L-04. SOURCE SELECTION METHODOLOGY
L-04.1 Offeror The Offeror is to be the single U.S. contractor with the responsibility and authority for the overall performance of the contract. The Government anticipates the Offeror may form teams and/or develop other business relationships for this effort. While the Government recognizes teaming may be necessary, it discourages any business relationship or guaranteed work share agreement that may inhibit the Offeror’s flexibility in meeting emerging and changing requirements or prevents the Offeror from introducing new technology, new sources or re-evaluating its procurement approach. Guaranteed work share, for the purpose of this proposal, is defined as an agreement in writing or otherwise that guarantees anticipated dollars, a total dollar amount, a percentage of anticipated or actual dollars earned, and/or a percentage of anticipated or actual work to be performed.
L-04.2 International Participation Foreign participation will not be authorized at the prime contractor or subcontractor level.
L-04.3 Competitive, Best Value Source Selection The Government contemplates the competitive award of up to three Cost Plus Fixed Fee (CPFF) contracts resulting from this solicitation. The proposal instructions in this section are designed to assist Offerors in preparing a complete response that reflects a full understanding of the proposed approach to accomplish all contractual requirements. Section M provides further detail as to how the proposals will be evaluated.
This is a best value source selection based on proposals received from Offerors. The Government will select for award the most advantageous proposal representing the best value to the Government based on the Source Selection Authority’s (SSA) integrated assessment of the stated factors, subfactors, and general considerations. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or subfactors to be eligible for award. By submission of its offer, the Offeror accedes to all solicitation requirements and identified constraints. The Government intends to award up to three single award CPFF contracts to Offerors that are deemed to provide the best overall value to MDA. The Government reserves the right to make more than three contract awards or no award.
L-04.4 Offeror’s Best Terms The Offeror’s initial proposal shall contain the Offeror’s best terms for technical, management, past performance, and cost/price. The Government intends to award without discussions.
Section L: Instructions, Conditions, and Notices to Offerors
However, if required, the Government may conduct discussions with Offerors in the competitive range in accordance with (IAW) FAR 15.306(c). Prior to discussions, the Offerors may be given the opportunity IAW FAR 15.306, to clarify certain aspects of their proposals (e.g., the relevance of an Offeror’s past performance information and adverse past performance information to which the Offeror has not previously had an opportunity to respond) or to resolve minor or clerical errors.
The Government reserves the right to consider as acceptable, only those proposals submitted in accordance with all instructions set forth or referenced in this solicitation. A proposal that omits material elements required of the solicitation may be omitted from further consideration. Failure to comply with the requirements of laws and regulations set forth or referenced in the solicitation may affect eligibility for award. The Government may reject any or all offers if such action is determined to be in the Government’s best interest.
The Government may reject any proposal that is evaluated to be unrealistic, including contract terms and conditions, or unrealistically high or low in cost/price when compared to the Government cost realism analysis, or such that the proposal is deemed to reflect an inherent lack of understanding/competence or failure to comprehend the complexity and risks of the Next Generation Aegis Missile (NGAM) requirement. The Government will consider, throughout the evaluation, the correction potential of any deficiency or problem. The judgment of such "correction potential" is within the sole discretion of the Government. If any aspect of an Offeror's proposal not meeting the Government's requirements is not considered correctable, the Offeror may be eliminated from the competitive range, if applicable. The Government will use this information to support competitive range and contract award decisions, as applicable.
At the Government's discretion, a competitive range determination may be utilized IAW FAR
15.306. Offerors are hereby notified that IAW FAR 15.306(c) (2), the CO may limit, with SSA approval, the number of the most highly rated proposals to a number at which an efficient competition can be conducted. The CO will promptly notify any Offerors of any decision to exclude them from the competitive range IAW FAR 15.503, whereupon they may request and receive a debriefing IAW FAR 15.505.
L-04.5 Final Proposal Revisions Once discussions have been concluded with Offeror(s) determined to be in the competitive range, if conducted, the CO will request that the Offeror provide a Final Proposal Revision (FPR) in accordance with FAR 15.307. The Offeror is advised that any changes to the proposal in the FPR must be fully addressed and/or explained and reflected in the proposed cost/price.
Failure to comply with this requirement can adversely influence the evaluation of the proposal.
The CO will establish a common due date and time for submission of the FPR.
When final proposal revisions are requested, any revisions or non-concurrence with contract terms and conditions submitted in the final proposal revision may not be subject to further discussion or negotiation and may render the offer unacceptable to the Government. This provision is not intended to restrict the Offeror’s opportunity to revise figures, e.g., prices, discounts, or percentage rates. Rather, it is intended to preclude any misunderstandings by the
Section L: Instructions, Conditions, and Notices to Offerors
Government, which could result if new or revised terms and conditions are submitted in the final proposal revision that have not been fully disclosed, discussed, and understood during discussions or negotiations. Hence, such new or revised terms and conditions are not solicited and, if submitted in the final proposal revision, may render the offer unacceptable to the Government.
L-04.6 Post Award Debriefing An unsuccessful Offeror will have three (3) business days from the date of Government notice of contract award to submit a written request for a post-award debriefing IAW FAR 15.506. An unsuccessful Offeror who fails to submit a timely request will not be entitled to a debriefing.
IAW FAR 15.506, the CO may elect to conduct the debriefing orally, in writing, or any other acceptable method. An Offeror will receive no more than one (1) debriefing.
L-04.7 Errors/Omissions If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the CO in writing with supporting rationale no later than five (5) business days after release of this solicitation. Also, the Offeror shall give written notification to the CO of ambiguities in the solicitation no later than five (5) business days after the release of this solicitation. All comments must be submitted on the comment resolution matrix, Attachment 2.
L-04.8 Mistakes Mistakes in an Offeror’s proposal shall be handled IAW FAR 14.407-4 as referenced in FAR 15.508.
L-04.9 RFP Revisions/Amendments The Government reserves the right to revise or amend any portion of this solicitation. Such revisions or amendments will be posted to FedBizOpps using Standard Form (SF) 30. If such amendments require material changes, the proposal due date may be extended at the discretion of the CO and by enough days to enable an Offeror to revise its proposal. In such cases, the amendment will include an announcement of the new proposal due date and time. The Offeror shall provide acknowledgement in Block 14 of the SF 33 of any solicitation amendments issued by the Government.
L-04.10 RESERVED
L-05. PROPOSAL PREPARATION INSTRUCTIONS
L-05.1 Classification and Presentation Each proposal volume shall be unclassified. Each volume shall be written in Standard English and be complete in itself (e.g. the Government will evaluate technical capabilities IAW Section M based solely on information in the Technical Volume. Do not include Technical information in other volumes unless they are required to support evaluation of the relevant Section M factor/subfactor for that volume). Unless otherwise specified, the Offeror may use any form of
Section L: Instructions, Conditions, and Notices to Offerors presentation, such as narrative, pictures, tables, graphs, schematics, logic, and other functional block diagrams to convey a concise description of information.
L-05.2 Completeness The Offeror's proposal shall include all data and information requested and shall be submitted IAW these instructions. Non-conformance with the instructions provided may result in an unfavorable proposal evaluation, or rejection of an Offeror’s proposal, rendering it ineligible for award.
The Offeror’s proposal shall be clear, concise, and include sufficient detail for effective evaluation by the Government and for substantiation of stated claims. The proposal shall not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet the areas to be evaluated. Offerors shall assume that the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the Offeror's proposal. The Offeror’s proposal shall respond to all factors and subfactors. The proposal shall demonstrate that the Offeror possesses the technical expertise, experience, and program management capability to plan, organize, and deliver the NGAM Concept Definition and Program Planning effort in a coordinated, technically competent fashion that is timely and cost efficient. Innovative management, technical, and business approaches to improve efficiencies and reduce costs are encouraged; but will not constitute an alternate proposal. The proposal shall include all of the information requested and must comply fully with these Section L instructions. Failure to do so may cause the proposal to be eliminated from consideration for award. Contingent or alternate proposals are not allowed and will not be considered or evaluated by the Government.
Offerors are reminded to properly mark their proposal documents which contain proprietary or restricted information.
L-05.3 Due Date Proposals are due at the location specified in L-06.4 on XX XXX 2010, 1500 hours (Eastern Time) except for Volume IV Past Performance. Volume IV Past Performance is due at the location specified in L-06.4 on XX XXX 2010, 1500 hours (Eastern Time). All Offerors’ proposal(s) shall be valid at least 180 days after the due date of XX XXX 2010. The Offeror shall make a clear statement in Volume I, Tab 1: Cover Letter (ref. L-07.1) that its proposal is valid until the applicable date as referenced above. NOTE: IF A PROPOSAL IS NOT

L-08.1 Technical Volume, Tab 1: Technical Subfactor 1 (TS1) – Systems Engineering
Submit a technical approach to develop a fully defined and thoroughly characterized Next Generation Aegis Missile (NGAM) concept that meets NGAM constraints and performance guidelines. The Offeror’s proposed technical approach must address the following:
(1) Performance Work Statement (PWS): Submit a PWS for the NGAM concept definition and planning effort that uses “the contractor shall” language in the development of the PWS and refrains from the use of language such as “the contractor will” and “as required”. Develop the PWS using performance based language. The PWS shall be inclusive of all required performance efforts, based upon the overall program objectives and constraints as stated in the SOO (Section J Attachment 1) and fully captures the discrete requirements of the Offeror’s Technical Approach. The PWS shall encompass the entire scope of work as stated in the SOO. Correlate the PWS with the Offeror’s Technical Approach and with the Offeror’s Integrated Master Schedule (IMS).
The winning Offerors’ PWS will be incorporated into the contract at contract award.
(2) System Engineering: Describe a structured and systematic systems engineering process to perform missile system level trades, subsystem level trades, and determine performance drivers that include cost and risk as key trade parameters. Define trade studies that address a full range of missile concepts including functional and physical concepts, missile component technologies, and system interfaces which provide performance in the NGAM reference missions and are within the constraints of the Aegis BMD 5.1 computer program, Mk 41 VLS, and BMDS architecture constraints defined by the Government. .
(a) Describe the level of component and sub-component trade studies planned and the methodology for trading individual component capabilities with their impact on sub-system and system level capabilities. Describe how factors such as performance, cost, risk, and schedule are measured and utilized for making decisions. Identify the analysis and performance assessment tools that support the trade studies.
(b) Describe the necessary evaluation criteria including system performance (Launch Area Denied, Defended Area, Probability of Engagement Success).
Include schedule, risk, mission assurance, safety, reliability, NGAM logistics impact, testability, manufacturability, production and life cycle cost, and average unit production cost.
(c) Describe the approach to evaluate concepts for both land and sea-basing. The baseline operational assumption is that NGAM will be initially land based with functionality and interfaces consistent with the Aegis Weapon System (AWS) BMD 5.1 concept, but must maintain maximum compatibility with sea basing. Describe the approach of evaluating alternative weapon system concepts for both land and sea-basing. Describe how trades on modifications of the BMD 5.1 concept are to be conducted to balance performance, cost, risk, and schedule. It may be assumed that ship basing would be implemented at a time beyond 2020.
(d) Describe the weapon system level trades to be conducted including the relationships between system performance versus the following items: missile velocity, divert capability, and seeker capabilities at varying levels of sensor and communication engagement support quality (which will be provided by the Government); concepts to satisfy keep out zones for intercept debris, missed intercepts, and spent booster stages; missile interfaces with the weapon system and the inflight communications architecture for the purpose of enhancing performance in raid scenarios; concepts that provide telemetry, flight termination, and kill assessment support.
(e) Describe missile-level trade studies to address a full range of potential concepts for the missile architectures including propulsion system options to maximize missile velocity by drag reduction, propellant formulation, reduction of structural weight, reduction of other inert component weights, and KW lethality versus threat types and payloads. Describe how the trades will ensure compatibility with the MK41 VLS (Note: designs that require no modifications to the MK41 VLS are preferred; however, modifications to the VLS module that do not impact external interfaces may be explored if necessary to meet performance requirements. For the purpose of these trade studies, the Government will provide the maximum inside dimensions of the missile canister.) Describe approach to propulsion trades. An all-solid propulsion stack is the preferred solution to ensure maximum compatibility for future shipboard use. Describe the approach to fully exhausting solid propellant configurationconcepts and the approach to demonstrating the full life cycle cost and logistics implications of any alternate concepts assessed.
(f) Describe missile subsystem trade studies to include the following: seeker concepts with improved acquisition/discrimination ranges, on-board versus off-board discrimination approaches, and counter measures mitigation capabilities; the nosecone’s shape, deployment, and thermal protection; the
Section L: Instructions, Conditions, and Notices to Offerors minimization of weight and improved reliability of the avionics architecture which includes cables, connectors, and wireless options; lightweight and reliable batteries; control concepts to minimize weight, provide stable flight, and provide the needed maneuver capability throughout the mission; the inertial measurement unit to support guidance, navigation, and control for inflight environments; the guidance, navigation, and control system concepts to achieve handover error conditions and terminal intercept; trajectory shaping to enhance flyout performance.
(g) Describe the approach to evaluate the trade between performance, risk, cost, and schedule versus compliance with MDA and U.S. Navy standards which includes HEMP/HAENS Level II core standard compliance, anti-tamper regulations, and safety standards regarding insensitive munitions and use of liquid propellants.
(h) Describe the approach to estimate missile system reliability and address reliability concerns.
(3) Technology Maturity/Risk Assessment and Technology Risk Reduction: Describe the process for assessing technical maturity of interceptor concepts using MDA defined Technology Readiness Levels (TRL).
(a) Describe what criteria will be used to assess risk, what data will be used for the assessment, how the necessary data will be obtained, and how the resulting assessment will be documented with clear rationale for each assessment. Describe the component breakdown level of the assessment and how different levels will be combined into a consolidated assessment. Describe a risk management process to include identifying program risk, assessing the risk, and developing risk mitigation strategies. Describe the approach for assessing concept manufacturability, and define manufacturability risks.
(b) Describe how the technologies selected for demonstration/testing can contribute to NGAM performance goals. Describe, with rationale, the TRL before and after the proposed tests. Describe the test article hardware and software configuration, test facility configuration, test objectives, data collected, and test schedule. Provide a risk assessment for executing each proposed test.
(4) Describe the analysis and modeling/simulation approach for conducting system level trades studies, missile concept trade studies, and estimating weapon system performance.
Address the following in describing the analytical approach used:
(a) Substantiate the feasible concepts through detailed analysis.
