SAMPLE TASK ORDER -- SUBFACTOR D
DEFENSE THREAT REDUCTION AGENCY
On-Site Inspection Directorate Program Support Contract
STATEMENT OF WORK
Defense Treaty Inspection Readiness Program (DTIRP) Support
16 June 2009
1.0. OBJECTIVE
The Contractor shall furnish all personnel, labor, services, supplies, facilities, and equipment as may be necessary to assist the Defense Threat Reduction Agency (DTRA), as the DoD Lead Agent for the Defense Treaty Inspection Readiness Program (DTIRP), in accomplishing program goals and objectives.
2.0. TASK DESCRIPTION
The Contractor shall provide continuing analytical and technical support to the Contracting Officer’s Representative (COR) to plan, implement, and maintain the DTIRP Outreach Program and support overall DTIRP requirements.
2.1. Work Schedule. The Contractor will develop a proposed work schedule with projected completion dates for all Paragraph 2.0. subtasks. The proposed work schedule will be delivered to the COR within 14 days after contract award. The COR will provide comments to the Contractor within 7 days. If necessary, the COR will meet with the Contractor to resolve any scheduling issues. The Contractor will deliver a final work schedule to the COR either within 7 days of the receipt of comments from the COR or within 7 days following the meeting.
2.2. Kick-off Meeting. The Contractor shall prepare for and conduct an introductory “kick-off” meeting within 30 days after contract award to discuss with the COR and DTIRP staff the efforts to be conducted under this Statement of Work (SOW) and the work schedule completed under Paragraph 2.1. The Contractor shall prepare minutes of the meeting and deliver them to the COR within 5 days.
2.3. Outreach Products. Upon Government direction, the Contractor shall assist the COR in preparing, revising, or updating information and awareness products such as printed materials, briefings, case studies, web-based and electronic-formatted products, and multimedia products.
2.3.1. Comprehensive DTIRP Outreach Product List. The Contractor will update the existing comprehensive list of all DTIRP products/materials as a basis for determining individual product revisions. The Contractor will recommend actions to be accomplished. These may vary in scope and level of effort from minor updates (i.e., slight changes to content or format) to major revisions (i.e., significant changes to content, format, design, or product media) to deletions. The Contractor shall recommend priorities for completing product updates. The Contractor shall

deliver the updated product list and recommendations to the COR for approval within 45 days after contract award. In addition, the Contractor shall also provide a revision of or addendum to the work schedule (Paragraph 2.1.) to reflect projected workload and timelines for completing product revisions. The COR will provide comments and/or approval to the Contractor within 14 days. If necessary, the COR will meet with the Contractor to resolve questions or issues. The Contractor will deliver a final comprehensive product list to the COR either within 7 days of receipt of comments from the COR or within 7 days following the meeting.
2.3.2. Outreach Product Revisions. The Contractor shall update or revise outreach products in accordance with the final comprehensive product list developed under paragraph 2.3.1. The Contractor shall deliver products in accordance with the revised work schedule. The COR will provide comments to the Contractor within 14 days. If necessary, the COR will meet with the Contractor to resolve questions or issues. The Contractor will deliver a final copy to the COR either within 7 days of receipt of comments from the COR or within 7 days following the meeting. As required, subsequent outreach product reviews of the same product will also adhere to this schedule, unless modified by the COR.
2.3.3. New Outreach Products. The Contractor shall prepare up to three (3) new outreach products on subjects to be identified by the COR (e.g., current and emerging treaties, related issues, etc.) (For planning purposes, the Government anticipates that the cumulative effort for these products will be equivalent to three (3) 10-page pamphlets.)
2.4. DTIRP Website. The Contractor shall assist the COR in maintaining, reviewing, and revising the DTIRP website to ensure it remains current and appropriate.
2.4.1. Internet/DoD Webmaster Guidelines. The Contractor shall assess on a continuous basis the state of the DTIRP website relative to recognized Internet compliance standards and DoD and DTRA Webmaster guidelines. The Contractor shall seek COR approval prior to implementing required changes necessary for the website to remain compliant.
2.4.2. Website Maintenance. The Contractor shall thoroughly analyze the DTIRP website on a continuous basis to ensure its proper functionality and accessibility to users (e.g., absence of stray or broken links). The Contractor shall seek COR approval prior to uploading recommended corrective actions and updates to the “live site.” In the event that the COR decides to move the DTIRP Website to a new server outside of the DTRA HQ location, the Contractor shall provide the expertise necessary to support such a move, to include installing the Website on the new server and ensuring its continued, effective operation.
2.4.3. Website Utilization Report. The Contractor shall perform four (4) analyses of the DTIRP website to summarize the usage patterns of DTIRP website visitors, determining which links receive the most use. The Contractor will provide the analysis, along with recommendations to improve utilization, to the COR.
2.4.4. On-Line Information. The Contractor shall continuously review all on-line content for currency and accuracy and shall develop recommendations for revisions or updates. Following COR approval, the Contractor shall upload these changes to the “live site.” On-line information includes, but is not limited to, the following:
2.4.4.1. Treaty Information Center. The Contractor shall review all on-line Treaty Information Center products on a monthly basis for currency and accuracy. The Contractor shall develop recommendations for revisions or updates and, upon COR approval, upload those changes to the “live site”. The Contractor shall prepare and submit to the COR an updated and revised Guide to On-line DTIRP Products, in the existing format, according to the timeline set in the work schedule.
2.4.4.2. Bi-Weekly Treaty Reviews. The Contractor shall prepare bi-weekly treaty updates for inclusion in the DTIRP Treaty Information Center and, upon COR approval; upload these updates to the “live site.”
2.4.4.3. Chemical/Biological Weapons (CBW) Corner. The Contractor shall monitor, on a bi-weekly basis, a web-based interactive news and information link in the DTIRP Treaty Information Center for members of the chemical and biological arms control implementation community. The Contractor shall identify updates and changes, and upon COR approval, shall upload these updates to the “live site.”
2.5. Research. The Contractor shall regularly research official treaty-related documents from the Departments of Defense, Commerce, and State, the Organization for the Prohibition of Chemical Weapons, the International Atomic Energy Agency, and other arms control and security-related organizations or agencies for changes to existing, and issuance of new, materials. The Contractor shall identify new or modified materials to the COR for possible inclusion in the DTIRP website or for modification of existing or development of new outreach products.
2.6. DTIRP Program Coordinator. The Contractor shall provide one (1) full-time on-site DTIRP Program Coordinator to assist the DTIRP COR in planning, monitoring, and implementing DTIRP activities. The COR will provide guidance to the Contractor and establish work priorities. Specific ongoing analytical and technical support shall include, but is not limited to: receiving and coordinating DTIRP Outreach materials for review within OSP, the DTIRP Coordination Group (DCG), DTRA, local and HQ public affairs and security offices, and other Government entities as determined by the COR; preparing for and participating in DTIRP events (e.g. conferences, exhibitions, exhibit booth set-up and manning, and symposiums) and coordination meetings; preparing meeting/conference agendas, invitations, set-up and minutes;
monitoring the coordination, revision, completion, production, and reproduction of outreach products; maintaining and updating the DTIRP Event Calendar, DTIRP Event Checklists, and DTIRP Product Status Log; creating and maintaining DTIRP program activities chronology and history logs; preparing staff summary sheets and coordination documentation; and monitoring, coordinating, and supporting Outreach Information Center production, storage and distribution activities.
2.7. DTIRP Program Support. The Contractor shall provide DTIRP support as required by the COR. This shall include, but is not limited to, assisting the COR in the following activities:
2.7.1. Meetings/Conferences. The Contractor shall assist the Government in planning, preparing for, and conducting up to four (4) meetings/conferences, to include any related planning meetings, as required. Support may include developing, reviewing, and providing comments to meeting agenda items; preparing briefings; preparing and assembling event materials; and recording and preparing minutes. The Contractor may be required to provide a meeting location capable of holding classified discussions up to the SECRET level for up to 25 people. The COR and Contractor shall mutually agree on requirements for the following: review of and comments on meeting agenda items; draft presentations; and meeting/conference minutes.
2.7.2. Quarterly Program Review (QPR). The Contractor shall prepare for and conduct QPRs addressing all efforts conducted under this SOW. The Contractor shall prepare QPR briefings and minutes. Delivery dates shall be mutually agreed upon by the COR and the Contractor.
2.7.3. Chemical Weapons Convention (CWC) Compliance Training. The Contractor shall assist the COR in preparing for and presenting up to four (4) iterations of CWC compliance training for personnel assigned to U.S. Government facilities and up to three (3) iterations of CWC compliance training for Treaty Compliance Officers, site commanders, and management/ supervisory personnel assigned to U.S. Government facilities. Both types of training will be conducted during a 1-2 day visit at a training location. The Contractor will update and/or tailor training materials to specific sites and shall provide up to two (2) instructors, as required.
Additionally, the Contractor shall develop a training module focusing on CW demilitarization as it pertains to the CWC. The Contractor shall be prepared to present this training concurrently with the compliance training mentioned above.
2.7.4. Arms Control Security Training Seminars and Exercises. The Contractor shall assist the COR in developing, planning and conducting arms control security training seminars and exercises. The Contractor shall prepare to support up to two (2) seminars/exercise iterations up to 40 hours in length each on current and emerging treaties for Combatant Commanders, Office of the Secretary of Defense (OSD) and Joint Chiefs of Staff (JCS) personnel, Service site assistance teams, and facility commanders and their staffs. The Contractor shall provide, as requested by the COR, up to five (5) individuals to assist as facilitators, inspectors, and instructors who may be required to support the respective effort or present course materials. The Contractor shall also assist the COR by developing and updating course materials such as briefings, case studies, and practical exercises, reviewing student critiques, and restructuring course content, as necessary, to reflect the latest requirements of the arms control community.
Contractor personnel may visit the training facilities prior to each iteration to review the facility status and to participate in other exercise preparations, as required by the COR.
2.7.5. CWC Challenge Inspection (CI) Workshop. The Contractor shall assist the COR in conducting an annual training event in support of DoD CWC CI training requirements. This training shall support the designated combatant command and/or more organizations with CWC CI implementation and compliance obligations as designated by the COR. The Contractor shall assist the COR in coordinating with the designated combatant command, Service, DTRA, OSD, and Joint Staff representatives to obtain input and to identify likely training venues. The Contractor will update and/or tailor training materials to a specific site and shall provide up to two (2) instructors, as required. The Contractor shall develop a training plan for approval by the COR and subsequently identify existing workshop materials as appropriate, or if necessary, develop new workshop materials based on the approved training plan.
2.7.6. Quick Response Support. The Contractor shall provide quick response support to assist the COR in responding to short-notice taskings for information, products, etc. Support may include, but shall not be limited to, research and analysis of arms control implementation issues or other DTIRP-related subjects, as well as planning, preparation, and participation in arms control/security-related missions, meetings and events. The Contractor shall develop and provide documentation, such as meeting minutes, information papers, briefings, reports, etc.
3.0. TRAVEL
Local and long distance travel is anticipated during the performance of this SOW. For planning purposes, the Government anticipates the following: Paragraph 2.6., one (1) CONUS trip; Paragraph 2.7.3., four (4) CONUS trips; and Paragraph 2.7.5., one (1) CONUS trip. In addition, the Government anticipates two (2) trips to Central Command Headquarters for two (2) personnel for five (5) days. No overseas travel is anticipated.
4.0. DELIVERY REQUIREMENTS
The Contractor shall provide deliverables according to the schedule described in Paragraph 2.0. above.
5.0. DELIVERABLES
Final deliverables shall be provided in hard copy (paper) and PC/IBM electronic format.
Acceptable software formats are Microsoft Word, Microsoft Excel, Microsoft Access, Microsoft PowerPoint, and PageMaker. Other software formats may be used as identified in this SOW or when necessary and mutually agreed between the COR and the Contractor.
6.0. SECURITY REQUIREMENTS
Work under this task order may require participating Contractor personnel possess at least a SECRET security clearance. Deliverables will be classified appropriately. Classification guidance not already addressed in the Contract Security Classification Specification (DD Form
254) for this contract will be furnished by the COR.
7.0. GOVERNMENT-FURNISHED SUPPORT
As identified above, some work may be required at Government sites. The Government will provide working space, supplies and access to computer equipment and telephones as appropriate and needed for on-site support.
