Sample Task #1

ADMINISTRATION, OPERATIONS and FACILITY

Statement of Work

October 19, 2015

1.0 Objective:

The objective of this task is to provide support related to Defense Threat Reduction Agency (DTRA) funded tasks for the general administration and operation of the overall contract to Government Furnished Property/Equipment/Facilities (GFP/GFE/GFF), and General Support. To include indirect test instrumentation support, such as limited repair and maintenance, and equipment calibrations are required for basic test readiness. Additionally, maintain an adequacy and availability of wireless data networks, and photographic equipment. Provide for facilities in the Albuquerque/Kirtland AFB area of operations.

1.1 Background:

DTRA J9CXT mission is to provide end-to-end test event planning, management, safe execution and results analysis support to DoD, Federal Agencies, and friendly nations' programs to counter proliferation of Weapons of Mass Destruction. To execute this mission, J9CXTD has a need to attain basic services in the execution of the contract aside from other support activities.

1.2 Scope:

The basic services included under this task are: Program Management, Safety, Security, Operational Services, Quality Assurance, Logistics and Inventory Control, Equipment Calibration, Maintenance, Inspection, and Acceptance Testing, Software Development /Maintenance / Modification /Documentation, Training, and Facility.

3.0 Technical/Task Requirements:

3.1 Program Management:

Develop and use a cost effective management scheme to ensure successful execution of all tasks under the contract with an appropriate amount of documentation and following all government/DTRA regulations and procedures. The contractor shall manage the execution of all tasks to include program planning, monitoring program progress, cost management, and reporting. The contractor shall develop a detailed support plan and shall include a detailed work breakdown structure. The plan shall include a master schedule with a complete discussion of timelines, resources required, and associated risk. The contractor shall monitor and manage all aspects of assigned programs to include the progress of the program against the program plan, instrumentation and optics issues, and current and anticipated costs.

3.2 Safety:

The contractor shall provide basic safety program and training required by Public Law 91-596, herein known as the Act. Provide a place of employment which is free from recognized hazards that are likely to cause death or serious physical harm to employees. Comply with the standards, rules, and regulations provided pursuant to the Act. Comply with Federal, DoD, Army, Air Force, State, and local standards, rules and regulations. Report injuries to Government personnel and damage to Government property/equipment that occur as a result of the contractor's activities. Allow no-notice safety inspections. Abate all safety problems identified during such inspections within the time period specified by the inspector; otherwise, contractor operations may be ordered to stop by the Government. The major activities of the Safety Program shall be further defined and used by all programs/projects supported by other applicable Task Orders.

3.3 Security:

The contractor shall provide a basic Security Program capability to meet security requirements for use by all programs/projects supported by other applicable Task Orders. The major activities of the Security Program shall be further defined by the DD Form 254 and in accordance with (IAW) programs/projects supported by other applicable Task Orders. The contractor shall provide personnel with the ability to attain and maintain a minimum appropriate clearance for each task. Follow all applicable security guidelines and recurring training requirements.

3.4 Operational Services:

The contractor shall provide a capability to design and document instrumentation and optics plans which will be supported by other applicable Task Orders. Provide cost effective operation, sustainment, installation, modification, and repair of contractually provided Government Furnished Facilities (GFF) and Government Furnished Equipment (GFE) in accordance with DoD Directives and DTRA Instructions for minimum capability. The contractor shall develop, document, and maintain Standard Operating Procedures (SOPs) for all critical tasks for the workforce to follow in the execution of the contract. The contractor shall provide four (4) non-special purpose vehicles to support this task order. Maintain and manage computer networks and systems including secure networks through effective Automated Information Security (AIS) program as necessary to support DoD directives. Calibration of primary data recording systems, including transient data recorders, signal conditioning amplifiers, chem/bio detectors/samplers, and digital video cameras, will be supported by other applicable Task Orders.

3.5 Quality Assurance:

The contractor shall establish an effective Quality Assurance (QA) Program to ensure quality assurance requirements are met by all programs/projects. All QA work will be supported by other applicable Task Orders.

3.6 Logistics and Inventory:

The contractor shall provide logistics support for all task areas procuring equipment and materials as needed to support test requirements. The contractor shall provide all materials, parts, and labor necessary to repair instrumentation and support equipment or implement a system modification in a timely manner and in such a way to ensure operational capability. The contractor shall maintain an inventory of equipment, supplies, and spare parts consistent with the maximum operational capability and report status of parts/equipment ordered associated with task areas. The contractor shall maintain control and accountability of items in accordance with the provisions of the contract through a computer based inventory control and management system to manage all equipment, materials, and capital equipment assigned this contract. Provide cable management and issuing of cable at cable yard. Establish a use rate of all standard and special all-purpose component parts, including consumables and maintain a spare parts inventory based upon the use rate. The contractor shall recommend through the COR, to the CO, equipment or spare parts that are not serviceable or are excess to the contract for excess/turn-in through provisions of the contract.

3.7 Equipment Calibration, Maintenance, Inspection, and Acceptance Testing:

The contractor shall calibrate all calibration primary and secondary references used by the contractor to the National Institute of Standards and Technology (NIST) within required intervals set forth by manufacturers or NIST and shall maintain a record documenting all calibrations. In some special cases, manufacturers’ assistance in equipment calibration and repair may be necessary. Calibration and maintenance of data recording systems, including transient data recorders, signal conditioning amplifiers, chem/bio detectors/samplers, and digital video cameras will be supported by other applicable Task Orders. Collect and maintain maintenance records from Task Orders and analyze statistical repair data on all repairs performed. Records shall include such information as type of malfunction, cost, and repair time involved. Recommend salvage, disposition instructions, or continued use of equipment to COR. Mark equipment with a marking system to indicate current calibration date and date next calibration is due. Maintain a complete file of manufacturers’ equipment manuals, as well as documentation of all DTRA test instrumentation modifications. The contractor shall perform operational checks of new equipment/instrumentation and report substandard performance of equipment to the responsible DTRA COR.

3.8 Software Maintenance, Modification, Development, and Documentation:

The contractor shall be responsible for the deployment and documentation of all software or firmware produced and for all maintenance changes or modifications to all software or firmware. The contractor shall use modular, top-down, structure design techniques. Use software development systems, methods, and programming languages compatible with existing machines, existing operating systems, and intended applications. Use documentation systems and methods which include data flow diagrams, verbal descriptions of each function and sequence of program steps, source and object code in hard copy form and object in electrical or magnetic form compatible with intended machine and application. Maintain a main library of referenced and master copies of all software or firmware developed, produced, maintained, and/or modified and all documentation for all such software, in appropriate operating locations. Software development for administrative functions such as logistical databases shall be supported by this Task Order. Design, develop, test, and implement hardware/software/firmware, tailored to individual event and experimenter requirements, for all programmable instrumentation equipment and shall be supported by other applicable Task Orders.

3.9 Training:

The contractor shall provide initial and periodic (no less than annual) refresher training to personnel to execute effective Safety, Security, and Quality Assurance programs on all other applicable Task Orders issued against the base contract.

3.10 Facility:

The contractor shall establish and maintain off-base facilities, located near Kirtland AFB, NM, within 6 miles of the intersection of Gibson Blvd SE and Louisiana Blvd SE, for the period of this Task Order. Ensure selected facility has necessary support equipment and services, such as, but not limited to: utilities connections with service, telephones, and telephone lines with service, internet hook-ups with service, dumpster/trash service, security system installed and monitoring service, and building property tax/maintenance/insurance. The maximum facility characteristics that should be considered are:

~1,400 sqft Office Space
~1,900 sqft Laboratory Space
~1,300 sqft Machine Shop Space
~3,000 sqft Environmentally Controlled Storage Space
~300 sqft Secured Storage
~2,100 sqft Container Storage
Restrooms and Break Room

3.11 Travel:

Travel is expected once annually to support locations in order to conduct annual GFE inventories. These locations are minimally expected to include White Sands Missile Range (WSMR), NM; Kirtland AFB (KAFB), NM; and Nevada National Security Site (NNSS), NV.

3.12 Government Support:

The contractor will be supplied GFE/GFF/GFP for use on task orders issued against the contract. The contractor will be provided the following facilities located at WSMR, NM:

4,000 sqft Office/Lab
2,500 sqft Logistics Building
5,000 sqft Hanger type Building (w/o HVAC)

3.13 Meetings:

The contractor shall be required to accomplish local travel to attend Senior Review Panel (SRP), Test Scheduling, and other informational meetings at DTRA facilities on Kirtland AFB, NM at least once weekly.

3.14 Contract Data Requirements List (CDRLs):

All CDRLs incorporated with the contract award shall be reported under this Task Order.
