DTRA RFP HDTRA1-09-R-0025
RFP Amendment 1 Questions and Answers (Q&As) 8 September 2009 Date: 1 September 2009
Answers to offeror questions are provided for clarification only. Any changes to the RFP will be reflected by amendment to the RFP.
Q1. Is travel refundable for variation in dates and/or location? (Section H, Clause 252.247-9000)
A1. All Additional travel must be approved in advance by the Contracting Officer (CO). The CO will determine how travel will be processed on a case-by-case basis.
Q2. Are consultant rate preapproved if submitted with a proposal and accepted by the Government? (Section H, Clause 252.216-9003)
A2. Rates for consultants will be approved on a case by case basis. Rates submitted with the proposal are approved unless otherwise noted by the Contracting Officer.
Q3. Is the socio-economic commitment evaluation based on the sum of all three task orders? (Section L, Paragraph L.2.6.7) A3. Evaluation of the socio-economic commitment is based on the numerical sum of the total dollar value of all three task orders submitted instead of each task order separately.
Q4. What volume includes the small business calculation template (Section J, Attachment 12) for evaluation purposes? (Section L, Paragraph L.5.4) A4. The small business calculation template (Section J, Attachment 12) L.2.6.8 must be submitted as part of Volume I, see L.2.1, not Volume II.
Q5. Is there a Period of Performance for each Statement of Work (SOW)?
A5. Amendment I to RFP HDTRA1-09-R-0025 includes SOWs for each sample task order incorporating the period of performance.

Q6. What determines business size? (Section L, Paragraph L.2.6.7) A6. Central Contractor Registration (CCR) is a requirement to conduct business with the Government. Individuals and vendors with a Taxpayer Identification Number (TIN) can register. CCR and Online Representations and Certification Application (ORCA) are used to verify business size.
Q7. Can a subcontractor submit propriety information directly to the Government? (Section L, Paragraph L.5.3.4) A7. If a subcontractor is unwilling to submit this information to the prime contractor, the subcontractor may submit this information directly to designated office by the close of the solicitation. See DTRA Clause 252.204-9000 for address.
Q8. What percentage of the total contract value is designated to Service Disabled Veteran Owned Small Businesses (SDVOSB)? (Section L, Paragraph L.2.6.7) A8. The RFP supersedes the draft RFP issued. The SDVOSB requirement is 50% of the 10% required to meet the subcontracting goal for the total contract value.
Q9. Does the NAICS code apply only to prime contractors? (Section K, Clause 52.204-8) A9. The reference to the number of employees will be omitted via Amendment to the RFP. The small business size standard associated with this NAICS relates to the dollar value of annual revenue. The NAICS code may apply to prime contractors as well as subcontractors/vendors who meet the criteria as a small business.
Q10. How many trips, including accommodations and meals should be priced for the ICP Training/Program Event Schedule?
A10. Offerors should assume for proposal purposes that they will be required to make hotel reservations and pay for lodging for all events that have "YES" in the column titled "Participant Hotel Reservations." Offerors should also assume for proposal purposes that they will be required to make meal arrangements for all meals (not just breakfast and dinner) and pay for all meals for all events that have "YES" in the column titled "Participant Meal Arrangements." If costs for any meals are included in the lodging cost or in the classroom/training facility cost, the Offeror should note that in the cost proposal. Events that have "NO" in these two columns will not require this support from the Offeror. In addition, events that have "NO" in these two columns will also not require the Offeror to provide the Classroom/Training Facility or Breakout Rooms, and the entries in these columns for these two events should be "NO" and "N/A", respectively. An updated ICP Schedule is included as part of the Attachments for Amendment 1 to RFP HDTRA1-09-R-0025.
