The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives with a realistic and reasonable cost.

The Government reserves the right not to make an award as a result of this competition if it is in the opinion of the Government that none of the submissions will provide satisfactory performance at a cost that is considered fair and reasonable and/or economically feasible.
