2. Contract or Task Order Title. DISA Data Center San Antonio Computer Room 3 (CR3) Raised Floor and Fire Suppression Upgrade
3. Background.
Defense Information Systems Agency (DISA) Computing Centers provide routine and mission-critical computer processing resources and support to numerous Government agencies, 24 hours per day, and seven (7) days a week. DISA’s operational goal is to provide high availability and redundancy to all supported programs and workloads at a Tier III redundant datacenter. The San Antonio computing center needs repairs and upgrades to the raised floor, cooling system and fire suppression system in Computer Room 3 (CR3) including Room S-14. When CR-3 is referenced in this document, it also includes S-14. The existing raised floor panels in CR3 have reached the end of their useful life and must be replaced with concrete core panels for fire protection and higher floor load capacity, to meet the DOD standards. DISA’s IT mission requires computer room raised floor space be cooled in a standard computing room configuration with computer room air handers. The existing CRAH units have reached the end of their useful life and must be replaced. The buildings’ computer rooms were originally protected with a Halon fire suppression system. After enactment of the Clean Air Act in 1994 and the adoption of a non-use policy by the Department of Defense, the Halon systems’ were replaced with a conventional wet pipe sprinkler system. A clean agent gaseous fire protection system is required to meet the requirements of the Tier III data center.
4. Objectives.
This project will upgrade the CR-3 raised access floor, replace existing CRAH Units, install new CRAH units, install new PDU’s and install a new gaseous fire suppression system. All access floor panels shall be replaced with concrete core panels and upgrade or modify, as needed, the access flooring structure to support a floor load of 2500 pounds per square foot (psf). Lifting of existing racks shall be required for the removal and installation of the raised floor panels. Clean the structural floor during floor replacement. Two 50-Ton and two 30-Ton Computer Room Air Hander (CRAH) units shall be purchased, installed and connected to the existing chiller water piping system in CR3. New chilled water isolation valves will be installed in CR-3 to support the new and existing CRAH units. Underfloor Differential Pressure Sensors and Controls shall also be installed and integrated on the new Computer Room Air Handlers (CRAHs). Two new 150kVA PDU’s will be installed to support new future workload programmed for CR-3.
Building Automation System (BAS) controls shall be connected and integrated on the new CRAH units as specified. Work includes all installation of equipment, electrical supplies, connections, start-up and testing commissioning, quality control and parts warranty. Plan, install, and test Clean Agent Fire Protection Systems, Pre-Action Automatic Sprinkler Systems, and Very Early Aspirated Smoke Detection Systems (VESDA) for Computer Room 3. This is a requirement of the Core Data Center (CDC) reference architecture, CDC engineering standards and DoD Artifacts for CDC’s.

6.10 Installation Surge Requirements:
An "Installation Surge" is defined as an installation/site condition or issue that cannot reasonably be expected to be accounted for during preparation of the Government's requirement nor the contractor's preparation of their proposal. The nature of completing projects to upgrade the Computer Room Air Handlers (CRAH) and other large items of equipment within existing facilities infrastructure contains a certain degree of risk/unknowns in encountering unforeseen site conditions. As a result, it is not feasible for the Government, nor the contractor, to anticipate all the conditions and/or issues that may arise during installation. Some of these conditions include, but are not limited to:
- Substandard and non-code compliant electrical and mechanical equipment installations found during new or replacement equipment installation. In such cases, these items must be brought into compliance with applicable Life Safety and Federal Government guidelines.
- Existing equipment infrastructure that must be modified in order to accommodate the installation of the new or replacement equipment under contract. This example includes existing conduit, conductors, waterlines, communication cabling that must be relocated or re-routed to allow equipment under contract to be installed in the specified location.
- Installation contingencies are anticipated throughout the life of this contract; therefore, the Government intends to issue a CLIN that will support resolution of the issues in real time.
If at any time during the project installation the contractor identifies any work/requirement that falls within the scope of the Installation Surge CLIN, the COR and/or KO (depending on the rough estimate amount) should be notified immediately and prior to work commencing; the contractor shall include a rough estimate of costs to correct the issue within their notification to the COR/ KO. Once an installation Surge requirement is identified by the contractor to the appropriate Government POC (identified in paragraph 1), the appropriate Surge approval authority (Contracting Officer or COR) will contact the Contractor's Program Manager in writing to authorize performance start immediately under the Installation Surge Cost CLIN. The installation Surge CLIN may only be authorized for mission-critical repairs/ support as identified by the COR or KO. The COR has the authority to approve work up to $5,000.; any work exceeding the amount of $5,000 must be approved by the Contracting Officer.
Surge requirements will be documented and reported. Equipment/Parts under this CLIN shall be reimbursed at unit cost. Performance on this effort will occur to the extent that Government funding is provided. All proposed labor rates under this CLIN shall be in line with current contract rates.
