EXECUTIVE SUMMARY
The Global Information Grid (GIG) Services Management-Engineering, Transition, and Implementation (GSM-ETI) Request for Proposal (RFP) limits competition to business concerns that are registered in the Central Contractor Registration (CCR) as a small business concern under NAICS Code 541512.
The Defense Information Systems Agency (DISA) anticipates award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to small business concerns whose offer provides the best value to GSM-ETI RFP in accordance with the evaluation criteria set forth in Sections L and M of this GSM-ETI RFP.

Other Direct Charge (ODC)

A. As specified in each task order and the basic contract: (1) No profit shall be paid on purchases made under this CLIN; however, DCAA approved burden rates are authorized; (2) ODCs must be purchased in accordance with the Contractor's approved Purchasing System, as applicable; (3) ODCs may be purchased from General Services Administration (GSA) schedules, if available.
B. The Contractor will provide ODCs on a cost reimbursement basis only.
C. All ODCs must be pre-approved by the Contracting Officer’s Representative (COR) AND/OR designated representatives prior to the Contractor incurring the cost.
D. Contractor shall be authorized to invoice on a monthly basis and in accordance with the Joint Travel Regulation (JTR) and FAR Part 31.

SECTION B-SUPPLIES OR SERVICES AND PRICES/COSTS.
a. The offeror shall not propose (fill in) “UNIT”, “UNIT PRICE”, MAX AMOUNT”, NET AMT”, “TARGET COST”, “TARGET PROFIT”, “TOTAL TARGET PRICE”, “CEILING PRICE”, SHARE RATIO ABOVE TARGET”, “SHARE RATIO BELOW TARGET”, “MAX COST”, “FIXED FEE”, “TOTAL COST”, “TARGET FEE”, “TOTAL TGT COST AND FEE”, “MINIMUM FEE”, OR “ MAXIMUM FEE” at the contract level.
b. The Government will identify appropriate CLINs in each individual task order and offeror shall propose (fill-in) the appropriate price/cost information with submission of its offer for each individual task order.
B3 The Labor Rate Table (HC1028-10-R-2001-Section B - Attachment 01 represents fully burdened (to include profit) fixed labor rates by labor category. These rates include both contractor site and government site rates for the Contiguous United States; to include the District of Columbia (DC). These fully burdened fixed hourly rates represent the maximum rates allowable for prime and subcontractors to be utilized in the pricing of fixed price task orders. HC1028-10-R-2001-Section B – Attachment 02 includes the Government’s Descriptions of various Labor Categories. Offerors/Contractors are encouraged to propose their own Labor Categories; however, the offeror’s/Contractors proposed Labor Categories shall be cross-mapped to the Government’s Labor Categories.
The fixed burden factor for travel and incidental other direct costs (identified below) will be used through the life of the contract in individual fixed price task orders. In the spirit of competition, contractors may propose lower rates when competing on individual task orders.

DESCRIPTION
1.0 Program Manager Serves as the contractor’s single contract manager and shall be the contractor’s authorized interface with the Government Contracting Officer (CO), Government management personnel and customer agency representatives. Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. The Program Manager is responsible for overall contract performance and shall not serve in any other capacity under this contract.
2.0 Project Manager Directs the Project as defined by the Program Manager to include but not limited to: all financial management and administrative activities, such as budgeting, manpower and resource planning and financial reporting. Performs complex evaluations of existing procedures, processes, techniques, models, and/or systems related to management problems or contractual issues that require reports and recommends solutions. Prepares charts, tables, graphs, and diagrams to assist in analyzing problems. Provides supervision, training and direction to staff.
3.0 Task Order Manager Serves as the project manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Program Manager in working with the Government Contracting Officer (CO), the task order-level TMs, Government management personnel and customer agency representatives. Under the guidance of the Program Manager, responsible for the overall management of the specific task order(s) and insuring that the technical solutions and schedules in the task order are implemented in a timely manner. Performs enterprise wide horizontal integration planning and interfaces to other functional systems.
4.0 Operations Manager Manages computer operations. Ensures production schedules are met. Ensures computer system resources are used effectively. Coordinates the resolution of production-related problems. Ensures proper relationships are established between customers, teaming partners and vendors to facilitate the delivery of information technology services. Provides users with computer output. Supervises staff operations.
5.0 Logistics Manager Implements Integrated Logistics Systems (ILS) functions for assigned projects to include: research, analyses of customer and statutory requirements, preparing required documentation, and ensuring quality control. Drafts various logistics type documentation, e.g., Integrated Support Plan (ISP), Integrated Logistic Support Plan (ILSP), Materiel Fielding Plan (MFP), Type Classification Plan, Logistics Transition Plan, Materiel Provisioning Plan, Training Plans, System MANPRINT Management Plan, etc. Identifies, analyzes and reports deficiencies in logistics life cycle costs, logistics budget data (spare and repair parts), etc. Analyzes and assesses technical documentation, e.g., manuals, drawings, specifications and source controls. Develops and implements standard procedures to ensure testing, documentation, updates, quality control, and configuration management requirements are considered in the development of the equipment system. Drafts ILS data in support of Statements of Work and Contract Data Requirements Lists. Provides ILS input to the technical proposal preparation process and ensures necessary safeguards for proprietary data. Confers with user/customer to resolve logistics problems. Responsible for the training of junior logisticians. Maintains proficiency in ILS functional areas. Provides supervision, training and direction to staff.

Manages and provides direction to telecommunications operations work groups. Performs one or more of the following tasks: Manages and administers top level and sub-level Internet Domain Name Service (DNS) zones, including registration and directory services. Manages, administers, and operates dial up access service systems. Manages the assignment and allocation of globally unique IP network address space. Maintains on-line documentation libraries, maintains mail lists, operates World Wide Web servers, and provides general user assistance from a Help Desk. Provides network security information services. Provides database services. Provides development and maintenance of software to support operations. Administration Specialist Assists in the preparation of management plans and reports.
