QUESTIONS AND ANSWERS
FOR
GSM-ETI
FRFP # 1 - 5 -- 29 Apr 2011
| QUESTION #1: Will DISA sponsor a contractor for a facility clearance or must one possess a clearance at the time of proposal? |
| ANSWER #1: A contractor must have a valid contract with DISA in order for the Government to sponsor. The fact that a company does not have the proper facility clearance does not prevent a contractor from competing for the IDIQ. If that contractor is awarded a contract, then the Government would sponsor. |
QUESTION #2: We are pleased to see that DISA has defined labor categories (LCATS) and associated job descriptions for the GSM-ETI IDIQ. We believe this is an important step in normalizing bidders’ responses which reduces DISA’s risk of protest based on differing assumptions in proposal responses and simplifies the price evaluation. Providing common education and years of experience is equally important to defining LCATS and normalizing bidders’ responses. Without this information, bidders’ labor rates will be based on a wide range of assumptions and each bidder’s total evaluated prices will vary accordingly. Therefore, we request DISA further define educational and experience minimums associated with the LCATS.
ANSWER #2: In accordance with FAR 39.104, minimum experience and education requirements will not be provided.
QUESTION #3: Are additional questions regarding the GSM-ETI (HC1028-10-R-2001) proposal allowed? Is there a cut-off date for these questions?
ANSWER #3: All questions/comments in response to this RFP shall be submitted in writing to the following e-mail account: DISNGSM@disa.mil by 10:00 A.M. Central Time 09 May 2011.
QUESTION #4: Is there a SIPR link for the GSM-ETI classified documents to be viewed? Due to CTO 10-133, the use of writeable CDs have been banned on all SIPRNet assets. Please advise.
ANSWER #4: The media that was used to create the disks are one time burn (CD-R) and not re-writable. There is no SIPR location to view these documents.
QUESTION #5: I have reviewed the DD254 for HC1028-10-R-2001 and noted that line 10E is checked for SCI. My cage code is approved (Facility and Storage) at a TS level, both are required. My question arise from the CD's that are awaiting pickup and review. Are they SCI?
ANSWER #5: The CD-ROMs referenced in Section L, paragraphs L3 and L4 of the solicitation do not include Sensitive Compartmentalized Information (SCI). However, the GSM-ETI contractor may be required to access SCI data, as indicated on individual Task Orders to be issued after contract award.
