About this file
This document is a Request for Information (RFI) for DFAS-Indianapolis containing questions and answers about security system maintenance and equipment. The RFI covers details about various security components, including 54 Automatic Door Operators (manufactured by Stanley), 85 door electric locks (mortises by Best Brand, strikes by HES), and discrepancies in equipment numbers between RFP and PPT documents. Key clarifications include that the contractor is responsible for maintaining system wiring, replacing small consumable cables and connectors, while DFAS will purchase replacement cameras, fiber connection modules, and Network Video Recorders (NVRs). The document notes plans for expanding secure areas, with potential increases in card readers (120-180), cameras (114-150), and NVRs (3-8). The contractor is expected to perform up to 12 equipment installations/removals per year, with the recommendation to budget for potentially 20 such services due to anticipated requirement increases.

DFAS- Indianapolis RFI Questions
What specific UPS battery certifications are required annually?
Answer: No, Batteries are just checked to ensure they are still functioning and verify the date of install, which is written on the battery.
Are there any preferred or approved UPS battery manufacturers for replacement units?
Answer: No, whatever is cost effective and appropriate for the system. General the contract takes NSN from the battery they are replacing and reorder. The Current battery used is the UltraTech UT 1272F1 12V 7.0 AH.
Is there a required format or template for submitting UPS battery certification documentation?
Answer: No
Who is the manufacturer of the 54 Automatic Door Operators (ADO) referenced in the equipment overview?
Answer: Stanley currently does the maintenance on the door, the manufacturer of ADO
Are there specific models or part numbers for the ADOs that must be supported or replaced?
Answer: Stanley or equipment that can meet the manufacturing requirements.
Who is the manufacturer of the 85 door electric locks, including electric strikes, electromagnetic locks (maglocks), and electrified locksets?
Answer: Electric door mortises are manufactured by Best Brand. Electric strikes are manufactured by HES.
Are there any additional devices (sensors, door contacts, motion detectors) not listed in the PWS that require maintenance? If so, do you have amounts of each? Including the amounts of sensors, contacts and motion detectors?
Answer: No, DFAS secuirty does not keep count of the motion sensors. These numbers will change constantly as new areas are added with potential adjustments to current specific requirements for that area.
RFP states (120) card readers and PPT shows (149) card readers - (140-180) Construction of additional secure areas
RFP states (102) cameras and the PPT shows (114) cameras
(114-150) plans for additional outside and inside camera, to include construction of secure areas
RFP states (6) NVRs and the PPT shows (3) NVR: (3-8)
Plans for new area, separation of current building system and plans to make FPCO independent
The RFQ states that the contractor is responsible for maintaining the system wiring. This was also stated during the site walk - My question: "If there is a camera down and it is determined that the network cable or fiber connection module is bad, is the contractor responsible for purchasing and install the new cable or fiber connectivity hardware to bring this camera back to operation?" I also read stated in Q&A #6 that DFAS will provide the replacement camaras for the contractor to install. Please clarify.
Answer: The Contractor would be responsible for replacement of small consumable IE cables, connectors, etc. As far as the replacement for cameras, fiber connection module DFAS would be responsible to purchase for replacement.
In relation to question #1: If an NVR is no longer operational and it needs replaced, will this become a cost to the contractor under the agreement, or will DFAS purchase the new NVR from the contractor and the contractor will install it under the agreement?
Answer: The contractor would be responsible for the repair of the current NVR and installation of new, but DFAS would be responsible in purchasing replacement of NVR .
The RFP states the following, "Equipment Install/Removal Service: The contractor shall perform up to an estimated 12 installations and/or removals of system equipment per year.
This work must be completed within 30 calendar days of notice for on-hand parts, or within 30 calendar days of receipt for ordered parts."
Can you please clarify what this means and if we need to factor in any costs associated with these (12) installations or removals?
Answer: Equipment Install. Removal service mainly pertains to install card reader and cameras , IDS and sensors. Yes I would factor that and I would up it to 20 since we have attentive increase in requirements for next year
