repairs are completed then the propellers are shipped back to the ship yard that is completing the dry-dock contract and need to be protected post repairs. Installation of the propellers is generally completed towards the end of the availability and need to be protected until they are re-installed on the propeller shafts.

9) Work Item 35, paragraph 1.1 Intent does not indicate the percent (%) of tank coating repair to be completed. Will the government identify the percentage of coating repair the contractor should bid to complete?

Answer: The tank coating repair should be bid out at 33%.

10) Work Item 43, paragraph 1.1 Intent does not indicate the percent (%) of tank coating repair to be completed. Will the government identify the percentage of coating repair the contractor should bid to complete?

Answer: The tank coating repair should be bid out at 33%.

11) Work Item 31. There are two paragraphs numbered 3.1.4.2. One tasks the contractor to dispose of fluids. The other tasks the contractor with storage of fluids. Which requirement is the government requesting?

Answer: The first paragraph numbered 3.1.4.2 that tasks the contractor to dispose of removed fluids in accordance with all applicable Federal, State and local regulations. (See 4.2 Tank Content Restoration) is the needed requirement.

In Section 4 NOTES - Paragraph 4.2 Tank Content Restoration - States that Ships Force will procure new fluids and refill the tank at the appropriate time.

The second paragraph numbered 3.1.4.2 requesting the contractor to stow the fluids - diesel fuel is not needed.

12) Work Item 24, paragraph 3.2.1.1 directs the contractor to “retain all anode mounting hardware (studs, nuts and washers). Paragraph 3.2.2 directs the contractor to “renew all mounting hardware”. Will the government delete the requirement to retain all anode mounting hardware?

Answer: There is not a need for Paragraph 3.2.1.1 "Retain all nuts/washers removed when the existing hull anodes are removed.

Paragraph 3.2.2 New Installations - directs the contractor furnish and install new zinc anodes and to renew all of the anode mounting hardware upon anode installation.

13) Work Item 46, paragraph 3.2 Table 1 (Tasks) Item 12 (C2.1)directs the contractor to renew all of the hydraulic fluids. Paragraph 3.4 Special requirements for various components lists C2.1 as an item that required a Change Request and authorization of the Contracting Officer. These contradict each other. Should the requirement be deleted from Table 3 in paragraph 3.4?

Answer: Concur with the contractors recommendation concerning table 3 in Paragraph 3.4. Contractor is required to renew All hydraulic system fluids in Paragraph 3.2, table 1, item #12.

14) Work Item 9, Propeller, Minor Repairs and Reconditioning, perform, paragraph 2( References) indicates that there are no Coast Guard drawing references associated with this work item.

Paragraph 3.3.1 directs the contractor to “Measure and record the propeller dimensional tolerances, to ensure they match the requirement specified on Coast Guard Drawings 192 TE 4301-1 and 192 TE 4301-1 and ISO 484/2, Class 1”.

Drawing 192 TE 4301-1 is referenced twice in this paragraph, but not listed in Paragraph 2 as a reference.

The drawing has no bearing on the dimensional tolerances of the propellers. It has NO propeller measurement data.

Please provide and reference the correct drawing that has the required dimensional information of the propellers needed to complete paragraph 3.3.1.

Answer: Drawing 192 TE 4301-1 should not have been referenced in Paragraph 3.3.1. Section 2 References - lists NONE for the propellers and 3.2.2.3 - also Lists NONE for reference DWG's. Drawing 65 BUS 4301-1 Rev 3 Stern Tubes Shafting and Bearings shows that on 3/21/89 both propellers were changed from a 3 blade X 42"Dia prop to a 4 blade X 38"Dia prop. There is not currently a DWG of the 4 blade X 38"Dia Prop available.

3.2.1 - Propeller tolerances states the contractor shall ensure all propeller tolerances conform to the Class I standard specified in ISO 484/2. 3.3.1 also lists ISO 484/2, Class I as a reference to measure and record dimensional tolerances of the propeller.
