1Pricing TemplateIntroduction11. Tab E – DREN NODE ADD-ON FUNCTIONS Customer Interfaces and Ports For User SDP ServicesIt appears from the Introduction tab that all equipment is to be listed in the NRC of Line Access NRC and MRC charges but then Tab E list additional equipment charges for SDP Sites. Can the Government clarify that the Tab E is only for optional stand - alone purchases?Tab E lists NRCs and MRCs for optional add-on functions and equipment at DREN nodes (not just "SDP sites"). This RFP is for a service. It is up to the offeror to determine where costs are allocated in the price proposal.
2Pricing TemplateMOW sitesPlease provide a complete address for: Third Avenue, Edinburgh, Adelaide Australia 5111Per https://www.dst.defence.gov.au/contact-us, "Third Avenue, Edinburgh SA 5111" is the complete address. This address has been verified using at least one publicly available mapping website. Coincident with Amendment_0002, the SDP and DXP Locations address spreadsheet has been updated to change Adelaide to Edinburgh.
3PWS p. 81PWS Section 6.5.5.1.1 and Q&A answer 7Since security outage notifications phone calls must be initiated by a person, to support sizing estimates, can the Government provide the approximate number of calls that must be made for each such notification? When notifications are done by telephone, a call is made to the first person at the top of a list of approximately six people. If that person is reached, no further calls are made. If not reached, the call is made to the next person on the list and the notifier proceeds down the list until a person is reached. If no one on the list is reached, then the list is repeated from the top.
4RFPL.5.0 Type of Product/Service”(Table L.2)Please clarify, and define the difference between “Subcontract Type” and “Nature of Commitment?”Subcontract Type describes the contract type, such as fixed-price and cost-reimbursement.

Nature of Commitment describes the commitment to the small business from the prime contractor, such as a written agreement, oral agreement, or a Teaming Arrangement.

5 PWS Section 6 There are requirements for interactions with customers and systems which include an on line support portal, flow feeds, and API's. For each type of communication will the customer side be on the Internet, from behind one of the DXP gateways, behind the DREN3 gateway or on the DREN4 network?

If on the DREN4 network, since this would require an SDP, is the SDP's needed for these various communications already included in the list of SDP locations or incremental? If incremental, what are the addresses and bandwidth requirements of these additional SDP's? Customers access the on line support portal, and API's from the DREN4 network including DREN III through the transition gateway. Flow feeds are sent to systems on the DREN4 network.

All Contractor DREN management and support systems shall be within the DREN Authorization Boundary. The Government will not order a DREN Node (or any Functions) for the Contractor's management and support network connectivity. It is up to the offeror to propose the connectivity for all such communications (e.g., NOC, PMO and SMS).

6PWS 6.5.12.5Does demarc extension belong to the site modification work or the service provisioning work? The demarc extension belongs to the service provisioning work (i.e., "install, modify, terminate, and restore DREN service"). Identifying any special circumstances in making that extension are to be part of the "DREN Node Site Surveys" PWS paragraph 6.5.12.4.
7PWS 6.5.13.2The Government indicated that they would like to witness any DREN Node Acceptance Test.
How many calendar days before the event should the notification be sent out?The Contractor shall notify the Government a minimum of four days prior to the scheduled acceptance test. Amendment_0002 modifies PWS paragraph 6.5.13 and 6.5.13.2 to move the Government's witness requirements to the 6.5.13 paragraph and to add the notification requirement.
8PWS 6.5.1Would the Government please define the service interval measurement start and end activities? The service interval start activity is when DITCO issues the service order. The service interval end activity is the successful completion of the order (e.g., successful acceptance test as documented in the Government's acceptance document).
9PWS 6.6.1.2Figure 6.2Government indicated that the Contractor to deliver RMF artifacts for the IATT to the Government no later than 220 days after contract award. However, in Figure 6.2 Implementation and Transition Gantt Chart, 120 days is used instead. Would the Government please clarify which duration is the correct one?The requirements are correctly stated in the PWS paragraph 6.6.1.2: "The Contractor shall upload all necessary RMF artifacts for the IATT(6.3.1.1 RMF IATT Package) to the Government no later than 220 days after contract award." Per PWS Paragraph 6.6 (sub-paragraph 3), Figure 6.2 and Figure 6.3 "are provided as an illustration of the timeline, dependencies, and concurrent activities. NOTE: The actual dates used are for illustrative purposes only; the focus should be on the dependencies and durations. The Contractor may use these to assist in the planning and execution of both Phases I and II. The Contractor has the flexibility to adjust as appropriate, as long as all requirements in the PWS are met or exceeded. Effective communication with the Government and early submission of all plans and other deliverables will help ensure the Contractor successfully completes transition within the required timeline."

Amendment_0002 modifies the PWS with updated Figures 6.2 and 6.3 to reflect the delivery of IATT RMF artifacts 220 days after contract award.

10PWS 6.6.1.3Appendix AAccording to Appendix A Acronyms, would the Customer please change section 6.6.1.3 Comprehensive Implementation and Test Plan (CITP ) Development. to 6.6.1.3 Comprehensive Implementation and Transition Plan (CITP ) Development?Amendment_0002 modifies PWS paragraph 6.6.1.3 title to "Comprehensive Implementation and Transition Plan (CITP) Development"
11PWS 6.6.1.3"3)interoperability with DREN III, including plans for
A)bridging existing layer 2 networks between DREN III and DREN4 at the transition gateways, with protections from loops
B)routing existing layer 3 networks between DREN III and DREN4, preserving proper separation between Collectives and Networks"Our Assumption is that the Government will provide the Gateway equipment and locations. Please confirm

What speed handoff will the contractor be receiving from DREN III?

If multiple ports please provide how many.

Is the connectivity between DREN III & DREN 4 at the transition gateway sites being back-to-back connections?

Is the cross connect in the same cage, different cages, different buildings?Per PWS Table 6.20, the Government expects that "sandiego" and "wpafb" will be DREN4 Nodes that serve as transition gateways from DREN III to DREN4. The Government's intent is to place the DREN4 SDP in the same room as the DREN III SDP. The Government will order all the required services [e.g., Function(s), interface(s) which determines the speed, Node(s)] and issue “Change Requests” (PWS paragraph 6.5.2) to establish connectivity between DREN III and DREN4. The Government will provide any additional "Gateway equipment" if required. The physical connectivity between DREN4 and DREN III interfaces will be one or more Ethernet connections (i.e., "back-to-back").
12PWS 6.1.3.6.3Aggregate TCP testThe last paragraph mentions 10 days from request but the table says 15, please reconcile.Amendment_0002 modifies PWS paragraph 6.1.3.6.3 table to indicate 10 days and updates the QASP to match.
13PWS 6.1.3.6.5Aggregate Throughput testThe last paragraph mentions 10 days from request but the table says 15, please reconcile.Amendment_0002 modifies PWS paragraph 6.1.3.6.5 table to indicate 10 days and updates the QASP to match.
1496M1, Section IVDREN Core NodesIs the 48 DREN Code Nodes (DCNs) within the Government's Price Evaluation Model the current DREN III architecture? If yes, then please provide to all offerors to level the "playing field" as the current architecture is only known by the current incumbent and disadvantages any new offerors for DREN 4 procurement.No. There are no DCNs in the current DREN III architecture or implementation. The Price Evaluation Model is not based upon the DREN III architecture.

DCNs are a key architectural component newly introduced in DREN4. In DREN III, network visibility and control occurs at the edge. In DREN4, network visibility and control is moved to the middle to form an "intelligent core" (PWS Paragraph 6) using DCNs. "The DCN will provide flexible routing, encryption, and security for the core of DREN4" (PWS Paragraph 6.2.0.2.2). There is no similar architectural component in DREN III.

15 L1_-_Solicitation_Questions_and_Answers_-_Round_1_Government_Response Question 145 Offeror understands Government's response to question 145. However, this offeror concurs with the premise of the other offeror's original question. The Government did not provide specific detail about DRENIII in regards to current DCN locations nor current collective groups nor is the Government willing to share to all offeror's its projected procurement buying estimates. By failing to do so, the current incumbent is significantly advantaged over its DREN4 competitors. There are no DCNs in the current DREN III architecture or implementation.

The PWS clearly states that there are three Collectives and provides the character of those Collectives (PWS 6.1.0.1).

All offerors are cautioned to carefully read the DREN4 RFP requirements and recognize that DREN4, other than basic functionality, differs significantly from DREN III. Many of the DREN4 requirements are new and therefore not part of DREN III; see PWS Paragraph 6 introduction.

The Government is not providing the Price Evaluation Model nor any "buying estimates" to any offerors so that all have the exact same information and no offeror has an advantage. Coincident to Amendement_0002 the existing site bandwidths are added to the SDP and DXP Locations spreadsheet so that all offerors have that information.

16 L1_-_Solicitation_Questions_and_Answers_-_Round_1_Government_Response Question 147 Offeror understands why Government's Price Evaluation Model is using 48 DCNs as an evaluation baseline as a matter of level setting for all DREN4 offerors. The Government's Price Evaluation Model that includes the current DREN III architecture only advantages the current incumbent while not providing an evaluation model that will evaluate the true merit of each vendor's solutions in today's environment.

No DREN 4 competitor would logically offer a technical architecture nor cost and price the current incumbent's architecture. Does the Government plan to use multiple scenarios as part of the Price Evaluation Model?

If yes, then what do these scenarios look like and how will they be weighed? As an example, scenarios such as an "as is" model, "future" model, and "aggressive future" model each with a separate weighting factor.

No. There is a single scenario for the DREN4 Price Evaluation Model.

17 L1_-_Solicitation_Questions_and_Answers_-_Round_1_Government_Response Question 148 Offeror concurs with original offeror's question and premise. If the current DREN III DCN number is 48 then the current incumbent is advantaged. If 48 is just a representative evaluation baseline number, then how does the Government plan to weigh innovative and more cost effective and efficient network designs? The Price Evaluation Model is not based upon the DREN III architecture.

DCNs are a key architectural component newly introduced in DREN4. In DREN III, network visibility and control occurs at the edge. In DREN4, network visibility and control is moved to the middle to form an "intelligent core" (PWS Paragraph 6) using DCNs. "The DCN will provide flexible routing, encryption, and security for the core of DREN4" (PWS Paragraph 6.2.0.2.2). There is no similar architectural component in DREN III.

Innovative and efficient network designs will be evaluated in Factor 3 "Technical/Management Approach" including the offerors first draft DCN Placement Proposed Map(s) and first draft DCN Placement Proposed Report which Amendment_0002 corrects to include in Sections L and M. The Government selected 48 DCNs for the Price Evaluation Model to ensure a common evaluation baseline for Factor 5, "Price." Offerors are reminded that this is a best value trade-off source selection conducted in accordance with Section M in particular M2.1 (2).

18 L1_-_Solicitation_Questions_and_Answers_-_Round_1_Government_Response Question 149 Offeror concurs with original offeror's question and premise. Offeror also understands Government does not want to release Price Evaluation Model. However, only the current incumbent understands current site dependencies and requirements and is greatly advantage in designing, costing and ultimately pricing DREN4. Respectfully request Government provide estimates of line rates for DXP locations? Coincident with Amendment_0002, the SDP and DXP Locations spreadsheet has been updated to add a column with DREN III current site bandwidths. DREN III IAPs are listed under the DXP tab. DREN III Internet Transit Service (ITS), currently collocated at two IAPs, is also included in the updated spreadsheet. Amendment_0002 updates the PWS to make it clear that "the Government will order ITS as an add-on to an ordered DCN or DXP."

Note: DREN III bandwidths and locations are a snapshot in time. This information does not predict nor commit the Government to future orders at these sites or bandwidths.

19RFP 1Standard Form 1449 / Block 8Due DateBased on above questions and when offeror can anticipate answers to second round of questions, request a 30-day extension for all offerors to thoroughly and completely offer a best value solution.Amendment_0002 updates the Delivery Date for proposals to 3/30/2020 at 3pm CT
20726.5.1Attachment 2 PWSService Provisioning: In Section I, Clause 52.211-11, the Government has specified Liquidated Damages that apply for circuits that are not completely transitioned from DREN III to DREN4 prior to the CITP Phase II due date. Since Liquidated Damages may be assessed for circuits that are transitioning from DREN III to DREN4 during CITP, Service Provisioning Credits should not also be assessed on circuits that are transitioning from DREN III to DREN4. Will the Government please revise section 6.5.1 of the PWS to clarify that Service Provisioning Credits will not apply to circuits that are transitioning from DREN III to DREN4?Per 11.501 (b), "Liquidated damages are not punitive and are not negative performance incentives (see 16.402-2). Liquidated damages are used to compensate the Government for probable damages."

The monthly service charge in 52.211-11 is a reasonable cost to the Government to keep DREN III running, if the sites on DREN III are not transitioned by the Contractor to DREN4 in the required time.

The negative incentive of 6.5.1 still applies.

22N/AN/AN/AThe RFP refers to a Customer Service Management System (CSMS). The PWS refers to a Service Management System (SMS). Can the Government confirm that these are referencing the same system?Amendment_0002 modifies Section M references to Customer Service Management System (CSMS) on pages 90 and 91 to correctly state Service Management System (SMS) (in conformance with the PWS).
23N/AN/AAttachment 6 SDP and DXP Locations Amendment 0001The Government lists the address 5600 W Amelia Earhart Dr, Salt Lake City, UT 84116. Can the Government please confirm this is the same location as 401 N 5600 W, SALT LAKE CITY, UT 84116?The address given at 5600 W Amelia Earhart Dr, Salt Lake City, UT 84116 is a valid address and is not the same as 401 N 5600 W, Salt Lake City, UT 84116.
24PWS pg. 84-85, 130PWS 6.5.6 and 12.3Performance Work StatementCan the Government please confirm that escorts will be provided by the DREN Subscriber or DoD for OCONUS installation/ongoing maintenance support? The Government will provide the required escort as defined in each Subscriber's DREN Service Agreement. The contractor shall provide appropriately cleared personnel to meet PWS requirements, PWS paragraph 12.1 (Personnel Security).
25PWS pg. 39PWS 6.25. InclusivePerformance Work Statement and Pricing CLIN 608 Government Controlled Orchestration InstancePWS section 6.2.5 and 6.2.5.1 lack definitive requirements to allow bidders to determine the size and scope of an instance. The terms high level intents and open API are not defined. Given the uncertainty of the requirements for these CLINs, will the Government please provide definitive requirements to include sizing and scope of the Orchestration? An open API is a programmatic interface which is documented in publicly available information. An orchestration API which is not open in this way does not meet the requirements of this PWS. Amendment_0002 updates the PWS to not restrict the offeror to a specific open API format.

Many networking companies now use the term "intent" to encompass high-level descriptions of network services which are to be implemented via orchestration systems. To avoid limiting offerors choices, the Government is not requiring a specific intent format. Amendment_0002 of the PWS updates the requirement that the Orchestration system shall accept some form of intent as input as opposed to a specific template format.

The size of the Orchestration system shall be sufficient to control all of the separately orderable Functions which the Government has designated for Orchestration. The Government cannot predict how many functions will be ordered and how many of those would be designated for Orchestration since capability, price, and usability will depend on the offered solution. A benefit of the automation provided by an orchestration system is that it can readily accomodate large numbers of devices. Amendment_0002 of the PWS clarifies the Orchestration control by the Government to only apply to designated Functions.

26PWS pg 39PWS 6.25. InclusivePerformance Work Statement and Pricing CLIN 608 Government Controlled Orchestration InstanceIf the Government is unable to provide the requirements to clarify the size and scope of an instance and define the terms high level intents and open API, will the Government remove these CLINs from the cost analysis? These CLINs will not be removed from the CLIN Table. All Prices will be evaluated for Completeness, Reasonableness and Balance per Section M. The Government will not reveal whether or not these CLINs appear in the Price Evaluation Model to calculate a total evaluated price, reference Attachment M1.
27PWS pg. 56PWS 6.3.3.PWSDDOS protection requires either services, capital equipment, or both. DDOS services require knowledge of the amount of traffic to guarantee sufficient capacity is provided to mitigate an attack. There is no CLIN for DDOS protection. Will the Government confirm that DDOS protection is required? The PWS requires DDoS protection. The PWS does not include a requirement for separately orderable purpose-built DDoS components or services. There is no CLIN for DDoS protection. Rather, the requirement is for the Contractor to mitigate attacks using capabilities that already exist in their overall network solution, in coordination with the Government.

As answered in round1:

Responding to cyber-attacks such as DoS and DDoS is a shared responsibility. While the Government may implement protections in the Security Gateways (6.1.2.9.5) or other components managed by the Government, the Contractor is required to facilitate attack mitigation through application of protections in the components it provides. Blocking of traffic through manual or automated application of an ACL in a router is such a mechanism. Rate limiting of particular flows is another mechanism. If such attacks cause the network to fail to meet requirements, the Contractor shall use such mechanisms, in close coordination with the Government, to quickly respond and restore network performance within requirements.

28PWS pg. 56PWS 6.3.3.PWSWill the Government provide the locations where DDOS services are required? The requirements of PWS paragraph 6.3.3 are straightforward and do not necessitate any additional purpose-built components to provide the protections. These requirements must be met at all locations supporting DREN. "Protections shall be placed as close to the source of the attack as possible."
29PWS pg. 56PWS 6.3.3.PWSWill the Government provide the expected traffic loads at required locations for DDOS to allow for costing? The DDoS load prediction is not necessary as the PWS does not include a requirement for separately orderable purpose-built DDoS components or services.
30PWS pg. 56PWS 6.3.3.PWSWill the Government please provide a CLIN for the DDoS Mitigation service that they have requested? The PWS does not include a requirement for separately orderable purpose-built DDoS components or services. There is no CLIN for DDoS protection.
31PWS pg. 56PWS 6PWSCan the Government please provide a definition for 'organic encryption'?Merriam-Webster defines "organic" as an "integral element of a whole." As used in the PWS, encryption is integral to the underlying network components of the transport core. The term is used in an introductory overview paragraph. Specific details of the requirements are contained in later paragraphs.
32PWS pg. 56PWS 6PWSCan the Government please clarify the relationship between organic encryption and Outreach Services? There is no relationship, the answer provided in the Round 1 response to question 90 was a technical mistake. The answer that will be provided in an errata to Round 1 responses states: Merriam-Webster defines "organic" as an "integral element of a whole." As used in the PWS, encryption is integral to the underlying network components of the transport core. The term is used in an introductory overview paragraph. Specific details of the requirements are contained in later paragraphs.
33PWS pg . 13PWS 6.1.1.4PWSCan the Government please confirm if providing a "commercially available test suite" is now a requirement? The "commercially available test suite" in Government Response to question #95 in Round 1 was provided as an example of an assurance. It is up to the offeror to propose what "automated and/or administrative mechanisms" they will provide to assure proper VLAN function and separation.
34PWS pg. 30PWS 6.2.0.1.1PWSWhere are the customer specified IPv6 addresses physically located? How is the vendor to cost the transport needed to deliver the flows? The IPv6 addresses that Flow must be sent to will be served by DREN nodes.

No additional transport or bandwidth needs to be provisioned to support this.

3522PWSPWS 6.1.3.1What evidence can the Government provide to show the latency required in PWS 6.1.3.1 is achievable from remote DREN Nodes over long geographic distances?Actual latencies of DREN over the past 16 years have shown that the requirement has been achieved, including over long distances.
3622PWSPWS 6.1.3.1Will the Government permit an exception for any route pairs where the Government is unable to provide evidence of current or past compliance?Actual latencies of DREN over the past 16 years have shown that the requirement has been achieved, including over long distances. It is neither the intent nor responsibility of the Government to "provide evidence of current or past compliance." If the Contractor can prove to the Government that the latency requirement cannot be met for future node pairs, the normal contract exception process would apply.
37MultiplePWSThe Government requirement says they can re-order TCP Aggregrate testing for any node and any time. The Government has stated in the answers to the question that permanent stationing of equipment at a node is not required. Will the Government confirm that CLIN n801AE 10 Site Aggregate SDP Test Package NRC (Post IPC) is intended to cover the costs of such retesting?Amendment_0002 updates the CLIN Table to place "NSP" in CLINS x801AE.
