Statement of Objectives For “Instrumentation Test Support”
8 July 2015
1.0 Background:
The Defense Threat Reduction Agency (DTRA) conducts a broad spectrum of events which includes: specialized research, weapons effect testing, and other specialized programs encompassing CBRNE support (Chemical, Biological, Radiological, Nuclear, and conventional high explosive components) for the Warfighter. DTRA requires instrumentation and test support services to conduct these tests. On-site instrumentation and test support services are required for test event planning, fielding, and execution of high-explosives, weapons testing, and WMD defeat. Additionally, instrumentation support at remote test sites and facilities is required. Test support is driven by external and internal requirements. The support can be broken down into four major areas: (1) Administration and Operations, (2) Research and Development, (3) Event Planning and Field Support, and (4) Special Program Support. The required support includes all aspects of test planning, designing, operation, sustainment, conducting, managing, fabricating, modifying, deploying & fielding, executing, quality assurance, safety, security, and delivery of test data products.
2.0 Scope:
The scope of this acquisition is to provide the instrumentation test support for the DTRA supported CBRNE test programs, develop instrumentation and optics plans based on measurement requirements, conduct Research & Development (R&D) necessary to support current and future DTRA testing activities; provide complete management, including maintenance, repair, and calibration of the instrumentation inventory. The testing locations include:
· Kirtland Air Force Base (KAFB), NM
· White Sands Missile Range (WSMR), NM
· Nevada National Security Site (NNSS), NV
· Dugway Proving Ground (DPG), UT
· Eglin AFB (EAFB), FL.
· Other locations world-wide may be used.
3.0 Objectives:
3.1 Instrumentation Planning. Design and develop cost effective instrumentation plans that ensure the efficient collection of customer defined test measurement data in CBRNE test environments.
3.2 Data Collection. Design, field and operate data acquisition systems necessary to ensure the collection of the maximum amount of data from the various systems deployed in and around test articles to determine whether test objectives are met. Provide efficient and effective test collection methods and systems to minimize or eliminate the risk of data collection failures, while adhering to all required safety constraints.
3.3 Instrumentation Research & Development. Conduct research and development to ensure that the most efficient and effective data collection devices are consistently in use during testing activities. Maintain currency in state of the art and emerging/developmental data acquisition systems to ensure maximum effectiveness and to fill voids in testing equipment technology.
3.4 Equipment Sustainment. Account for, transport, configure, sustain and operate all equipment necessary to collect test data. Monitor equipment readiness to ensure that all necessary equipment is available for test events. Develop, test, implement and modify equipment software/firmware/hardware to ensure compatibility with existing and future data acquisition systems and other test devices and support equipment.
