About this file

This document is a Questions and Responses file for solicitation HQ0423-25-Q-E099, detailing a security systems maintenance and upgrade project for DFAS (Defense Finance and Accounting Service) in Indianapolis. The project involves managing 109 CCTV cameras, 117 Access Control doors using LENEL OnGuard software (version 8.2), and 6 Intrusion Detection panels from Bosch or DMP. A mandatory site visit is scheduled for October 24th, 2025, at 10:00 am EST.

Key details include the contractor being responsible for managing LENEL OnGuard system credentials, potentially reusing existing wiring when applicable, and having administrative access for software updates and configuration changes. The project involves working with two different brand intrusion systems, with plans to standardize them in the future. Drawings and diagrams will be made available after contract award, and verification of completed work will be done by the Security Specialist and Contracting Officer's Representative (COR) using manufacturer's instructions. Preventive maintenance will follow UL 2050 standards with annual recertification and battery/UPS replacements as needed.
