SAMPLE TASK ORDER -- SUBFACTOR B

DEFENSE THREAT REDUCTION AGENCY

On-Site Inspection Directorate Program Support Contract

STATEMENT OF WORK

International Counterproliferation (ICP) Program Support

16 June 2009

1.0. OBJECTIVE

The Contractor shall furnish all personnel, labor, services, supplies, facilities and equipment as may be necessary to assist the Defense Threat Reduction Agency (DTRA), as the Executive Agent for the Department of Defense (DoD)/Federal Bureau of Investigation (FBI) and the DoD/Department of Homeland Security (DHS) International Counterproliferation (ICP) Program, in accomplishing program goals and objectives. Executive Agent duties and responsibilities are executed by the Counterproliferation Branch, Arms Control Interagency Liaison Division, On-Site Inspection Directorate, Operations Enterprise (DTRA/OP-OSAN).

The mission of the ICP Program is to counter the threat of proliferation of weapons of mass destruction (WMD), related materials, and technologies by providing training and equipment to participating nations to enhance their skills and capabilities to prevent the flow of WMD and related items across their borders and through their territories, and to deter, detect, investigate, and respond to such crimes.

The Contractor shall provide technical and analytical support to plan, implement and maintain program activities and events, and to develop, revise, prepare for, present, and otherwise support international training events.

2.0. APPLICABLE DOCUMENTS

The Government will provide course materials, e.g., books, briefings, note pages, videos, etc., for ICP Program training courses/events to be conducted under this delivery order.

3.0. TASK DESCRIPTION

The Contractor shall provide continuing support to the Contracting Officer’s Representative (COR) to plan for, implement and maintain the ICP Program.

3.1. Work Schedule. The Contractor will develop a proposed work schedule with projected completion dates for all tasks identified in Paragraph 4.0. The proposed work schedule will be delivered to the COR within 14 days after delivery order award. The COR will provide comments to the Contractor within 7 days. If necessary, the COR will meet with the Contractor

to resolve any scheduling issues. The Contractor will deliver a final work schedule to the COR within 7 days of either the receipt of comments from the COR or within 7 days following the meeting.

4.2. Event and Country Program Plan Support. The Contractor shall provide support to the COR for preparing for DoD/FBI/DHS overseas events in participating countries or in new countries which are potential participants, and in supporting the development of Country Program Plans.

4.2.1. The Contractor shall provide support to the COR for preparing for ICP Program-related events. These events may include, but not be limited to, policy consultations, in-country training needs assessments or surveys, event planning meetings, or equipment deliveries which may require the Contractor to travel overseas. The Government anticipates that travel to support up to 20 events may be required. Contractor support may include tasks such as: (1) helping to prepare program personnel on the host nation’s current state of counterproliferation readiness or capabilities, relationships with bordering nations, other recent U.S. Government (USG) training, recent WMD regional threats or incidents, specific government organizations that have WMD interdiction roles, and social, political and economic conditions in each country; (2) attending meetings both in the United States and overseas; (3) developing approaches for assessment, survey questionnaires, and other materials for program evaluation; (4) summarizing meetings and other activities of team members in the participating countries; and (5) development of an after-action report for each event. Within ten (10) days of the receipt of Government comments to the draft version of each deliverable, the Contractor shall incorporate the comments and provide a final deliverable to the COR.

3.2.2. The Contractor shall also provide input as required for the development and/or update of country implementation plans for participating countries. This work may include tasks such as:

attending training needs assessments; attending meetings with representatives from DoD, FBI, DHS, or other Government agencies; summarizing meetings; conducting necessary research; and preparing revised/updated country program plans, ensuring that findings from surveys and/or training needs assessments are reflected in the plans.

3.3. General Program and Rapid Response Support. OP-OSAN is frequently tasked to accomplish unforeseen short-notice taskings to support program and Agency requirements. The Contractor shall plan to assist the COR to accomplish such unplanned, short-notice tasks.

Support may include, but not be limited to: attending and summarizing interagency meetings;

preparing briefing slides or other visual/training aides to summarize program activities to date or identify projected/planned program activities; preparing information papers, course descriptions, program plans, promotional materials or other documents; or assisting in administrative or logistical arrangements for program activities, training seminars, conferences, etc. The COR will establish the requirements and delivery schedule at the time of tasking.

3.4. Training/Program Event Schedule.

3.4.1. The Training/Program Event Schedule is provided as Attachment 1 to this Statement of Work (SOW). The schedule identifies courses/events, scheduled or anticipated dates, class size, instructor requirements, equipment/supply requirements, and in-country support requirements for the various training events to be conducted during the period of performance. The Contractor shall be prepared to perform all necessary support activities, provide qualified instructors, and conduct training in accordance with this schedule.

3.4.2. The Contractor shall be prepared to support up to a maximum of 25 training/program events in the ICP participating countries. (This total does not include courses or events discussed in Paragraph 3.2.1. above.) The Government may schedule additional training events (course, seminars or exercises) requiring the Contractor's support or participation which are not currently reflected on the Training/Program Event Schedule, up to the maximum of 25 training/program events. Training events may include events that are co-sponsored by the DTRA ICP Program and other organizations such as the North Atlantic Treaty Organization, U.S. Combatant Commands, the Anti-Terrorism Assistance Program, or the Cooperative Threat Reduction Program.

3.4.3. To accommodate program changes, the Government may change an event from one course to another or from one country to another, with not less than 60 days notice to the Contractor. If 60 days is not sufficient for the Contractor to accomplish translation and printing of the event materials, the Contractor will notify the Government with a proposed (revised) timetable as soon as possible after being notified of the change by the Government. The Government will notify the Contractor as soon as possible if an event is canceled in its entirety, but not later than seven (7) days prior to the event. The Contractor will immediately stop work in progress for that event unless otherwise directed by the COR. When a course is cancelled less than seven (7) days prior to the event, the Contractor shall be reimbursed for up to five (5) instruction days for each part time or consultant instructor.

3.4.4. The Government may modify the Training/Program Event Schedule (Attachment 1) at any time during the period of performance to reflect changes or cancellations without executing a modification to the delivery order as long as such changes do not exceed the total of 25 training/program events during the period of performance.

3.4.5. Also provided in the attachment is a list of future events provided for planning purposes.

The Government may choose to execute any of these events during the period of performance as long as such changes do not exceed the total of 25 training/ program events during the period of performance. The Government anticipates that these events (except for those identified as unfunded requirements) will be executed in the future. The Contractor shall coordinate with the COR to plan and prepare for executing future events if such actions are required during this period of performance.

3.4.6. The Contractor shall be prepared to execute iterations of the WMD Crime Scene Equipment Repair and Maintenance Course in pairs. Since the course is only two (2) days in duration, the Government will make every effort to schedule such iterations so as to accomplish the training in two (2) different countries with the same instructor team in a single overseas mission.

3.5. Training/Program Event Support.

3.5.1. The Contractor shall provide instructors who have strong subject matter expertise and experience, as well as instructor/facilitator experience. The Contractor shall identify instructors, including alternate instructors, to the COR not less than 90 days prior to the scheduled departure from the Washington, D.C. metropolitan area for each course. Alternate instructors will serve as back-up instructors for the contractor support required in the “Instructor Requirements” column of the attached Training/Program Event Schedule (Attachment 1). As requested by the COR, the Contractor shall provide resumes to substantiate an instructor’s qualifications.

3.5.2. The Contractor shall identify a Course Manager and/or primary instructor for each training event who will be responsible for assigning instructors to specific course presentations/modules, coordinating and monitoring equipment/supply actions, facility arrangements, classroom set-up, logistical support, payments, etc., with the COR. (Note: For each training/program event, the COR may delegate to an OP-OSAN individual the responsibility to coordinate all technical, support and coordination actions for preparation, execution and follow-up for that event. For clarity, this SOW will continue to refer only to the COR.) The Contractor’s Course Manager will also be responsible for preparing and submitting the after-action report (Paragraph 3.6.)

3.5.3. The Contractor shall prepare sufficient copies of all course materials.

3.5.3.1. The Contractor shall prepare sufficient copies of student handbooks, to include all course materials and handouts, a cover sheet with information specific to the designated country and course dates, a course agenda, and other appropriate information. For each class, the Contractor shall provide one (1) copy of the student handbook (foreign language version) for each student, plus 10 copies for additional participants. Not later than 30 days prior to the class, the COR will inform the Contractor of the exact number of students registered for each course.

3.5.3.2. The Contractor shall prepare the instructor manual to include all student handbook materials along with instructor notes. The instructor manual cover sheet will include the same information as in Paragraph 3.5.3.1. above, but will be identified as the instructor manual. The Contractor shall prepare sufficient copies of the instructor manual as directed by the COR.

3.5.3.3. The Contractor shall provide the following additional copies:

- Three (3) copies of the instructor manual for the interpreters.

- One (1) copy each of the student handbook and instructor manual for the US Embassy representatives;

- One (1) copy each of the student handbook and instructor manual for the COR.

- Five (5) copies of the student handbook (in English) for other participants/visitors.

3.5.3.4. The Contractor shall prepare all course materials, to include the instructor manual and student handbook, on a CD in a sufficient number of copies to provide one (1) to each student plus 10 additional copies for distribution to other participants.

3.5.3.5. The Contractor shall deliver all manuals/handbooks and CDs at the training event location.

3.5.3.6. The Contractor shall maintain one full set of manuals/handbooks (both English and foreign language versions). At the end of the period of performance, one full set of manuals/handbooks will be delivered to the COR in electronic format.

3.5.4. For exercise planning, the number and scope of planning events (trips) are determined by the COR in consultation with the Contractor. For each planning event, the Contractor shall prepare the WMD Exercise Planning Guide, as directed by the COR, to address the training event host country. The WMD Exercise Planning Guide will be provided to the COR for review not later than two (2) weeks prior to the first scheduled exercise planning visit. The COR will inform the Contractor of the anticipated number of participants for each planning event, and the Contractor shall deliver a sufficient number of planning guides in both the foreign language and the English versions to the COR at the planning event location. Exercise planning events will typically occur in the host country approximately six (6) to eight (8) weeks prior to the scheduled exercise; however, planning for a regional exercise may be initiated 12 months prior to the exercise. At the direction of the COR, the Contractor shall provide instructors/planners for each major planning event (typically not less than two (2) instructors/planners).

3.5.5. The Contractor shall revise or update course materials as directed by the COR to tailor the materials to the training event host country. This may include, but not be limited to, revising or updating existing slide presentations to make them country specific, customizing briefings, incorporating audio-visual materials, and incorporating revised presentations from other sources.

The Government anticipates an increase in training material updates as the program is preparing to expand its global reach in the future. Training material enhancements must satisfy the program’s strategic objectives as outlined in the program’s implementation manual. The delivery schedule will be established by the COR; however, delivery is normally required no later than 15 weeks prior to the training event to allow for quality assurance, translation, printing, and shipment to the host country.

3.5.6. Upon approval by the COR of new, revised or updated course materials, the Contractor shall be responsible for having these materials translated into the appropriate foreign language.

Upon receipt of the translated materials, the Contractor shall prepare the course handbooks/ manuals and ensure timely shipment to the training event location.

3.5.7. The Contractor shall develop or revise, as appropriate, and administer a participant survey to be completed by the students/participants at the conclusion of each training event. The

Contractor shall prepare a comprehensive analysis of the evaluations for each event that will include a statistical compilation of question responses and narrative analysis of comments. The comprehensive analysis and original evaluation forms and written translations will be delivered to the COR in hard copy and electronic format with the after-action report.

3.5.8. The Contractor shall coordinate in-country support for training/program events as identified in Attachment 1. Specific support requirements for each event will be identified by the COR not less than 45 days prior to the event. The Contractor shall make all arrangements, to include all payments, as specified by the COR. Arrangements may include, but not be limited to:

• Training facilities;

• Tuition fees;

• Dormitories or commercial lodging required for students and/or instructors or team members;

• Meals for students;

• Refreshments for students during morning and afternoon class breaks;

• Transportation of students and instructors within the local vicinity of the training location and between the airport and lodging site/hotel;

• Transportation of students/participants from their home of record to the training location and return;

• Photography services (for group photos of students and instructors, to include a copy for each participant to be presented at the end of the training event);

• Interpreter services during the seminar sessions, class breaks, meals, and during official meetings, to include simultaneous and/or consecutive interpreters and interpreter equipment;

• Student/participant registration services, to include preparing a course participant roster in English and the appropriate foreign language. One (1) copy of the foreign language roster shall be provided to each participant. Five (5) copies of the English language roster shall be provided to the COR, in addition to an electronic version of both rosters;

• Training certificates; and

• Receipt and/or delivery of shipment(s) (course materials, equipment, supplies, etc.) to the training event location, and return shipment to the Contractor’s warehouse.

3.6. The Contractor shall prepare and provide an initial after-action report within 45 days after completion of each training event. The report will be prepared in the format provided by the COR. The report will also include, either in the body of the report or as attachments, a student roster, instructor roster, the training event survey information (Paragraph 3.5.7. above), an account of preparations and execution, and any action items resulting from the training event.

The COR will provide comments for additions or corrections to the Contractor within 14 days of receipt of the initial report. Within ten (10) days of receiving final cost data, the Contractor shall finalize the after-action report to incorporate the COR’s comments and include a full itemized accounting of all costs incurred, to include labor, travel, equipment and supply purchases, transportation/shipping costs, and in-country support.

3.7. Course Development/Revision. As directed by the COR, the Contractor shall review course materials and provide recommendations for the development of new materials or revision of existing materials. The Government estimates that, on average, no more than 25 percent of any ICP Program course will require development or revision; however, there may be exceptions when a course will require more extensive work. This effort will include a requirement to convert much of the current curriculum to a Distance Learning component for use with the future ICP Program Portal (to be developed). The Contractor shall identify the estimated level of effort and a proposed schedule to accomplish the recommended work. Upon approval by the COR, the Contractor shall accomplish the course development or revisions according to the agreed schedule.

3.8. ICP Program Database Maintenance. The Contractor shall update and maintain the ICP Program Database on a continual basis throughout the period of performance. The Contractor shall organize and enter information into the database on trainees from the participating countries who have attended any program training events, course equipment/supply information, course/event cost data, etc. Data shall be entered within 30 days of receipt. As requested by the COR, the Contractor will provide a list of previous courses and participants for the particular country. The Government will provide the Contractor with any updated database input received from other participating U.S. Government organizations.

3.9. Training Program Equipment and Supplies.

3.9.1. Courses/seminars requiring equipment and supplies are identified in the attachment.

These requirements may include:

• Program Equipment and Supplies: Equipment provided by the U.S. Government to the host country to facilitate the implementation of counterproliferation programs as identified in the various training events; includes necessary related consumable supplies.

• Training Equipment and Supplies: Equipment, to include training aids, audiovisual equipment, etc., used by the instructors to conduct the training events; includes necessary related consumable supplies.

• Student Supplies: Consumable supplies required for the normal conduct of training events.

3.9.2. The Contractor shall provide equipment management services which include, but may not be limited to: identification of equipment and supplies for each training event; procurement of equipment and supplies for each training event or group of events as authorized by the COR;

assembling program equipment and supplies sets for each training event; packing, packaging, palletizing equipment/supplies sets; coordinating international shipments, to include all necessary documentation, of equipment and supplies to and from the host country; equipment handling services in the host country; maintaining detailed, accurate and current equipment and supply purchase records, inventories and maintenance records; and providing warehouse space sufficient to receive, store, and process/package equipment and supplies for all training events.

Warehouse space must also be sufficient to maintain the following: two (2) sets each of program equipment, training equipment, and supplies for Green Border Tactical Interdiction and Tracking Training; two (2) sets each of program equipment, training equipment, and supplies for the WMD Crime Scene Operations Course; two (2) sets each of program equipment, training equipment, and supplies for the WMD Crime Scene Equipment Repair and Maintenance course;

two (2) sets each of program equipment, training equipment, and supplies for the WMD Dual- Use Investigations Course; two (2) sets each of program equipment, training equipment, and supplies for the WMD Crime Scene Exercise; two (2) sets each of program equipment, training equipment, and supplies for the WMD Awareness Train-the-Trainer Course; four (4) sets each of program equipment, training equipment, and supplies for courses requiring computer labs (WMS Cyber Crimes, Basic WMD Investigative Analysis, and WMD National Crisis Management Exercise) and six (6) sets of training equipment and supplies for other training events that do not have specific program equipment associated with them.

3.9.3. The Contractor, or their appointee, will acquire and maintain factory authorized maintenance certification for the multi-Rae multi-gas meter, Ludlum radiation meter, an appropriate chemical warfare agent detector (as approved by the COR), the Dräger apparatus and any other equipment requiring such certification. These certifications will allow the Contractor, or its appointee, to perform routine maintenance and calibration while on site in the training event host country. Additionally, the Contractor will maintain a stock of parts in order to perform field repairs. These maintenance kits will be packaged with each equipment cache.

3.9.4. The Contractor shall provide the shipping documentation and/or a complete list of items to be shipped (including equipment, supplies, training materials, etc.) for each course to the COR not less than 70 days prior to the training event for forwarding to the U.S. Embassy in the host country. The Contractor will prepare all documentation in both English and the appropriate foreign language for the training event country and provide a copy of each to the COR and, as required, to U.S. and foreign officials. The Contractor shall also prepare documentation required for issuing program equipment and supplies to a participating country during a training event.

The Contractor shall assist the Government in obtaining the appropriate receipt signatures from an authorized representative of the participating country. The Contractor shall provide the original receipt document to the COR, either directly or with the after-action report. The Contractor shall also maintain equipment transfer records and provide these records to the COR at the conclusion of the delivery order period of performance or upon the request of the COR.

3.9.5. The Contractor shall maintain and update an accurate, complete, and detailed list of equipment, spare parts, and supplies required for each course. The Contractor shall also maintain/update detailed lists of equipment (including spare parts) and supplies required for other ICP training events when requested. These lists should include nomenclature, make/model, quantity, pricing, and other pertinent information, and shall be submitted to the COR within 60 days of delivery order award and revised/updated as required by the COR. The COR will review and approve these lists within seven (7) days of receipt from the Contractor.

Upon approval, the Contractor shall execute purchases to ensure receipt of equipment and supplies in sufficient time for assembly, packing, packaging, shipment and delivery to host country training locations.

3.9.6. The Contractor shall provide maintenance and repair services for Government-provided training equipment to ensure that the equipment is in peak operating condition at all times. The Contractor shall notify the COR of maintenance and repair actions required and of spare part purchase requirements. The Contractor shall ensure that services are completed in a timely manner to avoid any disruption to the training schedule. As a rule, the Contractor will not repair equipment when the repair cost is more than 50% of its replacement value. In such cases, the Contractor shall replace the damaged item.

3.9.7. The Contractor shall provide maintenance and repair services of program equipment returned from participating countries. The Contractor shall notify the COR of maintenance and repair actions completed and of spare part purchases. The Contractor shall ensure that services are completed in a timely manner to return program equipment to the participating country. As a rule, the Contractor will not repair equipment when the repair cost is more than 50% of its replacement value. In such cases, the Contractor shall replace the damaged item.

3.9.8. The Contractor shall procure training program supplies required by students/participants.

This includes, but may not be limited to, pens, pencils, tablets, notebooks, binders, portfolios, and other assorted items appropriate for presentation to all levels of students/participants attending ICP training events. The Contractor will coordinate specific supply requirements (quantity and type) for each training event with the COR and will ensure that supplies are properly packaged, shipped and delivered to the training event location in accordance with the event schedule.

3.9.9. The Contractor shall secure and maintain all required Department of State (DOS) and Department of Commerce (DOC) export licenses as necessary. The Contractor shall submit applications for export licenses based on Attachment 1 of this document and direction from the

COR.

3.10. Office of the Under Secretary of Defense for Policy Support. The Contractor may be required to provide program implementation support to OP-OSAN by providing a liaison between OP-OSAN and the Office of the Under Secretary of Defense for Policy (OUSD Policy) to assist in planning, formulating, executing, monitoring and measuring program requirements and improving coordination and communication between OP-OSAN and OUSD Policy. The Contractor may be required to: prepare minutes or agendas and participate with OUSD Policy and OP-OSAN staff at various meetings and planning sessions involving DoD and other Government agencies; draft cables for program activities; provide coordination on action items;

prepare information papers or other program documentation; and other related and similar tasks.

3.11. DoD/FBI Program Liaison Support.

3.11.1. The Contractor shall provide on-site ongoing implementation support to the Weapons of Mass Destruction (WMD) Counterproliferation Program (CP) at the FBI International Training and Assistance Unit (ITAU) to assist in planning, formulating, executing, monitoring and measuring program requirements and in improving coordination and communication between OP-OSAN and FBI ITAU.

3.11.2. The Contractor shall provide overall program support which may include, but not be limited to: scheduling and prioritization of courses and countries; providing curriculum oversight and development; coordinating with FBI offices to secure FBI instructors; and ensuring FBI standards are met and maintained in all program activities. Decisions concerning acquisitions, project management, and resource allocation are the sole responsibility of the U.S.

Government and are not subject to relegation to the Contractor.

3.11.3. The Contractor shall support DoD/FBI WMD CP in-country (overseas) program and training activities. The Contractor will work closely with the OP-OSAN team chief to provide curriculum oversight and to continue to ensure FBI standards are met and maintained. The Contractor will assist the OP-OSAN team chief with liaison meetings, Embassy in-/out-briefs, media interviews, and other related activities as required.

3.11.4. The Contractor shall meet with the COR on a regular basis to discuss program responsibilities and activities and to mutually assess the level of coordination and communication required between OP-OSAN and the FBI for effective program execution.

3.11.5. The Contractor shall prepare information papers, after-action reports, and other associated program documents as required by the COR. Delivery dates will be established by the

COR.

3.11.6. The Contractor shall plan on travel requirements for course/seminar presentation and support in accordance with the attached schedule.

3.12. ICP Program Training Operations Support.

3.12.1. The Contractor shall provide on-site ongoing implementation support to the ICP Program in the OP-OSAN office throughout the period of performance to assist in planning and executing program requirements and improving coordination and communication with the ICP Program partner agencies, affiliated USG entities, and supporting contractors.

3.12.2. The Contractor may be required to track equipment end-user receipts and documentation, manage training and personnel travel schedules, draft and ensure cable traffic quality and interagency coordination, track mission preparation actions, and maintain country/mission historical files. The Contractor may be required to coordinate mission activities between OP-OSAN action officers and personnel from supporting contractors performing ICP Program tasks, which may include coordination of travel arrangements, passport and visa requests, and other training related activities. Additionally, the Contractor may be required to prepare input for Significant Activity Reports and OP-OS staff meeting presentations.

4.0. TRAVEL

4.1. Travel overseas and travel to/from the Washington, D.C. area will be required for the performance of this delivery order. The Contractor shall plan on travel requirements for each training/program event listed in the attachment. For those events shown as “TBD” (To Be Determined), the Government will provide specific dates to the Contractor as early as possible, but not later than 90 days prior to the event.

4.2. The Government may provide for venue and logistical support, to include local transportation, in the host country. Contractor obligations for in-country support (Paragraph 3.5.8.) shall take priority unless otherwise notified by the COR. Such notification will occur not later than 45 days prior to the scheduled event. The Government will provide for country clearances, official passports and visas for Contractor personnel as required and appropriate.

5.0. DELIVERY REQUIREMENTS

The Contractor shall provide all deliverables according to the schedule described in Paragraph 3.0 above.

6.0 DELIVERABLES

Deliverables will be submitted to the COR as follows:

• Student Handbooks, Instructor Manuals, Planning Guides, and other course materials:

Handbooks, manuals, planning guides, and course materials shall be delivered in printed copies to the training event location and shall be delivered to the COR electronically in Microsoft Word, Excel or PowerPoint (as appropriate).

• Audio-visual materials: Materials shall be delivered in a format agreed upon by the Contractor and the COR.

• Course Evaluations: An electronic analysis of the original completed evaluation forms for each course shall be submitted with the after-action report. The Contractor shall also provide the original completed forms and the translation for each form in hard copy and electronic format.

• After-Action Report: The report, with attachments, shall be delivered for each course electronically in Microsoft Word format.

• Equipment/Supply Records: Original signed documents will be submitted to the COR;

inventories, purchase lists, maintenance logs, etc., will be provided to the COR electronically in Microsoft Word, Excel, Access, or other format approved by the COR.

• Final consolidation: At the end of the period of performance, the Contractor shall provide a consolidation of all previous course/event deliverables in printed copy (one (1) copy of each item) and electronically on CD-ROM.

7.0. GOVERNMENT-FURNISHED SUPPORT

The Government will provide working space, supplies, and access to computer equipment and telephones as appropriate and needed for ongoing on-site support.

8.0. SECURITY REQUIREMENTS

This effort utilizes unclassified training materials and does not require direct access to classified information. However, Contractor personnel required to attend interagency or U.S.

Embassy meetings with USG personnel must be cleared to at least the SECRET level.
