BAYBERRY RFQ HSCG85-16-Q-P45458, Questions & Answers, Round 2

15) Work Item 8, paragraph 3.2.1 directs the contractor to, “remove the existing external bearings (listed in paragraph 1.2):”. Paragraph 1.2 is government furnished property and says “None”. The vessel has (2) Stern Tube bearings and (2) Strut Bearings. Should the contractor price replacement of all four bearings?

Answer: Yes, the contractor should price this work item to provide and install new external water lubricated propulsion shaft bearings on both the struts (2 ea.) and stern tubes (2 ea.).

16) Work Item 15, paragraph 1.1 (Intent) lists “Ships Horn”, 2-20-1, Engine Room – Stbd Side, Qty 1, 120 psi. What is this? A cut off valve? An Air receiver? Air receivers are not listed in the table, so does the contractor assume that none of the air receivers are being tested?

Answer: There is only (01) air receiver (Approximately 40 Gallon located @ 2-20-1) to be completed in this work item and is for the Ships Horn. The top left block under "Service" in the Table should have read "Ships Horn Air Receiver" vice Ships Horn.

17) Work Item 46, Weight Handling Gear, Inspect and Service requires the contractor to disassemble, inspect and renew parts in numerous components in the weight handling system. The government has not provided and technical manual that identifies components by part number so the contractor can price replacement parts. Can the government supply a technical manual for the weight handling system?

Answer: The following is the correct Tech Pub for the Hydraulic Crane on BAYBERRY: Tech Pub 4922, SWBS 589 - Hydraulic Crane Model CSA 12-19 Operation and Maintenance Manual

18) Work Item 20, Grey Water Holding Tank(s), Clean and Inspect, paragraph 3.2 and 3.2.1 are listed twice. The first set direct the contractor to “witness CG personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repairs, or altered to demonstrate existing operational condition. Submit CFR. While this is a task that probably should be completed at the time of arrival of the vessel to the contractor’s facility, the contractor believes that it does not belong in this work item. Will the government deleted this requirement in this item?

The second set of paragraphs labelled 3.2 and 3.2.1 direct the contractor to “witness CG personnel perform an initial operational test of the grey water discharge/transfer pump to demonstrate existing operational condition. Submit a CFR. The contractor believes that this is the correct set of paragraphs 3.2 and 3.2.1 to be used in this work item.

Answer: Concur with the contractor - The 2nd set of paragraphs numbered 3.2 - Operational Test Specific and 3.2.1 Operational Test - Initial (PG 81) pertains to the work item and the first listed paragraph 3.2 Operational Test - General and 3.2.1 operational test - initial (PG 81) should be deleted.
