REQUEST FOR CLARIFICATION

SHIP & HULL No.: CGC CYPRESS (WLB 210) FY12 DRYDOCK REPAIRS

RFP No.: HSCG85-12-R-P45003

SOLICITATION SECTION: PARA NO.

WORK ITEM NO. 21 para. no 3.2

TITLE:

QUESTION:

Please state the size and length of the two wire ropes that are being renewed.

RESPONSE:

As per Section 2 of this Work Item (Coast Guard Technical Publication (TP) 3557, SWBS 568-573, Jan 1997, Maunfacturer’s Instruction Book, Model EB-480-60-40 Appleton Crane, Appendix T) the wire rope parts list is attached.

Question No. 0002

RFP No.: HSCG85-12-R-P45003

SOLICITATION SECTION: PARA NO.

WORK ITEM NO.

36 para. no 4.1 & 37 para. no 4.1

TITLE:

Tanks (MP fuel service) & Tanks (overflow/storage)

Can the contractor store the fuel and reinstall the fuel later on.

Negative. The Contractor shall replenish the fuel with new, clean fuel as per the Naval Engineering Manual (NEM), COMDTINST M9000.6F

Question No. 0003

RFP No.: HSCG85-12-R-P45003

SOLICITATION SECTION: PARA NO.

WORK ITEM NO. 44 para. no 3.11.1

TITLE: Propulsion shafting remove/reinstall

Para. 3.11.1 states the Coast Guard will arrange for fuel oil to be delivered by a barge. Who is paying for the fuel in this item ? Work item 36 and 37 states that the shipyard is to provide the replacement fuel. Please clarify the three (3) work items as to the fuel replacement.

Work Item #44 is incorrect as this is inconsistent with Work Items 36 & 37.

At paragraph 3.11.1, at second bullet, delete:

“Coast Guard will arrange for fuel oil delivery by a barge”

And replace with:

“the Contractor shall arrange for fuel onload and replenishment.”

Question No. 0004

RFP No.: HSCG85-12-R-P45003

SOLICITATION SECTION: PARA NO.

WORK ITEM NO. 52 para. no 3.3.1

TITLE:

Para. 1.2 states no GFM provided. Para. 3.3.1 states the rope guard will be Government provided.

Please clarify work item to reflect who is to provide the new rope guard.

The government already possesses the new rope guard. The contractor is NOT required to provide the new rope guard.

Question No. 0005

RFP No.: HSCG85-12-R-P45003

SOLICITATION SECTION: PARA NO.

WORK ITEM NO.

56 para no 1.1 and 1.2,

3.5.1 , 3.5.2 & 3.9, 3.12

TITLE: Bow and Stern Thrusters

Paragraph 1 states work to be done to the bow and stern thruster. Paragraph 1.2 GFM looks to support only (1) thruster propeller shaft. Paragraph 3.5.1 specifies to renew a propeller shaft……which one gets renewed….bow or stern ? Paragraph 3.5.2 states to inspect and repair by clad welding. What gets clad welded ? How much….dia. and length ? Or do we inspect and submit a CFR and the clad welding is done on a change order ? Paragraph 3.9 states to install a contractor furnished shaft seal. Is this seal GFM under paragraph 1.2 ? Is the pinion gear seal mentioned in paragraph 3.12 GFM ?

Please clarify.

The quantities in paragraph 1.2 “Government-furnished property” should be doubled to support both bow and stern thruster. Both thrusters are getting their thruster shafts renewed.

Inspect and repairs “by clad welding and other method” apply to both thruster tunnels. The clad welding repairs would be taking place on the thruster tunnels. Estimate 6-7 sq ft of repairs. The repairs will be done as part of this work item, NOT as a change request. If additional repairs beyond 6-7 sq ft are needed, then a change request must be submitted and authorized by the Contracting Officer.

The shaft seals are provided as GFP, but the end caps and o-rings shall be contractor furnished using tech rep assistance/guidance.

No, the pinion gear seal is not included in para. 1.2 GFP.

Question No. 0006

RFP No.: HSCG85-12-R-P45003

SOLICITATION SECTION: PARA NO.

WORK ITEM NO.

57 para no. 3.2-#3, #4 & #7

TITLE: Buoy Crane Inspect & repair

Paragraph 3.2 #3 states to renew wear pucks, pads, shims and fasteners. Are these items covered in the GFM labeled “Slide pad/shim kit” ? Does #4 under paragraph 3.2 come with new bushings and a new pin ? Items # 7 seem to be duplicated in work item # 22. Is this correct ? If so please delete this requirement from work item # 57 or state “ it is being done in work item # 22”.

As per Section 2 of Work Item 56, Coast Guard Technical Publication (TP) 3557, Section 573-C, Jul 2005, Manufacturer's Instruction Book-SWBS Group 568-573, Buoy Crane – Model EB-480-60-40 (225B-Class), see attached Appleton Marine kit list for the contents of the Slide Pad/Shim Kit, P/N YMD-8956. The contractor is responsible for supplying any parts needed that are not in the kit.

The cylinder, as per para 1.2 GFP, is provided by the government, the pins and bushings shall be provided by the Contractor.

Work Item 57, para. 3.2, tasks #7 & #8 can be deleted, as full (interior and exterior) preservation of the Buoy Crane is taking place in Work Item 22.
