ON-SITE INSPECTION DIRECTORATE (OP-OS)

PROGRAM SUPPORT CONTRACT

STATEMENT OF OBJECTIVES

8 June 2009

1.0. BACKGROUND. The mission of the Defense Threat Reduction Agency (DTRA) is to safeguard America and its allies from Weapons of Mass Destruction (WMD) (chemical, biological, radiological, nuclear and high explosives) by providing capabilities to reduce, eliminate, and counter the threat, and mitigate its effects. The On-Site Inspection Directorate (OP-OS) of the Operations Enterprise supports the Agency's mission through arms control treaty monitoring and on-site inspection and by providing technical advice and support on WMD and nonproliferation matters through execution of activities identified in DTRA’s Campaign Two, Control WMD Systems and Materials Worldwide. The mission of OP-OS is to: conduct U.S. Government (USG) inspections of foreign facilities, units or events under arms control treaties and agreements;

coordinate and escort foreign inspections of U.S. facilities, units or events; plan and prepare for future agreements; execute tasks furthering USG arms control and threat reduction initiatives; organize, train, equip, and deploy inspection, audit and examination, monitoring and escort teams; and accomplish other tasks requiring the unique skills resident in this directorate. The directorate also executes DTRA's duties and responsibilities as the Department of Defense (DoD) Executive Agent for the International Counterproliferation Program and DoD Lead for the Defense Treaty Inspection Readiness Program (DTIRP), and it manages and executes the Small Arms and Light Weapons program. OP-OS is developing, planning, coordinating, and implementing a cutting-edge Agency and interagency program, the Global Initiative to Combat Nuclear Terrorism, which includes the Regional Combating WMD Program and the Global Initiative Information Portal. This new program directs total USG efforts against the combating WMD problem in a regional context.

Duties and tasks of OP-OS managers include, but are not limited to: operational planning; resource management; training; identification and validation of treaty verification system requirements; accepting, fielding, employing and maintaining verification systems; managing treaty-related and/or program-related information systems; and supporting other elements of the USG in the development, formulation and implementation of policies and directives pertaining to on-site inspection, monitoring, escort operations, aerial observation, security assessments, counterproliferation/nonproliferation programs, and other areas of responsibility.

2.0. OVERALL PROGRAM OBJECTIVES. To accomplish its broad, demanding mission, OP-OS must be able to:

2.1. Organize, train, equip, deploy, and exercise operational control over inspections, audits and examinations, monitoring, escorts, assessments, mission-related activities and/or ad hoc missions;

2.2. Ensure that the USG can exercise its full treaty rights for on-site inspection and protect its treaty rights with respect to inspected sites or activities;

2.3. Provide technical advice to USG elements concerned with developing, implementing, or evaluating compliance with arms control treaties and agreements;

2.4. Provide security awareness and readiness programs to support DoD programs, operations and activity protection efforts;

2.5. Execute counterproliferation, nonproliferation, and theater security cooperation missions; and

2.6. Execute other missions requiring the unique skills, organization and expertise resident in OP-OS.

3.0. CONTRACT OBJECTIVE. The objective of this contract is to acquire support for OP-OS in the execution of its core program objectives identified in paragraph 2.0 above in the areas of planning, organizing, preparing, integrating, reporting, maintenance, equipment, logistics, training, and outreach. To satisfy the objective, the following tasks may be required:

3.1. Technical, Analytical, and Logistics Support: Provide a full range of support for designated aspects of mission preparation, oversight and implementation, to include arms control/treaty missions as well as counterproliferation, nonproliferation and theater security cooperation missions/events. Tasks may include initial/recurring assessments and impacts, review and revision of relevant documents, implementation planning, preparation and execution, technical and analytical support, strategic planning, coordination, and quick response support to time-sensitive issues.

3.2. Defense Treaty Inspection Readiness and Outreach Support: Provide technical, program and administrative support to DTIRP. Program provides on-site security training, guidance and assistance concerning arms control implementation activities to USG activities subject to treaty inspections through site assessments, training materials, information pamphlets, circulars, etc.

3.3. Equipment/System Support: Provide technical and analytical support for treaty/mission equipment or information systems, including operation and maintenance of equipment, systems and procedures.

3.4. Training: Provide services required for presentation of treaty or mission-related training courses, seminars, and meetings. Training may include language, military or civilian training, and may include course presentation, instruction, development or revision. Services may be technical, administrative or general support services (facilities, equipment, materials, etc.).

3.5. Planning: Provide support for OP-OS and DTRA arms control, treaty, and other mission/program planning activities, including assessments of new programs/missions, projected timelines, potential impact(s) to OP-OS, DTRA and other USG elements, preparation, readiness and implementation requirements, and site assistance during ad-hoc missions.

4.0. SCOPE. Support may be required in any of the areas identified in Paragraph 3.0, as well as other activities directly supporting the OP-OS mission described in Paragraph 1.0.
