QUESTIONS AND ANSWER
19 January 2012
1. The file name of the Amendment 0001 released on January 12 includes the word “proposed,” (Proposed Amend1-ISSC1-10-12.doc) and there is a large “DRAFT” watermark on page 1 of the amendment.
Question: Is the Amendment 0001 released on January 12 in fact the final version of the amendment or should vendors anticipate the release of an Amendment 0001 document marked “final”?
ANSWER: Yes final, the “DRAFT” watermark has been removed.
2. In all of the written documentation, it is indicated that the points of contact are Denise McKissick and Dhavid Cayanan, however the email address provided for Mr. Cayanan is returned undeliverable.
Question: FBO.gov lists Mr. Cayanan’s name and email as Dhavidson. Can vendors correctly assume that Dhavidson is the correct spelling?
ANSWER: dhavidson.cayanan@whs.mil
3. Following questions are in reference to Attachment 5 pricing excel
a. Regarding text: Item I.1.30 (Main Entry-Expedited): Install one AMAG alarm control panel: (1) DCU board (2) I/O Board, (1) 4-amp power supply, (1) AMAG exterior reader, (1) AMAG interior reader, (1) alarm status indicator, (1) electric strike, (1) request to exit sensor, (1) Infrared motion sensor, and (1) balanced magnetic switch. Complete in 30 days.
Question: Does Pentagon want 2 DCU (2 door controller) board or 4 DCU (4 DCU controller) board for pricing Item I.1.30?
ANSWER: We are requesting the use of the M2150 AMAG 4DCU with the Homeland Security Addition. This will allow for 4 card reader.
b. Question: For Item I.5.30 to I.6.60- There are no door contacts, no request to exit and no locks. Are these devices existing or provided by others?
ANSWER: Due to the fact that the contractor will be providing the electric strike, it can be assumed; the existing lock will be used and is operational in I.5.30. There should be a request to exit sensor, an Infrared motion sensor and a balanced magnetic switch.
I.6.60 should have an electrified mortise lock, an Infrared motion sensor and a balanced magnetic switch.
c. Question: Are the AMAG boards listed in the Revised Attachment 5 being added to existing enclosure?
i. If yes, should vendor also include the board MN-CAB-fix for the enclosure?
ANSWER: Yes, the Symmetry CAB4 enclosure kit should be provided as well.
ii. If no, who is to provide the new enclosure? What is the manufacturer, or requirement of the enclosure?
d. Question: Should vendor price a power supply board only, or power supply with enclosure and battery?
ANSWER: Power supply with enclosure and battery.
i. Question: If vendor is to provide Power Supply board only, who is to provide the enclosure and batteries?
e. Question: Should the vendor provide ACM 8 relay boards and Power distribution module PD8 for the power supplies, or will this be an additional item to be provided at a later time and billed separately?
ANSWER: Yes, if required to operate the system.
f. Question: Is the vendor to include the cable as per the description or footage provided in Attachment 13?
ANSWER: For attachment 5, the vendor is to provide all cable necessary. Distances will vary depending on location.
g. Question: Some of the doors include both in and out card readers with request to exit. Is this accurate; is the vendor to provide both readers and the request to exit sensors?
ANSWER: Yes, the interior card reader could be necessary to deactivate the alarm system. The request to exit sensor is to shunt the alarm for egress.
h. Question: Are the access panels installed in head-end/security closet or above the doors?
ANSWER: Above the doors when possible.
i. Question: For labor content, should the vendor account for CAD drawings to be included with the line item prices? Yes
ANSWER:
4. Follow-up Question to 2nd Round, Question #1 & ANSWER: This offeror considers the Government’s answer to this question to be inadequate: “No. Although commercial in nature, the services are considered non-commercial and FAR 15 applies.”
Please provide a detailed explanation/analysis based upon the FAR definition of a “commercial item” that adequately justifies the Government’s “non-commercial” determination.
In the absence of a more reasonable explanation/analysis, this offeror believes the Government may be opening itself up to a potential protest.
ANSWER: The Government has reviewed FAR 2.101, FAR 12.203, FAR 13.5, FAR 15, DFARS Parts 212 and 215 to determine if the supplies and services being procured are commercial or non-commercial items. All of the supplies and services being purchased under the ISSC solicitation are commercial items. The solicitation will be amended to add FAR 52.212 and DFARS 252.212 clauses and delete the appropriate clauses from the solicitation as outlined below:
