FRFP #150 - 156 — 28 June 2011

FRFP 150: Ref section L.8.2.5.3. FRFP#60 directs us to “ … interpret the request to assume that the task order has been awarded to the offeror for execution and provide the CDRLs (vendor suggested format) as they would appear after the tasks were completed.” There are 69 CDRLS required. We estimate an average of 3 pages per CDRL to provide a relevant response to each one. Will the Government provide additional clarification on the inclusion of “sample” CDRLs for the sample task or will the government consider excluding the CRDL’s from the page count in the STO response?
FRFP 150: Because the purpose of the STO is to provide some evidence that the offeror can actually do the work of an end-to-end project (not just merely provide expertise and skills) the CDRLs provide useful evidence to fill out the proposal. The material associated with the CDRLs that the offeror chooses to submit will therefore not count against the page limits of the STO proposal.
FRFP 151: Ref Attachment 3. Can the Government confirm that information in Table -2 corresponds to the network elements in Table (Diagram) B-4? If so, there are multiple inconsistencies between information in Table B-2 and Table (Diagram) B-4. Will the Government clarify the information?
FRFP 151: Yes the two STO Tables are intended to correspond. Data in Table B-2 is correct. STO Table (Diagram) B-4 will be revised as follows:
Locations for Nodes #30, 40, 50 and 60:
Node#30 changed from Building B to now read Building A
Node#40 changed from Building C to now read Building B
Node#50 changed from Building D to now read Building C
Node#60 changed from Building A to now read Building D
FRFP 152: Ref Attachment 3. There are conflicts between the referenced documents. The following questions apply to STO Table 1 GSM-ETI PWS Scope Table:
1. For CDRL A024, should [cell for] PWS Section 5.2.2 and TO5.3 Phase 3 be marked “Yes”? Yes (to provide final revised version of CDRL A024 at end of phase)
2. For CDRL A023, should [cell for] PWS Section 5.2.1 and TO5.4 Phase 4 be marked “Yes”? Yes (to provide final revised version of CDRL A023 at end of phase)
3. For CDRL A023, should [cell for] PWS Section 5.2.6 and TO5.4 Phase 3 be marked “Yes”? Yes (to provide final revised version of CDRL A023 at end of phase)
4. For CDRL A018, should [cell for] PWS Section 5.2.1 and TO5.5 Phase 5 be marked “Yes”? Yes (to provide final revised version of CDRL A018 at end of project)
For CDRL A064, should [cell for] PWS Section 5.2.1 and TO5.5 be marked “Yes”? Yes (to provide final revised version of CDRL A064 at end of project)
FRFP 152: STO Table 1 is revised as follows:
1) cell for PWS 5.2.1/Phase 3 changed to Yes.
2) cell for PWS 5.2.1/Phase 4 changed to Yes.
3) cell for PWS 5.2.1/Phase 3 changed to Yes.
4) cell for PWS 5.2.1/Phase 5 changed to Yes.
5) cell for PWS 5.2.1/Phase 5 changed to Yes.
Also, STO Appendix C is changed as follows:
For CDRL A023, revise TO Task column to read 5.3 and 5.4.
FRFP 153: Ref section L.8.4.1.3. There are conflicts with the answers provided in the document GSM-ETI QA FRFP 6-149- 13 June 2011 and the proposal section L.8.4.1.3. Are prime and subcontractors required to submit cost build-ups- pricing data in addition to the sections outlined for Volume IV at L.8.4.2?
FRFP 153: Yes, prime and subcontractors are required to submit cost build-ups- pricing data in addition to the sections outlined for Volume IV at L.8.4.2. Section L.8.4.1.3 refers to when certified cost and pricing data is required and the Government is requiring the offerors to provide information other that certified cost or pricing data.
FRFP 154: Ref Attachment 3, Table 1 and Table C. Table 1 lists PWS sections 5.1.1, 5.1.2 and 5.1.3 applicable to all phases of the STO.
Table C-1 states that CDRLs A001-A005 are “Not Used This TO”. Does the government want the offeror to address the CDRLs required in PWS sections 5.1.1 and 5.2.1?
FRFP 154: The CDRLs associated with PWS sections 5.1.1, 5.1.2, and 5.1.3 are not needed for purposes of proposal evaluation. In STO Table 1, the first three rows associated with PWS sections 5.1.1, 5.1.2 and 5.1.3: for all five phases of the STO: applicability is changed to read No.
FRFP 155: The answer provided to question 108 and 109 was unclear if an Offeror can use a completed CPARS assessment in lieu of the past performance questionnaire.
Could you please provide further guidance? Can an Offeror substitute a completed CPARS assessement?
FRFP 155: Reference RFP Section L, paragraph L8.3.5. “The offeror shall submit information in accordance with HC1028-10-R-2001-Sectin J – Attachment 5, Past Performance Information sheet….”. Submission of “a completed CPARS assessment” is not acceptable. Reference RFP Section L, paragraph L8.3.2: “Offerors are cautioned that the Government will use data provided by each offeror in this volume and data obtained from other sources in the evaluation of past performance.”

| FRFP 156: In Volume II of the offeror’s proposal, the Government’s focus is the ability of the Offeror and its team to to satisfy the the capabilities as provided in the Performance Work Statement and the Sample Task Order; therefore the offeror shall develop a method for submitting Volume II without including specific company names. |
