Test Support
Statement of Work
Dated, October 19, 2015
1.0 Objective:
The Defense Threat Reduction Agency is conducting a test in support of the Weapons Effects Program (WEP). The test involves the static detonation of high explosives and conducted in a simulated facility located at Kirtland AFB. The objectives of the tests include determination of structural damage of walls, and structures of various design and damage to offices and interior contents. The objective of this Task Order (TO) is to provide all required test and instrumentation support for the Weapons Effects Program test defined. Test objectives are to collect and provide environment (i.e. pressure, acceleration, velocity, displacement) data from the simulated test. Additional test specific details are provided below in pictorials.
1.1 Background:
DTRA J9CXT mission is to provide end-to-end test event planning, management, safe execution and results analysis support to DoD, Federal Agencies, and friendly nations' programs to counter proliferation of Weapons of Mass Destruction.
1.2 Scope:
The contractor shall provide all required support to field five events over one year (14 Aug 2016 through 13 July 2017), including all labor, equipment, and materials to cover planning, calibration and maintenance, design, documentation, build-up, pretest, test, posttest event support, and dismantling/clean-up, including transportation/ shipment of instrumentation equipment and personnel to, from, and within the event site. The contractor shall calibrate, configure, operate, and maintain the DTRA Data Acquisition Systems (DASs), Timing & Firing systems (T&F), Optics Systems, and environmental gauges. Assume 25% gauge failure after each test. The test setup will be same for each test.

3.0 Technical/Task Requirements:
3.1 Requirements:
The contractor shall design and document an instrumentation and optics plan necessary to achieve the stated TO and test objectives. The contractor shall execute the plan by fielding the required data recording, optical and timing and firing systems necessary to capture the desired data and accomplish a successful test. The contractor shall configure and operate all equipment associated with Data Acquisition Systems (DASs), T&F System, Optics Systems, and data playback systems; provide equipment calibrations and functional checks. The contractor shall conduct pre-test prepatory dry runs, dress rehearsals and mandatory full participations (MFPs) events to ensure successful test execution. The contractor shall collect all test data (instrumentation data and optics data) during test execution by operating DASs, Optics Systems, T&F System, and A&F system together. At the conclusion of the test execution, the contractor shall provide all test data (data and video) and functionally check the condition of all gages. The contractor shall disconnect and removal all gages, cabling, cameras and equipment.
3.1.1 Test Planning:
The contractor shall design and document instrumentation plans and optics plans necessary to achieve the stated TO and test objectives. The plan shall be two parts: instrumentation and optics, and contain appropriate security/distribution statements. The areas to be addressed in the plans shall include: a. Test team, b. Test Objectives, c. Test concept matrix, d. Instrumentation/optics objectives, e. Concept of operations, f. Instrumentation/optics requirements, g. Test bed/site layout, h. Structure design, i. Instrumentation/optics layout, j. Instrumentation/optics mounts utilized, k. Predictions, l. Instrumentation/optics shot sheet, m. Cabling plans, n. Cabling protection plans, o. Grounding/shielding scheme schematic, p. T&F/IRIG/triggers/signal distribution diagrams, q. Proposed schedules, Issues/recommendations, and r. Any additional amplified information deemed necessary to clarify test set-up. The government will provide information above for: a. Test team, b. Test Objectives, c. Test concept matrix, g. Test bed/site layout, h. Structure design, and k. Predictions. The contractor shall provide instrumentation plans and optics plans to the Instrumentation Working Group (IWG) for evaluation. The contractor shall revise plans based on IWG recommendations. Plan shall be submitted in Microsoft PowerPoint format.
3.1.2 Test Operations:
Contractor shall conduct test dry runs, dress rehearsals, MFPs, pre-test, test execution, post-test, and dismantling/clean-up. Dry runs are informal data collection activities operating DASs, Optics Systems, T&F System, and A&F system, either independently or together to exercise systems and ensure proper data collection capability before other formal activities. Dress rehearsals, MFPs, and pre-test are formal data collection activities operating DASs, Optics Systems, T&F System, and A&F system together to exercise systems and ensure proper data collection capability before, which will mimic the actual test sequence activities. Test execution is the formal data collection activity operating DASs, Optics Systems, T&F System, and A&F system together to collect data. Post-test activities include providing test data and functionally checking the condition of gages. Dismantling/clean-up shall include disconnecting and removal of all gages, cabling, cameras and equipment.
3.1.3 Fielding Plan:
The contractor shall provide a Fielding Plan Report, otherwise referred to as a Shot Book, to the assigned Instrumentation Engineer (IE) (or Optics Engineer (OE) if IE is not assigned) prior to executing any test. The report shall include: Gage calibration information (manufacturers and in-house verification calibration), checklists for processes used to configure systems (instrumentation, optics, and T&F), and final configuration schematics and one-liner drawings of systems (instrumentation, optics, and T&F). One-liner drawings depict all equipment used in systems and their connectivity by “one-line” to other equipment in the respective system. Within 1 day following execution of test, the contractor shall provide completed checklists.
3.1.4 Equipment Operation:
The contactor shall calibrate and/or conduct functional checks on all equipment IAW manufacturer’s recommendation and Standard Operating Procedures (SOPs) prior to fielding equipment in support of this effort. The contractor shall install/field required equipment and provide necessary connectivity of equipment to DASs, T&F System, and Optics Systems to conduct testing activities. The contractor shall operate required equipment to ensure proper data collection.
3.1.5 Gage Installation:
The contractor shall procure all required gages (pressure and accelerometer) necessary to meet test objective requirements. Prior to installing/fielding gages, all gages shall be calibrated to manufacturer’s specifications. Gages shall be soldered to cabling following grounding/shielding scheme schematic.
3.1.6 Gage Mount Installation:
The contractor shall utilize existing ceiling gage mounts in the structure for pressure gage locations/installation. The contractor shall design and install/field a gage mount for accelerometers for mounting to wood wall studs. Gage mounts shall protect the accelerometers to ensure maximum data collection time.
3.1.7 Cabling:
The contractor shall procure all required cabling (multi-conductor instrumentation, coaxial, fiber optic, field wire, etc.) necessary to make all equipment/instrumentation/optics connections to meet test objective requirements. Connectivity shall be from gages, through intermediate J-Boxes, to end item (DAS System, T&F System, and/or Optics System). The trunk cabling from forward J-Boxes to Instrumentation van (Ivan) and T&F location are in-place as infrastructure. The contractor shall design and employ a cable protection scheme to ensure maximum data collection time before cable failure.
3.1.8 Data Acquisition System (DAS) Operation:
The contractor shall configure and operate DAS equipment hardware/software and shall include: Time-code generator, signal conditioning, data recorders and uninterruptable power supplies (UPSs), at Ivan. DAS system shall have real-time viewing and control capability of gage performance on test bed at Ivan location. All data shall be dual recorded over minimum period of 2-seconds before blast to 2 seconds after blast. DAS configuration shall follow the grounding/shielding scheme schematic and T&F/IRIG/triggers/signal distribution diagrams. Data collection shall meet or exceed data collection objectives. Provide test data on hard copy paper plots/listings and magnetic/optical media.
3.1.9 Optics System Operation:
The contractor shall configure and operate optical system equipment hardware/software, cameras (High-definition and/or High-speed), T-0 flash bulb, room lighting, photo pole/markers, and mirrors. Cameras, T-0 flash bulb, and room lighting on test bed will require remote power systems such as generators and/or battery. Optical system shall have real-time viewing, control, and play-back capability of high-speed cameras on test bed at T&F location. Data shall be dual recorded over minimum period of 10-seconds before blast to 30 seconds after blast. Optical system configuration shall follow the grounding/shielding scheme schematic and T&F/IRIG/triggers/signal distribution diagrams. Data collection shall meet or exceed data collection objectives. Provide test data on magnetic/optical media.
3.1.10 Timing and Firing (T&F) Operation:
The contractor shall configure software/operate T&F system required to execute timing and firing start/stop signal distribution. The T&F system shall include, at a minimum, a sequencer and uninterruptable power supplies (UPSs), controlling DAS systems, optical systems, room lighting, T-0 flash bulb, and control of explosives Arming and Firing (A&F) system. T&F system configuration shall follow the grounding/shielding scheme schematic and T&F/IRIG/triggers/signal distribution diagrams.
3.1.11 Personnel and Transportation:
The contractor shall provide all transportation for movement of equipment and personnel to/from and within test support area. The contractor may be required to rent or lease, and operate, vehicles and special purpose equipment, which may include special licensing of operators, to support requirements of the test.
3.2 Safety:
The contractor shall provide safety program required by Public Law 91-596, herein known as the Act. Provide a place of employment which is free from recognized hazards that are likely to cause death or serious physical harm to employees. Comply with the standards, rules, and regulations provided pursuant to the Act. Comply with Federal, DoD, Army, Air Force, State, and local standards, rules and regulations (federal regulations take precedence unless state or local regulation is more restrictive). Recognize and anticipate hazard compliance requirements specific to work and test efforts. Incorporate means to mitigate hazards yet to be identified or prior to conducting operations. Abate all safety problems identified during such inspections within the time period specified by the inspector; otherwise, contractor operations may be ordered to stop by the Government. Manage safety programs ensuring compliance with DTRA specific programs including HazCom, PPE, respiratory protection, fall protection, and other core programs.
3.2.1 OSHA Safety:
Implement, provide, and maintain a general safety program, which conforms to the applicable Federal OSHA general industry and construction safety standards, State, DoD, and local, standards, and recognized national consensus standards. Establish a program to identify and correct unsafe or hazardous conditions and to report hazards outside their control. Establish a program to investigate accidents and safety incidents. Comply with all applicable transportation and traffic safety requirements.
3.2.2 Mishap Reporting:
Report all accidents, injuries, illnesses, of contractor personnel and damage to Government property/equipment that occur as a result of the contractor's activities. The Government may elect to conduct an investigation of any mishap. Cooperating fully and assist the Government's personnel on any investigation.
3.2.3 Industrial (Ground) Safety:
Implement a ground safety program, which conforms to the applicable Air Force Occupational Safety and Health (AFOSH) standards, OSHA standards, DTRA Directives and recognized national consensus standards. Comply with all applicable traffic safety requirements.
3.2.4 Job Hazard Analysis (JHA) and Operating Procedures:
Conduct and certify JHAs for all work sites, identify and implement mitigation actions to reduce risk to workers and others. Develop and implement Standard Operating Procedures for all hazardous work activities. Provide JHA & SOP to COR for safety review.
3.3 Security:
The contractor shall provide Security Program capability to meet security requirements for use by program providing all necessary support to meet security requirements for all tasks. Provide personnel with the appropriate secret clearance for task. Follow all applicable security guidelines.
3.4 Quality Assurance:
The contractor shall institute a quality assurance program ensuring excellence is achieved in test design and implementation of instrumentation and optical data systems required for deliverables to meet DTRA requirements.
3.5 Travel:
Local travel is expected
3.6 Government Support:
The contractor shall be supplied GFE/GFF/GFP as listed in the base contract.
3.7 Meetings:
The Contractor shall attend weekly scheduled test program/project technical meetings at KAFB.
3.8 Contract Data Requirements List (CDRLs):
The contractor shall provide the following CDRLs in executing Task Order: A001, A002, A003, A007, A008, A009, A010, A011.
