Section A - Solicitation/Contract Form
QUESTIONS AND ANSWERS
1). We understand that top security clearance is required, what is the process for a contractor who will need to obtain such clearance?
Contractors will not be sponsored to obtain clearance on this requirement.
2). We have learned that we are not able to bid this contract as a prime, because we do not have the required Facility Clearance. However, we are hopeful that we can participate as a subcontractor. Are there any contractual pricing or other benefits a prime could realize by utilizing a Native American firm as a subcontractor? If there is not, may we request you consider adding such a clause?
There will not be any changes to provide additional benefits to prime contractors for utilizing certain subcontractors.
3). PWS 2.1 states “…the Contractor shall maintain a minimum 96% AQL…” PWS Part 7 and RFP Section E.2 also refers to a 96% AQL rate as being acceptable.
In other words, maintaining an AQL of 96% or greater (i.e., unacceptable rate of 4% or less) is acceptable.
However, PWS 2.4 states that the Contractor is to exceed the 96% AQL, in which case, any requirement meeting an AQL of 96% would be considered unacceptable. While we always strive to exceed, when possible, the designated minimum requirement, it is unclear whether the minimum acceptable requirement is 96% or if it is greater than that – perhaps 96.1% or 96.5%? Please clarify.
PWS 2.4 revised to state The Contractor shall implement quality control strategies that produce continuous quality deliverables that maintain a minimum or exceed the 96% AQL. The rest of the paragragh remains the same.
4). Would the Government please clarify the purpose and applicability of the table that appears in the PWS on page 31 of 118, following PWS 3.8 and just before
PWS 3.9?
PWS revised to show the table now title Federal Guidance.
5). PWS 6.1.1 states that equipment that produces water pressure greater than the standard building supplied potable water pressure is prohibited. What is the standard building-supplied potable water pressure?
65 psi
6). PWS 8.1 references Attachment JC3, PFPA NCIC Building Access Form. We cannot locate Attachment JC3. Would the Government please provide the referenced attachment?
PWS revised. Form will be attached to the apparent awardee and not to the solicitation.
7). PWS 8.12 states, in part, that “the Contractor shall notify the COR at least five (10) days in advance when safety meetings are scheduled.” Is the Contractor to notify the COR five (5) or ten (10) days in advance?
Please clarify.
PWS Corrected to show 10 days.
8). PWS 8.14 requires a complete QC Program be submitted within 15 days from contract start. PWS 9.9.
requires the QC Plan to be submitted within 10 days of contract award. Please clarify when the QC Program/Plan is due.
Revised to show 15 days.
9). The response times listed under PWS Part 10, “Work Priorities,” differ from the response times listed
Changed to 15 min for emergency work in normal hours.
at PWS 3.7. Which response times take precedence?
Please clarify.
10). PWS Part 10, “Work Priorities,” does not specify response times for outside normal work hours. Please clarify.
Refer back to Work Priorites: It states There is no fixed response time for afterhours work.
11). Section E.2.A, as an example for deductions, references “.04 percent.” In a mathematic equation,
0.04 would calculate 4.0%; but 0.04% would, mathematically, be 0.0004 in a calculation (0.04 of 1%). Based on the example calculation used, it would seem the Government means EITHER “If more than 4% [or 4 percent] of the total actual restroom square footage…” OR “If more than 0.04 of the total actual restroom square footage…” as opposed to “.04 percent.” Please clarify.
Total actual from the restroom from the revised JB1 Pricing Sheet look at restrooms. See A23 Pricing Sheet.
12). RFP Section E.2.A references Attachment JB1.
There does not appear to be an Attachment JB1.
Attachment J1 – which, when opened, is titled “Attachment JC1” at the top – is a map for Snow & Ice Treatment Areas. Please clarify.
ATTACHMENT 1 IS JCI SNOW AND ICE
TREATMENT
13). RFP Section E.2.B references Attachment JC2. Is the Government referring to Attachment J2, “MAXIMO QA Job Plan Task Inspections”? Please clarify.
Yes, that’s the Government Job Plan that the QA’s uses in their inspections
14). Page 60 of 118 of the RFP is blank. Would the Government please confirm that it was left blank intentionally and that there is no missing data?
Just a contracting writing system format error. It can be ignored.
15). Section L-4, Proposal Content, states the Offeror’s proposal is to include “A. A completed Standard Form 1449” and “B. Cover Section.” Please confirm that a “Cover Section” is required for each of the three volumes.
Yes for each volume.
16). Section L-4, Volume I: Technical, 2) Proposal Length, requires double-spaced 11 point font, excluding tables and charts. Is text in headers and footers (e.g., Offeror name, solicitation number, page numbers) also excluded from the double-spaced 11 point font requirement, so long as legibility is maintained? Please clarify.

17). Are captions for tables and charts excluded from the double-spaced 11 point font requirement, so long as legibility is maintained? Please clarify.

21). Attachment J4, Past Performance Data (PPD) Sheet, Block 12 refers to “utility cleaning and plumbing preventative maintenance services.” The proposed contract is for janitorial services. Please clarify.
Corrected. This is for the Janitorial Services . But if you have already turn in your PPD sheet with the utiity cleaning preventative maintenace service it will be accepted by the Government.
22). Section L-4, Volume II: Past Performance, paragraph 1) states that each reference – utilizing Attachment J4 -- is to be no more than two pages.
Attachment J4 states that Block 14, which falls on the second page of the attachment, calls for a summary description of contract work that is not to exceed two pages ATTACHED (i.e., in addition to) to Attachment J4, which would make each reference not to exceed four pages total. Please clarify the page limits for each reference.
Two (2)
23). Attachment J4, Item 13c requires a copy of the most recently submitted SF 294/295 IF an Offeror’s response is “Yes” to Item 13a. If it is required to be submitted, will the SF 294/295 be EXCLUDED from the page limit established for each reference?
The SF294/295 is not included as part of your page limit.
24). Section L-4, Volume II: Past Performance, paragraph 3) refers to the PPQ as Attachment M-2. Is the Government referring to Attachment J3? Please clarify.
Yes, corrected. The soliciation is in the Uniform Contract Format (UCF) IAW FAR 15.204-1 therefore, Section M refers to Evaulation for Award, Section J is Exhibits
25). Section L-4, Volume II: Past Performance, paragraph 3) states, in part, “As stated in Attachment M-1, the reference will complete this form and return it directly to the Government by the solicitation closing date.” Presuming that the Government is actually referring to Attachment J3, which is the PPQ, there is no such direction for references; there is no indication to whom the completed PPQ is to be provided, how it is to be submitted, or when it is due. Please clarify.

We have multiple follow up questions to these inquiries.
1). This statement seems to only apply 6.10.4, The COVID19 Sanitize CLIN will be a square-foot priced requirement and ordered by the COR as needed, during normal business hours 0600 – 2200 Monday – Friday. Will the government confirm or clarify. (1).
(Answer) Requierment 6.10.4 "Clorox 360 Spray Sanitizing System" is a stand alone service and services will be ordered through CLIN0012 - CLIN4012 by the square footage.
2). 6.10 seems to state that COVID19 will be the standard cleaning of the contract. This requirement replaced the Contractor’s previous 3-Color Microfiber liquid cleaning procedure and shall be the only method the Contractor uses during the life if the contract. (2).
"Correct" 3). In the CLIN structure, it describes Emergency Response and the unit is priced as EACH not SF as to represent an event or occurrence. This seems to line up more with paragraph 3.6. (3). (Answer) 3.6.
"Emergancy Responce Services" (ERS) not associated with any other requirement in the PWS. CLIN's 0009 - 4009 is an Event drivin service ordered by the COR, to assist in flood water recovery.
CLIN's 0009 – 4009 is no longer COVID

TOTAL URINALS: 87
TOTAL FIXTURES # 636

1.2. Background
The Pentagon sits on 34 acres of land including the five-acre center court, making a footprint large enough to accommodate five Capitol buildings. In spite of the Pentagon’s tremendous size, it takes only seven minutes to walk between any two points of the building because of its unique design. There are approximately 6,600,000 gross square feet of space, 280 restrooms, 7,750 windows, 130 stairways, 40 escalators, elevators, 17.5 miles of corridors, and 700 water fountains.
