SAFETY BRIEFING
DTRA TESTBEDS
POC: DTRA/J4ET
PURPOSE
Provide the minimum safety requirements necessary for workers and visitors
WSMR Requirements Videos ORYX safety video
UXO safety video Must sign UXO statement

Training Underground work Must attend underground safety training Must be respirator qualified
Written Job Hazard Analysis Prior to the start of work Identify all hazards associated with the operation Implement engineering controls Identify all Personal Protective Equipment Signature required to certify the document Review required by DTRA J4ET Brief all participants
Minimum PPE on DTRA test-bed Hardhat for overhead hazards and active construction sites High visibility vest for active construction site Safety shoes/boots anytime you are on the test-bed Underground Hardhat, safety toed shoes/boots, high visibility vest, hearing protection, safety glasses, miners belt with W-65 self rescuer

Definition Active Construction site Defined as “erection of a building, shoring, rebar, alteration, repair, dismantling, demolition, structural maintenance, painting, land clearing, earth moving, grading, excavating, trenching, digging, boring, drilling, blasting or concreting, the installation of any machinery or plant, and any work or undertaking in connection with a project but does not include any work or undertaking for underground” Underground work is outlined in 29 CFR 1926.800
Construction Sites Slips, trips, falls, struck by, or caught between Do not enter confined spaces Report hazardous conditions to supervisor If you didn’t bring it with you “DON’T PICK IT UP” Hazardous materials brought on base or post must be cleared by J4ET Don’t dig without permission
Environmental Conditions Lightning Explosives on site Within 20 miles operations cease Within 10 miles evacuate test-bed Heat & Cold Minimum of 30 SPF sun block Low humidity (keep hydrated) Heat illness (Cramps, exhaustion, stroke) Flash Floods (stay out of ditches and arroyos)
Environmental Management Don’t litter Report all spills You can personally be fined for intentional violation Report it if you see it Penalty up to $32,500 per day per violation For knowingly violating the Resource Conservation and Recovery Act: $50k and 5 years in prison For knowingly violating the regulations and putting someone in an imminent danger situation: $250k and 15 years in prison
Archaeological items It is illegal to remove archaeological artifacts Includes materials from Trinity site, arrow heads, and bottles or equipment from WSMR’s ranching past Its also illegal to remove rock samples from WSMR for personal collections
Wild Life ORYX, Rattle snake, Prong Horn antelope, Deer, Coyote, Bear, Mountain Lion, Deer mice (Hanta virus) (Bubonic plague) (rabies), Scorpion, Brown Recluse spider, Black Widow spider, Tarantula, Desert Turtle
PLEASE DO NOT DISTURB WILD LIFE
Vehicle and Equipment Operations Operator must be trained and have a valid permit
Obey all posted speed limits
Adverse conditions SLOW DOWN
Do not use cell phones while driving
Radio Must have a radio WSMR 911 operator on radios: XTS-2500, Channel A-1, APX-6000 Channel B-1 Inform 911 operator you are on an unsecure channel
Employer must provide someone trained and certified in First Aid/CPR with adequate medical supplies while in a remote location
Remote defined as: Farther than 15 minutes from an infirmary, clinic, hospital, or physician. YOU ARE REMOTE
DRIVING
Probably the number one way to get hurt or killed
Long days, long drives, tendency to fall asleep at the wheel
If at all possible travel in pairs
