29 April 2011

From: Commander, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility To: Distribution

Subj: NAVFAC P-307 CHANGES AFFECTING USE OF NON-NAVY OWNED CRANES

AND RIGGING EQUIPMENT AT NAVAL ACTIVITIES.

Ref: (a) NAVFAC P-307, Management of Weight Handling Equipment December 2009 Change 1 March 2011.

Encl: (1) P-307 Requirements for Contractor Operated Cranes

(2) PHNS and IMF Boundary Map

(3) Table of Interim Allowable Bearing Capacities for Mobile Truck Crane Outriggers

1. This letter outlines the latest changes made to NAVFAC P-307 for Contractor and Contracting Officers, and supersedes PHNS&IMF letter 11262, 710/10-M027 dated 10 June 2010, "Contractor Requirements For Non-Navy Owned Cranes Used In Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility".

2. Reference (a) provides maintenance and operational requirements for cranes and other weight handling equipment (WHE) at Navy activities. Paragraph 1.7.2 of reference (a) contains specific requirements that must be included in contracts, statements of work, purchase orders, etc.

(referred hereafter as contracts) for work involving (or work which may involve) contractor operated cranes (including multi-purpose machines, material handling equipment (forklifts), and construction equipment when used as cranes to lift suspended loads) and rigging equipment used at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNS & IMF), referred to herein as the Shipyard. This equipment is referred to herein as lifting and handling (L&H) equipment. Paragraph 1.7.2 and Appendix P of reference (a) are provided to addressees as enclosure (1).

3. The Shipyard boundary is defined by the PHNS&IMF Utilization of Navy Real Property Report, Real Property Utilization Survey Map. Enclosure (2) shows the general boundary of PHNS&IMF, and includes the facilities within SUBASE. These facilities are Buildings 417, 445, 1320, 1766 and 1770. NAVFAC P-307 requirements shall also be applied to PHNSY&IMF contracts that perform work on Navy Region piers/property. Questions regarding the boundary of PHNS&IMF may be directed to the Facility and Maintenance Division, Code 980, 473-8000, ext. 2308. To facilitate compliance with reference (a), Contracting Officers are requested to:

a. Include in contracts involving lifting and handling operations:

1) The requirements of paragraph 1.7.2 and Appendix P of reference (a). Require the contractor to notify the Accident Prevention (AP) Team, (808) 473-8000-ext. 3780, 2815, or 3795, three normal working days in advance of crane (including multi-purpose machines, material handling equipment (forklifts), and construction equipment when used as cranes to lift suspended loads) arrival at PHNS&IMF. The AP Team will provide oversight of the contracting official's handling of the oversight plan of the contractor L&H equipment prior to being allowed to operate at

PHNS&IMF.

2) Require the contractor to designate their point of contact (POC) with appropriate telephone numbers.

3) Inform the contractor that PHNS&IMF L&H personnel may perform surveillances of their L&H operations within the PHNS&IMF boundary and notify the POC of any deficiencies or points of concerns.

b. Provide the AP Team [(808) 473-8000-ext. 3780, 2815, or 3795 (phone), 474-7114 (FAX)] with:

1) Name of contractor and POC to resolve problems/concerns identified during surveillances by PHNS&IMF L&H Department personnel.

2) Description of contractor L&H operation(s).

3) Date, duration, and location of contractor L&H operation(s).

4) Name and phone number of Shipyard's Contracting Officer assigned to oversight the contract.

c. Provide the AP Team at least three normal working days prior to a contractor L&H equipment arriving on PHNS & IMF property and/or other Naval Property when contracted by PHNS&IMF (when practicable):

1) The contract or part of the contract that specifies L&H requirements.

2) Rigging aspect of work to be accomplished.

3) The Contracting Officer's crane oversight plan designed to ensure compliance with contract requirements.

4) Critical lift Plan(s) when critical lift is to be performed.

4. PHNS&IMF implemented a policy to facilitate enforcement of reference (a) contractor L&H equipment requirements within PHNS&IMF’s Controlled Industrial Areas (CIA) and PHNSY&IMF contract work performed on Navy Region piers/property. Contractor L&H equipment will not be allowed into the CIA without a PHNS&IMF CODE 700 CIA Access Stamp on the contractor's certificate of compliance [Figure P-1 of reference (a)]. This stamp will be placed on the certificate of compliance by the PHNS&IMF AP Team after an acceptable oversight by the AP Team of the contracting official's initial oversight of the L&H equipment.

This policy is in addition to the Commander Navy Region Hawaii (CNRH) and PHNS&IMF entry requirements. To preclude the contractor from being denied entry into the CIA or onto Navy Region property; Contracting Officers are requested to adhere to the requirements of this letter.

5. Paragraph 1.7.2.a of reference (a) requires that Contracting Officers and contractors comply with specific PHNS&IMF regulations pertaining to crane safety and operations. PHNS&IMF issued ground-loading restrictions for mobile truck cranes [see enclosure (3)]. Ground loading restrictions for PHNS&IMF and Navy Region property were developed in conjunction with PHNS&IMF Codes 710 and 980 and NAVFAC Pacific, and are in effect for PHNS&IMF property. Enclosure (3) provides allowable bearing capacities for mobile crane outriggers on

Bcc:

Codes 100, 100B, 106, 130, 200, 300.1, 300.2, 700, 701, 701N, 710, 712, 713, 720, 740, 980, 1100, 1200
