SAMPLE TASK ORDER -- SUBFACTOR C

DEFENSE THREAT REDUCTION AGENCY

On-Site Inspection Directorate Program Support Contract

STATEMENT OF WORK

Regional Combating WMD Program Technical Support

(RCP)

21 June 2009

1.0. OBJECTIVE

The Contractor shall furnish all personnel, labor, services, and supplies as may be necessary to provide technical and analytical support to the Security Cooperation Branch, Arms Control Interagency Liaison Division, On-Site Inspection Directorate, Operations Enterprise, Defense Threat Reduction Agency (DTRA/OP-OSAP) in support of DTRA’s development and execution of counterproliferation strategies for Combatant Command (COCOM) theater security cooperation plans and programs.

2.0. TASK DESCRIPTION

The Contractor shall provide technical and analytical support to OP-OSAP to plan, implement, and maintain a program to execute DTRA’s Regional Combating WMD Strategy (RCS), DTRA’s Regional Combating Weapons of Mass Destruction (WMD) Program (RCP), and to support planning for and implementation of the Program initially in the Black Sea region and subsequently in other regions as requested. Likely follow-on regions include Central Asia and Southeast Asia.

2.1. Program Planning Support. The Contractor shall provide ongoing implementation support to OP-OSAP throughout the period of performance to assist in strategic and implementation planning for the RCP.

2.1.1. The Contractor shall provide program planning and implementation support, including but not limited to:

• Supporting the Contracting Officer’s Representative (COR) in promoting and coordinating RCP implementation within DTRA, as well as with the Office of the Secretary of Defense, COCOMs, the Interagency, and partner countries.

• Providing technical support as needed to draft and maintain the RCP.

• Drafting and coordinating an implementation approach for each regional strategic plan as directed, beginning with the Black Sea region.

• Identifying and coordinating activities to be executed.

• Participate in Global Initiative Information Portal (GIIP) analysis, design, and maintenance requirements as requested.

• Providing written reports on information and meetings pertaining to the RCP, regional programs, and relevant policy developments and their impact on implementation of the

RCP.

• Identifying, analyzing, and making recommendations on regional developments and issues of importance to the RCP.

• Supporting branch coordination with the Global Initiative to Combat Nuclear Terrorism (GICNT).

2.1.2. The Contractor shall provide support for and attend relevant meetings, working groups, conferences, etc., related to the RCP and the GIIP. Support may include preparation of informational materials, as well as coordination and administrative activities. The Contractor may be required to prepare and present information or briefings for such meetings. As directed by the COR, the Contractor shall prepare after-action reports or meeting minutes.

2.2. Operations Support. The Contractor shall provide on-site ongoing implementation support to the RCP in the OP-OSAP office throughout the period of performance to assist in executing regional program requirements and improving coordination and communication with the partner countries, affiliated USG entities, and/or supporting contractors.

2.2.1. The Contractor shall provide operations support, including but not limited to the following:

• Track RCS, RCP, and GIIP meetings, training and equipment, and conference schedules, as well as personnel travel.

• Prepare and ensure cable traffic quality and interagency coordination.

• Track mission preparation actions and maintain country/mission historical files.

• Coordinate mission activities between OP-OSAP action officers, other US

Government (USG) personnel, or supporting contractors performing RCP tasks.

• Coordinate travel arrangements, passport and visa requests, and other activities.

• Prepare input for Significant Activity Reports (SAR) and OP-OS staff meeting presentations.

2.2.2. The Contractor shall ensure RCP activities and participants are entered into the Global Combatant Commanders’ Theater Security Cooperation Management Information System.

2.3. Research and Analysis Support. The Contractor shall provide ongoing implementation support to OP-OSAP by conducting research and analysis and by reporting on regional and WMD proliferation issues relevant to the RCP.

2.3.1. The Contractor shall assist with the development of products that address the RCP concept of creating full-spectrum, integrated multi-domain combating WMD capability in regions that can partner with the US in combating WMD proliferation, trafficking, and terrorism.

2.3.2. The Contractor shall maintain a background/briefing book to provide historical information and to prepare for meetings and conferences.

2.4. Activity Planning, Development, and Facilitation. At the direction of the Project Officer, the Contractor may be required to support planning, developing, and facilitating activities to be executed under any of the RCP regional programs.

2.4.1. The Contractor shall provide activity support, including but not limited to: preparing concept papers, action plans, meeting agendas, course materials, and table-top and working group scenarios, as well as participating in coordination meetings and facilitation of the activity.

2.4.2. The Contractor shall provide in-country support for program events as required. Support may include, but not be limited to: event facility (conference location); lodging for USG and foreign participants; transportation for foreign participants from their home country to the event location; transportation to and from the airport and lodging facility; transportation to and from the lodging facility to the event location; meals, refreshments, and reception/social event; and a photographer. For planning purposes, the Government anticipates three (3) events, each 3 days in length, with a total of 45 participants (30 foreign participants), in the CENTCOM and/or EUCOM area of responsibility.

2.4.3. The Contractor may be required to support development of Web-based portals to support branch activities. Support may include but not be limited to development and maintenance of portal content, monitoring portal activity, participating in meetings associated with requirements analysis and portal design.

2.4. The Contractor shall provide a monthly status report documenting completed, on-going, and projected activities, items of interest, etc. The report shall be submitted to the COR within ten

(10) days after the end of each month.

3.0. TRAVEL

3.1. Local travel within the Washington, D.C., area will be required for the performance of this effort.

3.2. Long distance (CONUS and OCONUS) travel may be required for the performance of this effort. For planning purposes, the Government anticipates travel to the countries listed for two

(2) people (unless otherwise indicated) lasting seven to ten (7 to 10) days: Kiev, Ukraine (2 trips); Moscow, Russia (4 people); Ankara, Turkey; Garmisch-Partenkirchen, Germany; and Bourgas, Bulgaria. This travel is in addition to travel that may be required for event support in Paragraph 2.4.2. above.

4.0. DELIVERY REQUIREMENTS

The Contractor shall provide all deliverables as described in paragraph 2.0. above.

Specific products, delivery timelines and methods will be determined by the COR at the time of tasking.

5.0. DELIVERABLES

Deliverables shall be provided in hard copy (paper) and/or electronic format using Microsoft Word, PowerPoint, or Excel, as directed by the COR.

6.0. SECURITY REQUIREMENTS

Participating Contractor personnel must be cleared to at least the SECRET level. Some Contractor personnel may be required to be cleared to the TOP SECRET level and must be eligible for access to Sensitive Compartmented Information (SCI). Information, documentation and other products shall be classified and handled appropriately in accordance with published guidance. Classification guidance not already addressed in the Contract Security Classification Specification (DD Form 254) for this contract will be furnished, as required, by the Contracting Officer.

7.0. GOVERNMENT FURNISHED SUPPORT

The Government will provide working space, supplies, and access to computer equipment and telephones as appropriate and needed for on-site support.
