BAYBERRY RFQ HSCG85-16-Q-P45458, Questions & Answers, Round 4

22) Work Item 48, Forward Peak Compartment Structural Member, Renew paragraph 3.1.4 Interferences lists interferences within the compartment. Paragraph 3.2.1 directs the contractor to “renew approximately 14 feet of structural member as designated by the Coast Guard Inspector”. The contractor needs to know where in the compartment the replacement will take place. Interferences on the other side of the bulkhead need to taken into account if the replacement is on the aft bulkhead. Where is the replacement to be in the compartment?

Answer: **See Attached Picture** The top picture shows the aft bulkhead of the forepeak tank taken from the adjacent compartment just aft of the tank. The bottom picture shows the deteriorated metal areas. This picture was taken looking down at the bottom of the tank.

23) Work Item 49, paragraph 3.1.4, Interferences lists “Ships Service Air Receivers”. The government’s answer to question #16 indicates that there is only (1) air receiver @ 2-20-1. Should this paragraph read “air receiver” or are the (4) larger air storage tanks still mounted in the overhead of the engine room?

Answer: There is only (01) air receiver to be tested as per the governments answer to question 16. There are (04) larger air receivers mounted in the overhead of the FWD portion of the engine room. They were for the old Air powered buoy crane that was removed in a DD in 2008 when the new hydraulic crane was installed. They are not currently used but are still onboard the cutter.

24) Work Item 53, Stern Tubes, paragraph 3.8.1 Surface preparation states, “Prepare surfaces by waterjetting to a waterjetting to a “SSPC-SP WJ-2(L)/NACE WJ-2(L)” cleanliness level, or by one or a a combination of the following surface preparation methods;” The table then lists (1) Abrasive blasting to SSPC-SP10/ NACE No. 2 or Power Tool Cleaning to a SSPC-SP11.

Should the paragraph read, “Prepare surfaces by water jetting to a SSPC-SP12 / NACE 5, WJ-2 cleanliness level. Prepare inaccessible surfaces using either (1) Abrasive blasting to SSPC-SP10 / NACE No.2 or SSPC-SP11”?

The issue with the water jetting is that water jetting does not add a surface profile to the steel for the paint system to adhere to. For new steel, it is normally standard to abrasive blast the steel and paint. Will the government consider the change to, “Prepare surfaces by abrasive blasting to SSPC-SP-10 / NACE No. 2”?

Answer: Concur with the contractor, both the port & stbd stern tubes/strut barrels are being renewed in WI 53, which will require preparation of the new steel surfaces by abrasive blasting to create the needed profile for application of the protective coating system.

25) Work Item 6: Propulsion Shafting, Remove, Inspect, and Reinstall paragraph 3.1.4 list known interferences. The rudders and propellers are included in this list. Work Item 16 Rudder Assembly, Remove, Inspect, and Reinstall and Work Item 54 Propeller, Remove, Inspect, and Reinstall are already included in the work package.

Should the contractor price Work Item 6 as a standalone item to include removal and reinstallation of the rudders and propellers or should the cost of removal and reinstallation of the rudders and propellers be only in Work Items 16 and 54 only.

Answer: Paragraph 3.1.4 - Interferences listed in each of the above listed Work Items states that the contractor shall handle all interferences in accordance with SFLC Standard Spec 0000,Paragraph 3.5 - Interferences. Known interferences include, but are not limited to the listed items.

The listed interferences in each Work Item are the known interferences for each. Pricing/bid preparation for each work item is a contractor function.

26) Work Item 8: Propulsion Shaft Bearings (External), Renew, paragraph 3.1.4 list known interferences. The shafts are included in this list. Work Item 6: Propulsion Shafting, Remove, Inspect, and Reinstall is already included in the work package.

Should the contractor price Work Item 8 as a standalone item to include removal and reinstallation of the shafts or should this item be worked in conjunction with Work Item 6?

Answer: Paragraph 3.1.4 - Interferences listed in each of the above listed Work Items states that the contractor shall handle all interferences in accordance with SFLC Standard Spec 0000,Paragraph 3.5 - Interferences. Known interferences include, but are not limited to the listed items.
