| The best overall offer will be selected based on a comparative assessment of the proposals against all source selection criteria: |
| Factor 1 (Mission Capability) is the most important. |
| Factor 2 (Past Performance) is less important than Mission Capability, but more important than Cost. |
| Factors 1 and 2 are significantly more important than Factor 3 (Cost). |
| The sub-factors under Factor 1 are of equal importance. |
| When combined, all other evaluation factors (Factors 1 and 2) are significantly more important than Factor 3. However, Factor 3 (Cost) will be carefully considered in the selection decision. |

| If available, for both the prime and subcontractor(s), provide the most current DCMA/DCAA audit report for your proposed labor rates and indirects (overhead, G&A, etc.) or Provisional Billing rates letter. |
| Should prime and subcontractors not have Forward Pricing Recommended Rates (FPRRs) or Forward Pricing Rate Agreement Rates (FPRA), submit a Labor Rate Sheet and Employee Roster or similar to support your proposed labor rates. |
| For each proposed Indirect rate provide worksheet(s) detailing each indirect expense pool, the allocation bases, and the calculation for each proposed indirect rate(s). |

| Design and develop cost effective instrumentation plans that ensure the efficient collection of customer defined test measurement data in CBRNE test environments. |
| Data Collection |
| Design, field and operate data acquisition systems necessary to ensure the collection of the maximum amount of data from the various systems deployed in and around test articles to determine whether test objectives are met. |
| Provide efficient and effective test collection methods and systems to minimize or eliminate the risk of data collection failures, while adhering to all required safety constraints. |
Instrumentation Research & Development
| Conduct research and development to ensure that the most efficient and effective data collection devices are consistently in use during testing activities. |
| Maintain currency in state of the art and emerging/developmental data acquisition systems to ensure maximum effectiveness and to fill voids in testing equipment technology. |
| Equipment Sustainment |
| Account for, transport, configure, sustain and operate all equipment necessary to collect test data. Monitor equipment readiness to ensure that all necessary equipment is available for test events. |
| Develop, test, implement and modify equipment software/firmware/hardware to ensure compatibility with existing and future data acquisition systems and other test devices and support equipment. |
