SECTION M - EVALUATION FACTORS FOR AWARD
EVALUATION METHODOLOGY
1. BASIS FOR CONTRACT AWARD
1.1 This is a Competitive (8a), Best Value Tradeoff Source Selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, The Government will award a contract resulting from this RFP to the responsible offeror whose offer, conforming to the solicitation, represents the best overall value to the Government when all non-price and price-related evaluation factors are considered. This process may result in an award being made to a firm with a higher-priced offer where the decision is consistent with the evaluation criteria/factors and the Source Selection Authority (SSA) determines that the technical or service superiority and/or overall business approach and/or superior past performance of the higher priced offer outweighs the price difference.
Factor 1: Key Personnel – Pass/Fail Criteria Factor 2: Management Approach Factor 3: Past Performance Factor 4: Price
Pursuant to FAR 52.212-1(g), Instructions to Offerors – Commercial Items (JAN 2017), the Government may evaluate offers and award without discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
mailto:Melvina.L.McNeill.civ@mai.mil mailto:Stormy.L.Anthony.civ@mail.mil
2. EVALUATION FACTORS AND SUBFACTORS
The Government intends to award to the Offeror whose proposal offers the best value in terms of the following factors:
PASS/FAIL CRITERIA
Factor 1: Key Personnel
TRADE-OFF FACTORS
TECHNICAL APPROACH
Factor 2: Management Approach Sub-factor 1: Preventative Maintenance (PM) Plan
Sub-factor 2: Management Plan Sub-factor 3: Quality Control (QC) Plan
Factor 3: Past Performance
Factor 4: Price
2.1 Relative Importance of the Evaluation Factors: Management Approach Factor 2 with three (3) equally important subfactors, are of equal weight and are individually more important than Factor 4 Price and Factor 3 Past Performance factors combined. Factor 4 Price is more important than Factor 3 Past Performance.
2.2 Initially, all responsive offerors’ will be evaluated for their ability to meet the Key Personnel Qualifications. If the offeror is rated as “Fail”, then the rest of the offeror’s proposal will not be evaluated, if the offeror is rated as “Pass” on Key Personnel Qualifications, the offeror will then be evaluated under Factor 2 (Management Approach) and provided an adjectival rating. All sub-factors within Factor 2 (Management Approach) are of equal importance.
If an offeror receives below an “Acceptable” rating in any sub-factor under Factor 2 (Management Approach), the offeror shall be ineligible for award and shall not be further evaluated. If an offeror receives a rating of “Acceptable” or above, the offeror will be evaluated under Factor 3 (Past Performance). If the offeror receives a “No Confidence” rating under Factor 3 (Past Performance), the offeror shall be ineligible for award and shall not be further considered. If an offeror receives a rating greater than “No Confidence” under Factor 3, then the offeror’s price shall be evaluated under Factor 4 (Price).

TABLE M1 – Pass/Fail Rating Method
RATING DEFINITION
Pass Proposal meets the requirements of the solicitation Fail Proposal does not meet the requirements of the solicitation
3. TRADE-OFF FACTORS
3.1 FACTOR 2: Management Approach will be evaluated using a combined technical/management rating and risk rating in the table below. The combined technical/risk rating includes consideration of risk in conjunction with the strengths, weaknesses, significant weaknesses, uncertainties, and deficiencies in determining technical rating.
An unacceptable rating under any sub-factor or overall shall render the offeror ineligible for award. Combined technical/risk evaluations shall utilize the combined technical/risk ratings listed in Table M2.
Subfactor 1 – Preventative Maintenance (PM) Plan. The Government will evaluate Section L4 - Proposal Content, 2 - Management Approach, Paragraph A Preventative Maintenance Plan of the offeror’s proposal in accordance with the following criteria:
• The PM Plan shall include all equipment to be serviced throughout the life of the contract to include the base year plus all option years.
• The degree of effectiveness of the offeror’s proposed unique processes, resources, and/or qualifications that will be utilized to ensure that the equipment to be serviced will operate at optimal levels with minimal failures.
• The offeror’s proposed schedule, process, and resources to all identified tasks shall be allocated appropriately for the undertaking and minimized underutilization of resources.
Subfactor 2 – Management Plan. The Government will evaluate Section L4 - Proposal Content, 2 - Management Approach, Paragraph B Management Plan of the offeror’s proposal in accordance with the following criteria:
• The offeror’s management plan shall offer a plan of action for all tasks required for contract administration.

Subfactor 3 – Quality Control (QC) Plan. The Government will evaluate the Section L4 - Proposal Content, 2 - Management Approach, Paragraph C Quality Control (QC) Plan of the offeror’s proposal in accordance with the following criteria:
• The offeror’s quality control plan shall offer a comprehensive plan for all aspects of the organization.
• The offeror’s organizational structure for its QC process is established in a manner that it minimizes potential conflict of interest between the offeror’s personnel (or subcontractors) that perform the PM work and the personnel that inspect the PM work.
• The degree of effectiveness of the offeror’s proposed unique processes, resources, and/or qualifications that will be utilized to ensure that the QC plan actively identifies and corrects performance failures in its PM program.
TABLE M2 – Combined Technical/Risk Rating Method
Adjectival Rating Description
Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.
3.2. FACTOR 3: Past Performance – The past performance evaluation factor assesses the degree of confidence the Government has in an offeror’s ability to supply products and services that meet users’ needs, based on a demonstrated record of performance. Performance confidence is assessed at the overall past performance factor level after evaluating aspects of the offeror’s recent past performance.
Past performance information shall be obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases;
interviews with Program Managers and Contracting Officers.
There are three aspects to the past performance evaluation: recency, relevancy, and quality.
Step 1 – Recency. The first step is to evaluate the recency of the offeror's past performance. To be considered recent, projects submitted shall have been completed within the past three (3) years from the date of solicitation issuance or currently ongoing and have completed at least three (3) years of performance by solicitation issuance.
Past performance information that fails this condition will not be evaluated.
Step 2 – Relevance. The second step is to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. The relevancy rating evaluates the aspects of an offeror's recent history of contract (or subcontract) performance that would provide the most context and give the greatest ability to measure whether the offeror will successfully satisfy the current requirement. There are four levels of relevancy as shown in Table 2.
TABLE 2 – Past Performance Relevancy Rating Method
Adjectival Rating Description
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
If the offeror submits recent and relevant projects performed by a subcontractor as a past performance reference the offeror must also explain how the subcontractor significantly contributed to the performance of the referenced project and how the offeror expects the subcontractor to significantly contribute to the successful performance of the solicited work.
Step 3 - Quality of Products or Services. The third aspect of the past performance evaluation is to establish the overall quality of the offeror's past performance. The past performance evaluation conducted in support of a current source selection does not establish, create, or change the existing record and history of the offeror’s past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the offeror performed those past contracts. The past performance confidence assessment rating is based on the offeror's overall record of recency, relevancy, and quality of performance. In conducting a performance confidence assessment, each Offeror shall be assigned one of the ratings in Table 3.
In the case of offerors for which there is no information on past contract performance or where past contract performance information is not available, the offeror may not be evaluated favorably or unfavorably on the factor of past contract performance. In this case, the offeror's past performance is unknown and assigned a performance confidence rating of "neutral."
TABLE 3 –Performance Confidence Assessments Rating Method
Adjectival Rating Description
Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
3.3. FACTOR 4: Price
Price will not be assigned an adjectival rating. The offeror’s fixed price shall be submitted on a Pricing Template (Attachment 4), as completed by the offeror. The pricing submitted will determine the total evaluated price of each offeror, inclusive of all option periods. Price proposals will be reviewed for reasonableness to determine whether it reflects an understanding of the requirements or contains apparent mistakes. Normally, price reasonableness is established through adequate price competition, but may also be determined through cost and price analysis techniques as described in FAR 15.404. For additional information, see FAR 31.201-3.
For the purposes of price evaluation, the phrase "all option periods" in this section includes the total of the base period and all options including a potential six month extension of services under FAR clause 52.217-8. Half the amount proposed for Option Year 4 pricing will be utilized for the evaluation of the six-month extension. However, in the event that the Government wishes to invoke FAR clause 52.217-8, during any year of the resultant contract, the rates that will be used for the extension are the rates applicable to that current year and the extension shall not exceed six (6) months in total length.
The offeror’s proposed approach shall be consistent with the price proposal.
