Pre-proposal Conference & Site Visit
“Instrumentation Test Support” A pre-proposal conference and site visit is scheduled for 21 October 2015 at the DTRA compound located at Kirtland Air Force Base (KAFB) and for 22 October 2015 at the Permanent High Explosives Test Site (PHETS) Administrative support area located at White Sands Missile Range (WSMR). The following describes procedures to obtain access to KAFB and WSMR along with an itinerary and other information for the conduct of the pre-proposal conference and site visit.
Access Requirements:
1. Personnel Access: Contractors must submit the following information on company letterhead by 12:00 p.m. on 8 October 2015. Request for access and substitutions will not be accepted after 3:00 p.m. on 8 October 2015.
Access information for KAFB, NM:
a. Full Name of Individuals
b. Social Security Number
c. Company Name
Access information for WSMR:
a. Name of individuals
b. Social Security Number
c. Date of birth
d. A statement stating that the individual is a U.S. citizen.
e. Point of contact and telephone number.
f. All information required for access to KAFB, NM and WSMR shall be provided to Rudy Chavez at e-mail address: rudy.p.chavez.civ@mail.mil by 1200 noon, on 8 October 2015.
2. Vehicle Access: Each driver will need a valid U.S. driver's license, proof of insurance, and vehicle registration or rental agreement.
Arrival Processing:
1. Contractors are to arrive no later than 0700 a.m. at the Truman Gate, KAFB located South side of Gibson Blvd. SE, between Carlisle Blvd and San Mateo Blvd for entry processing (see map below). Vehicle access passes will be issued at this time.
2. Contractors are to arrive no later than 0845 a.m. at the Stallion Gate WSMR located approximately 27 miles southeast of Socorro (see map below). All contractors will be escorted while they are on WSMR.
3. Contractors will be escorted to the conference areas. Late arrivals will be turned away at the gate and will not be allowed access to KAFB or to WSMR.
Logistics for the PHETS visit at WSMR:
1. The PHETS site is located in a remote desert environment. Contractors should plan accordingly and wear appropriate clothing and footwear. At minimum, personal protective equipment should include steel toe boots and a hard hat.
2. Contractors must provide their own refreshments and non-perishable lunch as desired and potable water for the site visit since there are no vending or dining facilities at the DTRA Administrative support area.

Offeror are requested to advise by email (rudy.p.chavez.civ@mail.mil) if you plan to participate on a one-on-one session with the Government.
On 22 October 2015, contractors may depart after the Site tour (approximately 1200) and will be escorted back to the Stallion gate. May need to adjust / compress schedule due to range blocks
