Sample Task Order E01 For GSM-ETI RFP

1. CONTEXT BACKGROUND

To effectively support delivery of network services to the warfighter, DISA has a need to upgrade the bandwidth of four active optical circuit links, as described below, each to be upgraded from 10 Gb/s to 100Gb/s. This Sample Task Order is structured as a series of phases as described below.

2. OBJECTIVES

Government objectives to be satisfied by this Sample Task Order include the following:

a) Plan and execute the upgrade of the bandwidth of four active optical circuit links, from 10 Gb/s to 100Gb/s at each link.

b) Contractor is required to transition multiple OC-192 SONET links at each node for each of the four (4) links described in Appendix B from the existing 10 Gb/s system to the upgraded 100 Gb/s system. All the OC-192 links to be transitioned are routed identically to the wavelength links as shown in Table A-3 in Appendix A.

c) Contractor is required to install an Sycamore SN9000 Intelligent Multiservice Switch (SN9k) router at site 1 and transition all circuits from the existing Cisco ONS 15454 SONET Multiservice Provisioning Platform MSPP (Cisco15454s) to the new SN9k.

d) Contractor is required to install a Cisco 7600 router or OEM vendor specified equivalent to replace existing small Cisco router at site 1 and transition all circuits from existing small Cisco router.

e) Minimize the network down-time and associated customer disruption that might be caused by the performance of this task work at all associated DISN nodes and locations.

3. SCOPE

a. Overall this Sample Task Order requires application of the following GSM-ETI PWS sub-paragraphs, as shown in Table 1.Table 1 maps each execution phase of the task order to the related capabilities of the PWS.

b. The links to be upgraded are described as follows:

1) Link-1 is in the area of Denver CO.

2) Link-2 is in the area of San Francisco CA and is generally comparable to Link-1.

3) Link-3 is in the area of St Louis MO and is comparable to Link-1 and Link-2.

4) Link-4 is in the area of Vaihingen, Germany at a NATO controlled location.

c. Constraints:

1) All circuits/service interruption must follow existing DISA Authorized Service Interruption (ASI) processes provided on the GSM GFI disc.

2) Government milestone decision points, consistent with DoD system engineering practice, shall be used to confirm the completion of a given phase and provide decision guidance needed to commence the next phase. Contractor shall assume two weeks for each confirmation period.

3) Contractor shall purchase and provide all items of equipment necessary for all phases with the exception of the major items of telecom/fiber equipment listed below, which will be provided by the Government:

a) Optical Line Amplifiers

b) Optical Terminal Equipment

c) Optical Add/Drop MUX

d) Sycamore SN9k

e) Cisco 7600 or other vendor specified router

4) All proposed equipment in Contractor’s solution shall comply with the DISN Approved Products List (APL) or approval must be granted by the appropriate governing authority. The public domain web link to the APL is as follows:

5) Contractor’s recommended approach may not propose outsourcing of the functionality of the links.

d. Assumptions:

1) Contractor shall assume that the existing fiber optic links that carry the 10 Gb/s transport, including the existing optical line amplifiers (OLAs), will support the 100 Gb/s upgrade.

2) Contractor shall assume that existing power, HVAC and rack/floor space at all Government nodes/locations will be able to support the 100 Gb/s upgrade.

3) In order to minimize the complexity of introducing new element management system to the existing DISA operational support system (OSS), Contractor shall assume that the same optical terminal equipment will be employed for the 100 Gb/s link upgrade.

4) Contractor shall assume Government approval at the decision point that completes each phase of the TO.

4. ADMINISTRATIVE REQUIREMENTS

4.1 Administrative Requirements

a. The task activities described in paragraph 5 require the application of various capabilities of the ETI PWS. The Contractor is expected to analyze the primary requirements in each task activity below, in the context of support to the DISN infrastructure, and apply best engineering principles and practices to determine a selected approach.

b. All activities described in this TO are subject to the conditions and constraints as described in paragraph 4 of the basic PWS.

c. The Contractor shall complete all activities in this TO within 365 calendar days from the award date of the task order.

d. The Contractor shall provide appropriate documentation, as selected from the CDRLs provided in the ETI PWS, including but not limited to the deliverables as shown in Appendix C, Table C-1, which are required.

4.2 [Reserved]

4.3 Period of Performance.

This Sample Task Order period of performance is for a period of 365 calendar days after award.

4.4 Security.

Security shall be in accordance with the terms of the ETI PWS and the GSM ETI DD254 associated with this TO.

5. TASK REQUIREMENTS

5.1 Phase One: Analysis of Engineering Alternatives

a. The Contractor shall analyze the existing DISN configuration and circuit loading (using data as provided in appendices to this TO), and decide a recommended alternative for the approach to be used to upgrade each of the following requirements:

(1) For four identified network links, from the current capacity of 10 Gb/s to 100 Gb/s and transition/move the circuits that are currently on the 10 Gb/s service to the new 100 Gb/s services.

(2) At Site-1/Link 1, upgrade the existing Cisco 15454router to a Sycamore SN9K and transition/move the circuits that are currently on the CICSO 15454 service to the new Sycamore SN9K services. Offeror is to assume that a terminal is on each of of the link and OADMs are utilized in the mid nodes. All other sites will continue to use ONS-15454s.

(3) At Link 1, upgrade the existing Cisco 3500 router to a Cisco 7600 equivalent router and transition/move the circuits that are currently on the Cisco 3500 service and move them to the new router to be recommended by the Contractor. Only Site 1 (Link 1) will be upgraded.

b. The impact on customers due to all installation, activation and services transition activities shall be minimized.

c. The analysis shall be supported by application of appropriate techniques, including modeling and simulation (M&S), traffic and performance analyses and security assessment where applicable, to support the recommended approach.

d. The Contractor shall obtain Government approval before commencing work of the next phase in the task.

e. The Contractor shall provide appropriate documentation, as selected from the CDRLs provided in the ETI PWS, including but not limited to the deliverables as shown in Appendix C, Table C-1, which are required.

5.2 Phase Two: Engineering Analysis and Business Case

a. The Contractor shall develop a recommended engineering design to implement the approach, to include recommendations for technology/equipment, implementation planning, and circuit transition planning.

b. The Contractor shall obtain Government approval before commencing work of the next phase in the task.

c. The Contractor shall provide appropriate documentation, as selected from the CDRLs provided in the ETI PWS, including but not limited to the deliverables as shown in Appendix C, Table C-1, which are required.

5.3 Phase Three: Detailed Engineering Design

a. The Contractor shall develop detailed engineering design information and plans to implement the approved design. [This phase includes final recommendation, review, and approval of the BOM.]

b. The Contractor shall obtain Government approval before commencing work of the next phase in the task.

c. The Contractor shall provide appropriate documentation, as selected from the CDRLs provided in the ETI PWS, including but not limited the deliverables as shown in Appendix C, Table C-1, which are required.

5.4 Phase Four: Implement Approved Design

a. The Government will procure and provide all items of equipment which are within the categories specified by TO paragraph 3c(3). All other items in the approved BOM shall be procured by the contractor within its FFP price for this phase.

b. The Contractor shall obtain Government approval before commencing work of the next phase in the task.

c. Equipment and software ordered by the contractor shall become GFE upon receipt.

d. The Contractor shall provide appropriate documentation, as selected from the CDRLs provided in the ETI PWS, including but not limited the deliverables as shown in Appendix C, Table C-1, which are required.

5.5 Phase Five: Test, Acceptance, and Transition

a. The Contractor shall complete the installation by conducting test and acceptance procedures, commissioning the new service according to the approved plans, and conducting activities to transition the newly-accepted links to the Government for operation. The Contractor shall provide and finalize all relevant technical documentation.

b. The Contractor shall obtain final government approval of the deliverables of this phase.

c. The Contractor shall provide appropriate documentation, as selected from the CDRLs provided in the ETI PWS, including but not limited the deliverables as shown in Appendix C, Table C-1, which are required.

APPENDIX A – DISN Infrastructure Data

a. This appendix provides technical data that supplements the general Scope statement provided in paragraph 3.

b. Table A-1 lists the DISN current Optical Transport System (OTS) parameters that are relevant for the DISN links to be upgraded from 10G to 100G.
