SUMMARY OF CHANGES
SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
M3.3 Factor 1: Technical/Management. Color/adjectival ratings for subfactors 1 through 3 will be provided at the subfactor level. All components/elements included in the individual subfactor are equal in importance and will be evaluated as having met the standard or does not meet the standard. Components/elements will not receive an individual color rating.
M3.3.1 Subfactor 1: Technical Solution. The offeror's proposed technical approach for delivering the GSM-ETI requirements (reference PWS paragraphs 5.2 through 5.5.3) will be evaluated on the degree to which the offeror’s response demonstrates technical ability, responsiveness, minimizes risk of specific solutions and demonstrates an understanding of the requirements using systematic processes and procedures, such as the Information Technology Infrastructure Language (ITIL) framework (or similar framework).
M3.3.2 Subfactor 2 – Sample Task Order (STO). The Government will evaluate the extent to which the offeror’s proposed phased technical approach for the Sample Task Order GSM-ETI #ES1 (Reference HC1028-10-R-2001 - Section J, Attachment 3) demonstrates the offeror’s application of PWS requirements 5.2 through 5.5.3 to the objectives and constraints of the Sample Task Order (as required by the scope paragraph 3a of the Sample Task Order), to include CDRLs called out in STO paragraphs 5.1e, 5.2c, 5.3c. 5.4d, and 5.5c.
The labor categories identified by the offeror will be analyzed to determine if personnel with the proper levels of expertise are assigned to the Sample Task Order and the hours necessary to complete the task will be compared to the Government‘s established estimate.
M3.3.3 Subfactor 3: Management Plan. The offeror’s proposed Management Plan will be evaluated to determine the degree to which the offeror’s proposed solution/approach demonstrates an appropriate methodology for creating and maintaining a performance-based environment for task order execution at multiple worldwide performance locations from the perspectives of corporate, contract and task order levels to include any management challenges unique to GSM-ETI to include the offeror’s plan to contain and reduce contract price/costs. The Government’s evaluation of the offeror’s Management Plan will include an analysis of the offeror’s Organizational Structure/Chart or methodology highlighting reporting hierarchy; to include teaming partners; the offeror’s Cost Management Process describing methodology to provide seamless and efficient processes for integrating and documenting, containing and reducing all costs associated with GSM-ETI effort as required by PWS Paragraphs 5.1, 5.1.1, 5.1.2 and 5.1.3; the offeror’s Change Management Plan highlighting change management processes and procedures to include any management changes reflecting the offeror’s ability grow and shrink its staff in response to changing work conditions; the offeror’s Security Process demonstrating compliance with GSM-ETI PWS Paragraph 4.2 - (Security Requirements and subparagraphs thereto); and the offeror’s processes identifying the offeror’s ability to respond on a worldwide basis to task order requirements to include the offeror’s capability to obtain appropriate permits, connections approvals, clearances, DoD Common Access Cards and other Government (DISA) badges, etc
