About this file
This document is a Request for Proposal (RFP) Questions and Answers template for Amendment 0001 of the Air National Guard Voice Switching System (VSS) solicitation. The contract, issued by the Defense Information Systems Agency (DISA), requires replacing existing Avaya 8800 CM7 systems at 67 sites with a new voice switching solution that includes voice recording capabilities and telephony management systems. The proposed on-premises solution must be DODIN APL approved, compliant with E911 laws (Kari's Law, Ray Baum's Act), and meet Suicide Prevention Hotline requirements.
Key administrative details include a proposal due date of March 27, 2025, at 11:00 am CT, to be submitted via email to specified government contacts. The solicitation (HC108425R0002) is not currently set aside for small businesses, despite a vendor inquiry suggesting such consideration. Amendment 0001 includes corrections to the solicitation notice ID, removal of certain clauses per a recent policy deviation, and clarification of a non-government advisor section. The contract involves approximately 1,000 licenses per site and encompasses comprehensive project management, equipment supply, training, and quality control for implementing the new voice communication system.

A contract of this value on NAICS Code 334210 is typically set aside for small businesses. I wanted to see if this was an oversight and ask if you all will consider making this a Small Business set aside since there are plenty of competitors to support a contract of this size.
At this time, the solicitation will remain unchanged. The nonmanufacturer rule applies to socioeconomic categories for contracts valued about the micropurchase threshold. It applies to both socioeconomic categories and small businesses about the simplified acquisition threshold.
