REQUEST FOR CLARIFICATION
SHIP & HULL No.: CGC WALNUT (WLB 205) FY12 DRYDOCK REPAIRS
RFP No.: HSCG85-11-R-P45059
SOLICITATION SECTION: Specifications PARA NO.
WORK ITEM NO. D-032 PARA NO. 3.2.2.4.3
TITLE: Impressed Current Cathodic Protection System
QUESTION:
3.2.2.4.3 States to re-new any brush with less than 25% of the original length remaining.
Are we to assume that any brushes that need to be replaced will be handled with a change order?
RESPONSE:
Brushes that are found to require renewal will be handled with a Change Order.

RFP No.: HSCG85-11-R-P45059
SOLICITATION SECTION: PARA NO.
WORK ITEM NO. D-29 PARA NO.
TITLE: U/W Body, Preserve “Partial – Condition A”
Paragraph 3.2.1.1 calls for cleaning of the UW hull where the substrate is exposed to SP-10/NACE 2 but does not indicate what percentage of the hull is to be prepared. Is it correct to assume that 33% of the hull will require SP-10 blast per the paragraph 4.1.2 note?
Paragraph 3.2.1.2 calls for lightly cleaning the UW hull to SP-7. Is it the intent of the specification to leave tightly adhering AF behind?
Paragraph 3.2.2.1 calls for applying Anti-Abrasion Coating, Icebreaker. Is this to be a spot application to 33% of the hull?
Assuming the answer to 3.2.1.2 is to leave tightly adhering AF behind, how much AF application will be required in SP-7 prepared areas to meet the DFT requirements of 3.2.2.2?
PARA 3.2.1.1: The square footage requiring SP-10 preparation will be determined during the underbody survey, which is conducted as per Work Item D-34, PARA 3.3. This square footage will not exceed 33% of underbody surfaces.
PARA 3.2.1.2: The intent of the specification is to leave tightly adhered AF behind. Please note that should the AC coating be exposed, it must be recoated with AC to provide a tack coat in order for the AF coating to properly adhere.
PARA 3.2.2.1: The application of the AF coating will be to all underbody surfaces, to provide the minimum AF coating thicknesses as specified in paragraph 3.2.2.2.
It will not be possible to determine the amount of AF will be required to meet the DFT requirements of
3.2.2.2 until the underbody survey is conducted following dry dock. From past experiences, generally a complete AF coating will be required. Due to the ablative properties of the AF coating, most is removed during the NACE SSPC SP-7 sweep preparation.

WORK ITEM NO. D-30 PARA NO.
TITLE: U/W Body, Preserve “Partial – Condition B”
Paragraph 3.2.2.1 calls for applying Anti-Abrasion Coating, Icebreaker. Is this to be a spot application and if so what percentage of the hull surface is to be built up? For areas with intact AC coatings will a “mist coat” of AC be acceptable prior to AF application?
Where an intact, properly prepared AC coating exists, a mist coat of AC is acceptable to provide the tack prior to AF application. Paragraph 3.2.1 requires the removal of all existing AF coating, so work item 30 requires a complete AF application.

RFP No.: HSCG85-11-R-P45059
SOLICITATION SECTION: PARA NO.
WORK ITEM NO. D-31 PARA NO.
TITLE: U/W Body, Preserve “Partial – Condition C”
Paragraph 3.2.2 states to “Apply one to three coats of copper ablative AF paint...”
For estimating purposes how many AF coats are to be applied, 1, 2, or 3?
The number of AF coats cannot be determined until surface preparation specified in 3.2.1 is complete and remaining DFT determined. The number of coats required will be determined by the remaining DFT coating thickness and the maximum DFT build permitted by the paint MFR per coat application.

WORK ITEM NO. D-48 PARA NO.
TITLE: Buoy Crane Components (Various), Preserve
Paragraph 3.2 calls for “Preserve” in accordance with SFLC Std 5000. “Preserve” in SFLC 5000 is defined as SP-10 sandblast/recoat. It will be not be possible to adequately protect and sandblast the crane in its assembled condition, and BSY questions if this is the appropriate preservation reference.
Would “Partial Preservation” from SFLC Std. 5000 be an acceptable preservation standard for paragraph 3.2?
Partial Preservation IAW SFLC Std 5000 would be an acceptable preservation standard for PARA 3.2
