HC102819R0037

Questions and Responses

1) Can we cut the existing wood core floor tiles in place around the existing racks to remove the tiles?

Response: Yes, existing wood tiles will need to be cut in place to prevent disconnecting active power and comm cables from operational IT equipment. This has been accomplished at other data centers using a reciprocating saw, a shop vacuum with HEPA filter and several spotters holding a metal or wood guard to hold back and protect the power and Comm cables from damage. New ConCore access tiles must be cut outside the facility.

2) How many ducts require fire dampers?

Response: In accordance with sub-task 7.1, the contractor shall develop drawings that will meet all code requirements and acceptable by the AHJ.

3) On one side of Computer Room 3, there is no wall from the drop down ceiling to the ceiling above, and there is no wall under the raised computer tile floor to the concrete floor below. Will the installation of these walls be a part of this contract?

6.7.1 Response: Sub-Task 7.4: Fire Suppression - Technical Requirements:

Architecture adjustments will be performed in the CR3. The Contractor shall survey CR3’s walls, doors and door hardware, and interior finishes. Contractor shall perform any repairs or renovations to assure clean agent containment

4) In Volume I, Tech-Mgt, is the project schedule and generic resumes included in the 20-page maximum?

Response: Yes, the 20 pages are inclusive of the entire technical response. Please note that DISA does not need resumes on the technical. The past performance portion of the RFP will include that type of submittal. As outlined in Page 4 of the RFP, “The following items will not be considered when calculating page limits: cover page, table of contents, glossary, executive summary, generic resumes, and OCCI mitigation plans.”

5) RFP: Is #7 missing or is this page mis-numbered?

Response: Please refer to the original RFP. All pages are there. The amendment only has 6 pages.

6) Please provide specifications requirements for the fire suppression systems as called out in the PWS.

Response: Specification will be provided.

7) Appendix G: In the specification, there are items that are highlighted yellow, but do not have an “x” mark next to them. Are these items supposed to be provided? Specifically, reheat, condensate pump?

Response: Reheat and condensate pumps are not required.

8) Appendix G: In the specification, highlighted but not “X’d” were the compressor sections and turning vanes. Compressors and turning vanes will not be provided as these are chilled water units with “EC” fans which do not come with turning vanes in the floor stands. Is this acceptable?

Response: Yes

9) Appendix G: What is the raised floor height?

Response: 24”

10) Appendix G: What is the ceiling height above the raised floor? Need this to know what height return plenum to put on top of the units to get return air from the ceiling.

Response: No direct return ducting is required.

11) Appendix G: Will the units be networked together?

Response: Yes

12) Appendix G: Are we to assume that static pressure and supply air controls shall be similar to other DISA jobs? Qty. (1) static pressure sensor per new CRAH unit?

Response: Yes

13) Appendix J: Are floor stands required? If so, what is the required height?

Response: Floorstands are not required for the PDU’. Refer to the CRAH Unit specification for support requirements.

14) Appendix J: How many subfeed breakers are required for each PDU?

Response: No sub feed breakers required.

15) Appendix J: Are four (4) panelboards required per PDU?

Response: Yes

16) Appendix J: What will be the panelboard mounting locations?

Response: Each PDU will have 4ea panelboards. The placement of the panelboards differs from manufacturer. Panels will be in front or on the side. No panels in the rear.

17) Appendix J: What is the PDU color? IBM Pearl White and Black are standard offerings.

Response: Black

18) Appendix J: Will panelboard main breakers need to be monitored? If so, what data output is required? The new PDU’s will be connected to the BAS system. The BAS system will monitor the points required. The panelboard breakers feeding the PDU’s will not be monitored.

Response:

19) Appendix J: What does “Two PDU’s only required 1-day of startup from a field technician mean? Will additional day(s) be required? Is it the intent of DISA to have all PDUs started up in one (1) day?

Response: Yes-Startup on 2ea PDU’s can be done in 1 day.

20) Appendix J: What is the project’s timeline?

Response: Period of Performance is 365 days from contract award.

21) Are Davis Bacon wages required per this solicitation?

Response: DISA does not ever do construction contracting, nor was it referenced in the RFP. Davis Bacon is not applicable.

22) All CRAH units require dual feeds (C & D) Panel locations?

Response: Yes

23) Can DISA provide “As-Built” drawings for chilled water piping?

Response: Yes

24) Can DISA provide “As-Built” for electrical system (New PDU Input Circuits)?

Response: Yes

25) Can DISA provide existing A/C duct work drawings for CR3 and S-14 (New Fire Dampeners)?

Response: DISA doesn’t have as-builts for CR-3 and S-14.

26) Do we need to install chilled water valves for existing and new CRAH units (Manual, Modulating or both)?

Response: Yes-Modulating

27) Can DISA provide floor plan showing number of racks and layout?

Response: Yes

28) Who is responsible for repairing existing holes in existing sheetrock above suspended ceiling?

Response: The installation contractor.

29) Are we responsible for removing/relocating existing stored material in S-14?

Response: No

30) Can DISA provide manufacture P/N for existing suspended ceiling tiles?

Response: Part numbers were not visible at bid walk.

31) Are floor stands required for the new PDU’s and CRAH’s?

Response: No

32) Are Port SA / City of San Antonio permits required for Fire Suppression system only or entire project?

Response: Fire Suppression System Only.

33) Are new PDU’s and CRAH units to be connected into existing EPO System? (Connection Points)?

Response: Yes

34) Is the new fire suppression system to be on UPS power (Connection Points)?

Response: Yes

35) Is the wall that is mounted on the access flooring going to be a separate contract to come at a later time or part of this work?

Response: Refer to question #3

36) Where the cutouts are in the center of the panel, are the units going to be disconnected for replacement of access panels?

Response: No, IT equipment racks will not be disconnected to remove existing access floor tiles, tile must be cut out to keep critical IT equipment operating. Refer to response #1.

37) Will there be an above ceiling grid plenum area, either in the main CR3 room or S-14 secondary room requiring (FPS) Fire Protection Systems?

Response: Yes

38) Will there need to be fire/smoke dampers provided for above ceiling grid existing ductwork penetrations?

Response: Refer to question #2.

39) Will the existing sheetrock ceiling lid above ceiling grid area need openings covered and sealed?

Response: Yes

40) Will the new PDU’s depicted in the floor plan drawing be placed as shown, in the middle of the room, or moved to outside walls in the S-14 room as discussed during the site walk?

Response: Moved to the outside walls-the PDU’s shall have 3’ of clearance on each side and front for maintenance.

41) Will existing racks, equipment and storage materials be removed from the rooms before the start of the project? If so can DISA provide an estimation of what will remain?

Response: Yes-S-14 will be completely empty.

42) Will the area below the raised floor and the wall above the ceiling grid between CR3 and the hallway need to be blocked and sealed, as well as any other areas, to ensure that CR3 & S-14 rooms are isolated, sealed and independent spaces?

Response: Yes

43) Will the mechanical contractor be allowed to use (2) sets of 1 ½” CW piping that were found under floor in room S-14 to supply the new 30-ton CRAH’s, as long as there are new modulating isolation valves added after existing cut off valves?

Response: Pipe size needs to meet manufacturer requirements for 30Ton CRAH units.
